Antecedentes

In 2010 the EU-funded multi-agency Local Area Development Programme (LADP) led by UNDP undertook a stocktaking exercise with the Ministry of Planning and five Governorates during November which identified areas of local development planning and service delivery that require improvements. The project found certain key issues to be addressed, both at the central (federal/region) and the governorate levels.

Subsequently LADP, in partnership with the Ministries of Planning of the Federal and Kurdistan Region Governments and Governors’ Offices, agreed to conduct pilot planning exercises in five Governorates  to produce Integrated Annual Provincial Plans (IPAP) that are inclusive of all projects planned to be implemented in 2012 regardless of their respective sources of financing or ownership in order to provide a holistic comprehensive view and understanding of the expected development objectives in that specific year and minimize overlaps.

As a result, actual improvements were achieved through an array of coordinated capacity development efforts aiming at meeting quality features of the plans expected by MoP, greater alignment with the National Development Plan (NDP), improved coordination, greater responsiveness to citizen’s needs and priorities, including systematic public consultation, incorporation of cross-cutting issues, spatial analysis, development of Monitoring and Evaluation framework and performance measurement and identification of ways to remove bottlenecks to project implementation and delivery of services etc.

Through LADP I & II, UNDP has established a track record of success with regard to planning-related capacity building; ongoing strong and collaborative relationships with a large number of central, federal, provincial, and local authorities. The specific objective is to strengthen good governance in Iraq by improving delivery of public services, through improved planning and implementation processes at governorate level, resulting in: Improved capacity for planning and implementation at governorate level, resulting in higher budget execution and service delivery, leading towards better sector wide planning and; Improved communication and coordination between central and governorate levels, and increased participation of communities in local development

Under the authority of the Resident Representative, Country Director and the Deputy Country Director of UNDP Iraq and under the direct supervision of the LADP Programme Manager, UNDP Iraq, the LADP South Region Project Manager will manage all programme activities in the south of Iraq in full cooperation with  Programme Manager to manage overall programme activities and responsibilities related to the ongoing programme and be directly involved in implementation applying the following:

Under the guidance of the Programme Manager, the LADP South Region Project Manager will be responsible for all LADP programme activities in the south of Iraq as well acts as an advisor to LADP Programme Manager on all aspects of the LADP programme, and supports the programme portfolio in all of the programme practice areas. 

Deberes y responsabilidades

  • Advise, support, and provide inputs to assure quality control in the formulation of relevant, high quality, results-based and rights-based country programme focusing on the south region  projects;
  • Provide specialized technical advice to LADP Programme Manager on the development of systems, processes and mechanisms to support effective start programme implementation in south region;
  • Support and advice the Programme Manager in preparation of needed document, briefs and other strategic papers/materials to start implementing the programme activity in south of Iraq;
  • Provide technical and managerial advice on Governorate level for the two governorates institution and counterparts, by prioritizing the development needs of each of the two governorates, focusing on establishment of policies, plans, frameworks and mechanisms and strengthening the capacity and policy for efficient and accountable use of public resources at the local level, ensuring local communities’ participation and empowerment;
  • Support, advice the Programme Manager as south Project Manager and lead the Local Area Development Programme (LADP) activities in the south by Managing and supervise the project team there;
  • Start  the coordination and build partnerships with participating UNCT members on the south activities, for the enhancement of technical strength and programmatic synergies of the LADP Programme focusing on the south activities;
  • Plan, start implementation and supervise the support provided to ensure timely and appropriate services are provided as required. Identify areas of competencies and weakness to ensure focused and targeted services are provided;
  • Prepare a monthly report by gathering information on progress of south project implementation, assessing results and identifying areas for action and/or decision to ensure achievement of results as planned and in accordance with goals and objectives and accountability framework;
  • Preparation of south project proposals including strategies to build partnerships and mobilize resources;
  • Advice the Programme Manager in establishing and maintaining effective consultations with local governments, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on programme development and implementation, resource mobilization and sustained partnerships;
  • Coordinate and work with the other project managers to ensure complementarity/harmonization amongst the activities and plans.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  • 7 years of relevant experience at the international level in project managing, providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements:

  • Fluency (oral and written) in English;
  • knowledge of Arabic is an asset.
