Antecedentes

UNDP and the State of Kuwait, represented by the General Secretariat of the Supreme Council of Planning and Development (GSSCPD), strive to enhance institutional capacities at various government agencies by providing them with necessary technical support to strengthen their capacities and skills to perform their expected duties.

Under the framework of the Institutional Capacity Development for Implementation of the Kuwait National Development Plan (ICDDI/KNDP) project, UNDP and GSSCPD attempt to support public entities to increase technical expertise and institutional capacities for strategic planning and implementation of Kuwait National Development Plan.

Within this context, UNDP and GSSCPD strive to enhance the capacity of the Public Authority for Sports (PAS) to maintain and manage its sports facilities in accordance with best practices and to the highest international standards possible.

PAS used to be part of the Public Authority for Youth and Sports (PAYS) which was established in August 1992 with the aim of creating suitable environments and policies for the development of youth and sports programs. In July 2015, PAYS was divided into two different authorities: Public Authority for Youth (PAY) and Public Authority for Sports (PAS).

PAS mandate is to oversee, strengthen, develop, and promote the athletic movement in the state, in accordance with the international Olympic principles. It also manages the development, maintenance, and setting of the policies, rules and criteria for the commercial investments within the sports facilities, which consist of 16 sports unions, 16 general sports clubs, 15 specialized sports clubs and 11 sports arenas.

PAS is currently embarked on developing its capacity to better maintain and manage its sports facilities and centers in accordance with best practices and to the highest international standards possible, with the aim of attracting more public, especially youth, involvement and interest in sports.

Within this context, PAS is seeking to recruit a Sports Facilities Engineering Specialist to provide technical support and strengthen PAS capacities in order to perform its mandates.

Deberes y responsabilidades

Under the direct supervision of the Deputy General Manager for Engineering Facilities Sector at PAS and with close coordination with the Project Manager of the GSSCPD, the Sports Facilities Engineering Specialist will assume the following duties:

Conduct a comprehensive assessment and analysis of the existing structure and design features of the sports facilities, which will include, but not be limited to, the following:

  • Industry benchmarks and best practices,
  • Compliance with broad requirements of international sporting bodies,
  • Compliance with National building, safety and security codes and regulations,
  • Operational and functional framework and policies;
  • Propose an action plan with an integrated monitoring and evaluation framework, including impact assessment to implement the agreed on recommendations;
  • Develop a comprehensive and effective maintenance plan for regular maintenance of the sports facilities and their equipment;
  • Create detailed drawing plans and engineering designs as well as schedules for new construction projects;
  • Develop execution plans for checking the designs to assess their suitability for execution, methods of execution and the resources required;
  • Conduct budget planning in line with the approved PAS budget and work plan;
  • Manage the day to day implementation of the construction projects in alignment with local rules and regulations, including preparation of internal annual work plans, schedules and timetables, monitoring and updating plans in coordination with PAS, as well as requesting data for timely reporting;
  • Oversee and periodically monitor construction projects and site activities, and ensure that construction work is progressing according to planned schedules and budgets;
  • Resolve any issues and problems arising on site and offer expert advice when needed;
  • Oversee the establishment of effective monitoring and evaluation frameworks to measure project success, manage and monitor project risks and provide updates on risk mitigation measures;
  • Manage change and keep-up with the latest trends and developments within the sports construction industry and gather new tools and techniques that add value to the projects;
  • Adopt all relevant requirements such as building permits, environmental regulations, and safety and security practices;
  • Undertake regular field visits to the constructions sites;
  • Work closely with and monitor performance of engineers and technicians;
  • Maintain good working relationship with PAS staff, sports entities, and project team on site;
  • Prepare a capacity assessment report with recommendations of the human and institutional capacity needs of the relevant departments at PAS to implement action plan, and recommend interventions to address them;
  • Review and audit the technical component of various terms of reference and draft tender documents for construction and maintenance projects;
  • Develop mechanisms and procedures to collect bidding proposals from various bidders;
  • Develop standard operating procedures of the bidding process;
  • Present monthly reports to PAS and GSSCPD Project Manager highlighting key deliverables and achievements with recommendations for the way forward.

Habilidades y experiencia requeridas

Education:

  • A minimum BSc degree from a recognized university in architecture, civil engineering or any related field.

Experience:

  • More than10 years of proven experience in the field including sports facilities development and management;
  • Proven involvement with the design and/or evaluation of sports facilities for major sports events or major sports organization.

Language:

  • Fluency in English is a must;
  • Arabic is desired.
