Antecedentes

The Republic of Maldives is highly vulnerable to climate change due to its low-lying geography that makes it susceptible to flooding and inundation, and its dependence on economic activities that are sensitive to climate change, such as fishing and tourism. It is also highly dependent on imported fossil fuels for its energy supply and this represents a major source of greenhouse gas emissions for the country. Consequently, the Maldives has made significant commitments to the pursuit of a low emission climate resilient development agenda. However, ongoing decentralization reforms, fiscal crisis and low capacity at the sub-national level, mean that local planning is not reflective of national level commitments.

The 3-year, US$9.2 million United Nations (UN) Joint Programme, "Low Emission and Climate Resilient Development" (LECReD) funded by the Government of Denmark, responds to the United Nations Development Assistance Framework (UNDAF) Outcome 9: “Enhanced capacities at national and local levels to support low carbon life-styles, climate change adaptation, and disaster risk reduction” and builds on the comparative strengths of United Nations Organizations including UNDP, UNICEF, UNOPS, UNFPA, UN WOMEN, WHO and FAO. The programme is innovative and represents a pioneering initiative of bringing together the wealth of diverse development-oriented expertise from these Participating United Nations Organizations (PUNOs) with equally diverse national and local partners to address this multi-faceted development challenge.

The programme will assist the Laamu Atoll and its islands to realize low emission and climate resilient development (LECReD). The programme seeks to mainstream LECReD issues into local level development planning and service delivery for greater community-level ownership and sustainability of programme benefits. Towards this objective, the programme will support local councils, civil society, private sector and other local stakeholders to establish platforms for stronger partnerships, improved coordination, and enhanced participation in local planning for LECReD; it will strengthen data and knowledge systems for LECReD; improve local level LECReD development planning and management of service delivery; and through a learning-by-doing approach establish early lessons and build demand for LECReD planning and management for replication and scaling-up.

The aim is that the local development plans (at atoll and individual island levels) will evolve from stand-alone action plans into more strategic and evidence-based instruments, which are climate smart and able to mobilize public and private investment. This programme will be closely linked to the existing national development planning cycle and will build capacity of local and national partners engaged in these local processes. The rationale being that lessons learned will be used to inform replication throughout the country and directly support the national agenda.

In pursuit of the core objective, the programme will achieve the following outputs:

  • Output 1: Partnership, coordination and participation platform for local LECReD planning and action is strengthened;
  • Output 2: Data and knowledge systems established or identified to support evidence-based planning and policy development for LECReD at the local level;
  • Output 3: Improved Local Level Planning and Management for LECReD;
  • Output 4: Practical local experience in LECReDs interventions leads to learning and promotes replication.

As part of Output 4, Activity 2.2.1 involves preparing of LECReD Baseline as identified in the Data Management Plan and including an inventory of development priority and objectives and 2.2.6 involves conducting quantitative and qualitative assessment of economic and socially vulnerable groups and review of existing social and economic safety nets in accordance with the Data Management Plan. In this regard, the objective of this assignment is to develop a LECReD baseline and inventory of development priority objectives and further, develop a Vulnerability Reduction Assessment Methodology to assess the progress towards reducing community vulnerabilities as detailed below.

Objectives of the Assignment

The objectives of the assignment are:

  • Develop a LECReD Baseline as identified in the Data Management Plan and prepare an inventory of development priorities and objectives;
  • Develop a Vulnerability Reduction Assessment Methodology to be applied in Laamu Atoll with a particular reference to climate change;
  • Provide necessary training to Project Staff identified by UNDP on the Monitoring and Evaluation Plan and standard data collection, data entry and analysis methods;
  • Establish mechanism to carry out data collection and data analysis;
  • Develop recommendations for actions that are expected to lead to reduced vulnerability to climate change on Laamu Atoll and for a methodology to assess vulnerability reduction;
  • Develop a broad program logic to identify over-arching broad goals, outcome and output level indicators for the Monitoring and Evaluation Plan;
  • Develop standard methodology for similar assessment methodology in other atolls;
  • Produce Knowledge products including (but not limited to) journal article (s) and policy briefs;
  • Conduct a half day workshop to share findings and identify way forward;
  • Prepare a final report on the findings of the assignment.

Scope of work

Tasks and Deliverables

The scope of work for the consultancy will include, but not necessarily be limited to, the following key activities:

Prepare an Inception Report including:

  • The Consultant’s understanding of the scope of the assignment;
  • Literature Review;
  • Description of research strategy including the sampling method;
  • Work Plan including detailed timeline and budget.
  • Conduct a preliminary field visit to the Maldives (Male’ and Laamu Atoll) to consult with UNDP and other relevant stakeholders to determine the scope of the assignment and establish baseline;
  • Develop an inventory of development priorities and objectives through consultation with UNDP and other technical bodies identified by UNDP;
  • Develop a Vulnerability Reduction Assessment Methodology to be applied in Laamu Atoll with a particular reference to climate change,  through consultation with UNDP and other key stakeholders identified at the beginning of the assignment to;
  • Assess and identify the gaps in existing social and economic support services as per the Data Management Plan and broadly identify these in the national context;
  • Measure the progress towards reducing community social and economic vulnerabilities of individuals, households and communities belonging to Laamu Atoll, as a direct result of programmatic interventions responding to climate change impacts;
  • Develop a broad program logic to identify over-arching broad goals, outcome and output level indicators for the Monitoring and Evaluation Plan;
  • Develop recommendations for actions that are expected to lead to reduced vulnerability to climate change on Laamu Atoll and for a methodology to assess vulnerability reduction;
  • Develop training modules and provide necessary training to Project Staff identified by UNDP on the Monitoring and Evaluation Plan and standard data collection, data entry and analysis methods;
  • Establish mechanism to carry out data collection and data analysis through trained Project Staff and carry out analysis;
  • Develop standard methodology for similar assessment methodology in other atolls;
  • Generate Knowledge products including (but not limited to) journal article (s) and policy briefs on the findings of the assessment and the measurement tool;
  • Conduct second mission for data consolidation and analysis;
  • Conduct a half day workshop to share findings and identify way forward;
  • Final report including recommendations for actions that are expected to lead to reduced vulnerability to climate change on Laamu Atoll and for a methodology to assess vulnerability reduction.

Institutional Arrangement

The Consultant will work remotely and will undertake two field visit to the Maldives during the contract period. He/She will provide monthly reports to the Project Manager (LECReD) on the progress of the assignment and will work closely with the Monitoring and Evaluation and Result Reporting Associate of the Programme Coordination Unit.

Duration of Work

It is expected that the assignment including final version of all deliverables will be completed within 11 months from contract signature.

Habilidades y experiencia requeridas

Education: 

  • Postgraduate Degree in either Social Science, Environmental Science, Development Studies or Planning. 

Experience:

  • Minimum of five years of relevant working experience;
  • Strong understanding of the unique context and challenges facing Small Island Developing States and experience in working with small island communities;
  • Sound knowledge on climate science with clear understanding of social and economic vulnerabilities facing small island communities as a result of climate change impacts.
  • Proven expertise working in the development field;
  • Past experience in the development of monitoring and evaluation plans or guidelines;
  • Experience in designing and conducting training;
  • Past experience working for UNDP is desirable. 

Language:

  • Excellent writing and communication skills (verbal and written) in English. 

Scope of the financial proposal and schedule of payment:

The consultancy fee will be in lump sum to be paid in installments corresponding to deliverables.
