Antecedentes

The SBEPB Project is a four-year initiative (2014-2018) of the GOTL funded by the Global Environment Facility under GEF-5. The SBEPB Project is consistent with the goals of GEF-5 Climate, Change Mitigation Strategic Objective 3, which seeks to promote investment in renewable energy technologies. The project’s purpose is to contribute to the reduction of greenhouse gas (GHG) emissions through the removal of barriers to sustainable production and utilization of biomass resources in Timor-Leste and application of biomass energy technologies to support local economic, environmental and social development.

In overcoming barriers the SBEPB Project will promote the widespread use of biomass resources throughout the country and in particular rural areas. In order to do this the SBEPB Project will establish the necessary legal, regulatory and administrative framework to support innovative practices, including the establishment of local and regional cooperatives, and governmental bodies to support and enhance mixed (state, common and market) social market mechanisms. This framework shall provide the basis for capacity building and knowledge generation, management and sharing in order to develop and sustainably manage biomass and renewable energy production generally. Overall the project will contribute to the reduction of Timor-Leste’s energy and biomass related carbon dioxide (CO2) emissions by reducing the demand for non-renewable firewood and promoting access to cleaner and renewable alternative energy sources.

This Ministry of Public Works, Transportation and Communications (MOPTC) and United Nations Development Programme (UNDP) joint project “Promoting Sustainable Bio-energy Production from Biomass” (SBEPB) in Timor-Leste - is geared towards helping the Government of Timor-Leste (GOTL) promote the use of biomass energy resources to enable energy access and services in rural areas. Overall, the Project seeks to reduce annual biomass/fuel wood consumption in Timor-Leste through the gradual utilization of biomass-based energy systems and through the promotion of efficiency improvements in the rural areas of the country. The Project will facilitate the widespread application of biomass-based energy systems in the country, particularly for economic and social uses in the country’s rural areas. The reduction of Green House Gas (GHG ) emissions in Timor-Leste through the use of more efficient fuel wood technologies and sustainable biomass energy generation will in turn contribute to the reduction of  overall global GHG emissions.

Deberes y responsabilidades

The International Consultant will oversee and provide strategic guidance to the Ministry of Public Works, Transportation and Communication in order to conduct:

  • A nationwide consultation process with stakeholders including those set out above, and any other relevant government authorities, NGOs and INGOs, women’s networks, community groups and organizations, private sector, academia, UN Agencies and other development partners. This process will also include Governmental counterparts in the country (i.e. National Parliament, Council of Ministers, Ministers, Vice Ministers and General Directors);
  • organize and report on consultations in relation to the review of the Decree Law;
  • Prepare the draft legislation incorporating the results of the consultation process ready for submission to the Council of Minister and later the Parliament;
  • Establish the framework and conditions for the deployment of innovative biomass energy technologies, including the growth of improved cook stove businesses and cooperatives in Timor-Leste.

Habilidades y experiencia requeridas

Education:

  • Graduate Degree in Law or related field from a recognize institution;

Experience:

  • Minimum 5 years of relevant experience in renewable energy Law or Environmental Law including experience as a legal advisor and drafter;
  • Working experience with the Government of Timor-Leste or its affiliated organizations and partner agencies;
  • Familiarity with Timor-Leste administration system, policy, institutional and legislation frameworks;
  • Extensive knowledge of renewable energy, including financial, legal and policy frameworks;
  • A strong practical knowledge of Timor-Leste legislation in the areas of renewable energy systems and environment.;
  • Experience in facilitating stakeholder consultation meetings in an effective and efficient way involving various audience;
  • Experience both in the context of public sector and of non-governmental organizations;
  • Experience of working in other developing countries is an asset.

Language:

  • Proficiency in English both written and speaking is required;
  • Knowledge of other languages such as Tetun, Portuguese or Bahasa Indonesia is an asset.
