Antecedentes

This position will be based within the UN Resident Coordinator’s Office which supports the Resident Coordinator and the UNCT to effectively implement UN programmes in line with the United Nations Development Assistance Framework (UNDAF), UN Delivering-as-One (DaO) reform objectives, the MDGs, the new 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) as well as other emerging priorities.

To support the integration of the Post 2015 agenda on a strategic policy level, the UN in Uganda held a technical workshop for key staff members of the National Planning Authority (NPA), with the regional advisor to the Millennium Development Goals. As a result of the UNs technical support to NPA, Uganda is now one of the first countries in the world to align its National Planning Process, including the monitoring and evaluation framework, with the Sustainable Development Goals (Sustainable Development Goals).

To further build on the momentum created by the presidency of H.E. Sam Kutesa over this historic session of the UN General Assembly (UNGA), the UN Country Team (UNCT) developed a joint UN strategy to further support the localization of the Post 2015 agenda. Under this strategy the UNCT has thus far built capacity within UN staff members; facilitated knowledge exchange between Government and UN staff around the 3rd International Conference on Financing for Development, http://www.un.org/esa/ffd/ffd3/, (including the organization of a High Level Dialogue on Financing Sustainable Development in Uganda) and has supported Civil Society and a Youth led organization to localize the Post 2015 agenda.

The UNCT has agreed on 4 key areas of support to the Government of Uganda in relation to the Sustainable Development Goals (SDGs):

  • Communication support for engaging the population;
  • Support for data, monitoring and evaluation;
  • Coordination, partnerships and alignment of different frameworks;
  • Resource mobilization.

Deberes y responsabilidades

The consultant will be engaged to help convene key Government entities (UBOS, OPM, MFPED, NPA) and facilitate a discussion and agreement on the Sustainable Development Goals (SDGs) coordination functions needed and the best placed entity or platform to perform such a function.  In addition, the consultant will be required to provide technical and coordination support for the high-level engagement platform meetings between Government and the UN Country Team. Under the overall guidance of the Head of the Resident Coordinator’s Office, this position reports directly to the Coordination Specialist and works closely with the UN data task-team.

Scope of Work:

  • Consult with UN staff and Government counterparts to analyse key coordination functions with regards to the SDGs and develop a matrix or basis for inter-Government discussion;
  • Convene inter-government discussions on Sustainable Development Goals (SDGs) coordination and facilitate meetings and agreements on next steps;
  • Advise the RCO and UNCT on course of action and help prepare for at least two High-level Engagement Platform meetings on SDG coordination (whereof at least one at the technical level and one at Permanent Secretary or Ministerial level).

Consultancy Deliverables:

  • A comprehensive SDG coordination matrix developed through broad consultations to serve as basis for intra-government discussions and agreements;
  • Note to file from at least 2 intra-government meetings on SDG coordination with all key stakeholders present (UBOS, OPM, MFPED, NPA, UN PMT, UNDP, RCO);
  • Two UN presentations for high-level engagement platforms (one for technical level and one for strategic level), containing outcome of intra-government consultations and agreements with clear recommendations for decision-making and next steps;
  • A final report clearly outlining steps taken and material produced and clear recommendations for the UNCT on the role of UN in supporting government to coordinate the implementation of the SDGs and next steps.

Habilidades y experiencia requeridas

Education:

  • Phd or Master’s degree from recognized University in communications, journalism, economics, development studies, social science, economics, international relations or other related field.

Experience:

  • At least 10 years relevant experience in Government coordination, Post 2015/SDG and UN system knowledge and experience;
  • Good technical knowledge of key development frameworks, especially Millennium Development Goals (MDGs), Post-2015 process and the 2030 Agenda for Sustainable Development and the SDGs;
  • Proven experience of convening Government counterparts and facilitate discussions on complex issues;
  • Experience from working with Ministry of Foreign affairs and Ministry of Finance, Planning and Economic Development, National Planning Authority or UBOS in Uganda is an added advantage;
  • Familiarity with Uganda and the UN in Uganda and its’ work on Post 2015/ Sustainable Development Goals is an added advantage;
  • Excellent report writing skills as well as analytical and computer skills;
  • Experience in working with teams and liaising with inter-agency teams;
  • A high level of integrity and ethical standards.

Price Proposal and Schedule of Payments

Payment shall be made by lump sum modality as per the following schedule:

  • Upon acceptance of a comprehensive SDG coordination matrix developed through broad consultations to serve as basis for intra-government discussions and agreements - 30%;
  • Upon acceptance of note to file from at least 2 intra-government meetings on SDG coordination with all key stakeholders present (UBOS, OPM, MFPED, NPA, UN PMT, UNDP, RCO) and two UN presentations for high-level engagement platforms (one for technical level and one for strategic level), containing outcome of intra-government consultations and agreements with clear recommendations for decision-making and next steps - 40%;
  • Upon acceptance of a final report clearly outlining steps taken and material produced and clear recommendations for the UNCT on the role of UN in supporting government to coordinate the implementation of the SDGs and next steps - 30%.

Evaluation Method and Criteria:

Cumulative analysis

  • The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:
  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
  • Technical Criteria weight; - 70%;
  • Financial Criteria weight; - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technical Criteria – Maximum 70 points

  • Education (Phd or Master) - 5;
  • Writing skills - 5;
  • Experience Post-2015 framework and SDGs - 30;
  • Relevant experience in conducting similar assignments - 30.

  • Financial proposal (in template provided in Annex II) stating an all-inclusive fixed lump sum fee for this assignment in Ugandan Shillings, supported by a breakdown of costs. Such total lump sum price must include professional fee, and costs necessary to conduct the assignment such as communication costs, etc. The consultant will be paid against the completion of specific, measurable deliverables as identified in this TOR.
