Antecedentes

The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

This consultancy will facilitate the energy efficiency capacity building work targeted at local financial institutions and preliminary transaction advisory services for energy efficiency projects and implementation roadmap for economic instruments for energy efficiency.

Deberes y responsabilidades

Scope of Work

The primary job scope is to build capacity of local financial institutions on energy efficiency technology, as well as understanding the fundamentals of energy efficiency projects (“EEP”), energy performance contracting (“EPC”)in relation to the energy efficiency retrofit projects. Preliminary transaction advisory and business matching is also expected.

Dissemination of technical and financial knowledge of Energy Efficiency Projects (EEP) and Energy Performance Contracts (EPC):

Develop and deliver at least three (3) trainings to local financial institutions on how to assess the technical and finanvial viability of EEP / EPC projects (accompaniment to selected site visits, economics, risks, standards, project pre-requisites, project structures, key project documentation and projects costing). Training is also expected to cover aspect of how to assess the performance capabilities of Energy Service Companies (ESCOs), including assistance on developing a scoring template for ESCOs. This activity will include the design and preparation of the training materials and conduct of trainings;

Dissemination of technical knowledge on investment grade energy audits and measurement and verification plans

Develop and deliver at least two (2) trainings to local financial institutions on how to assess and interpret the technical content of investment grade energy audits and measurement and verification plans. The key terms and most common areas of dispute are to be highlighted and elaborated. This activity will include the design and preparation of the training materials and conduct of trainings.

Provision of initial transaction advisory services

The consultant is expected to attend  meetings to guide local financial institutions in the preliminary process of carrying out the necessary due diligence before the local financial institution disburse loans for energy efficiency projects. The consultant is expected to develop a due diligence checklist and lead prequalification meetings with the local financial institutions.

Formulation of a long term economic instrument implementation plan and roadmap

Based on the financing work already developed and supported by BSEEP, the consultant is expected to formulate a comprehensive long term economic instrument implementation roadmap and timeline for the complementary policy and financing schemes and incentives already developed by BSEEP, complementary to policy instruments. The implementation framework is required to provide details on the milestone targets as well as appropriate measurement, evaluation and verification procedures to monitor the progress of implementation as well as the details on the proper use of an energy management information system to support the implementation of the roadmap.

Dissemination of financing implementation plan and roadmap:

Develop and deliver at least three (3) training workshops to government stakeholders, financial institutions and civil society organizations on the proposed economic instrument implementation plan and framework to solicit support and commitment from the various parties on its final execution. This activity will include the design and preparation of the training materials and conduct of trainings.

Duration

The consultancy will likely take place from 15 February 2016 to 15 December 2016.

Methodology

The consultant will report to the National Project Manager and will work closely with the BSEEP project team based at the Environment and Energy division of the Public Works Department, Kuala Lumpur. The consultant is expected to participate in the meeting with private companies, financial institutions and government agencies. Meetings with any government agencies will be guided by the BSEEP team as and when necessary. It is important for the consultant to submit drafts of the report and training materials prior to finalization. It is also important for the consultant to be aware of other financing products and schemes being developed by BSEEP.

Expected Outputs

The consultant is expected to produce:

  • One (1) set of training materials to build capacity of local financial institutions on how to assess  the technical and financial viability of EEP / EPC projects and how to assess the performance capabilities of Energy Service Companies (ESCOs);
  • One (1) scoring template for assessing the technical and financial capabilities of ESCOs by local financial institutions in Malaysia. The template must explain in detail the importance and evaluation method of each criteria in the scoring template;
  • One (1) set of training materials to build capacity of local financial institutions on how to assess and interpret the technical content of investment grade energy audits and measurement and verification plans;
  • One (1) comprehensive long term economic instrument implementation plan and roadmap that is in line with the already developed overall objective of BSEEP’s long term policy and targets. The implementation plan and roadmap must include a proposed timeline for the implementation of the financing schemes and incentives. The implementation framework is required to provide details on the milestone targets as well as appropriate measurement, evaluation and verification procedures to monitor the progress of implementation as well as the details on the proper use of an energy management information system to support the implementation of the roadmap.

Deliverables and Timeline

The consultant will be responsible for the delivery, content, technical quality and accuracy of the reports, presentation slides and training materials. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department.

Terms of Payment

The fee is payable upon satisfactory completion and acceptance of the deliverables by Project Management Unit and UNDP Malaysia. Habilidades y experiencia requeridas

Education:

  • Masters degree in Engineering (any) or Finance.

Experience:

  • Minimum 5 years experience in energy efficiency projects;
  • Experienced with development of economic instruments for energy efficiency;
  • Experienced in financing energy efficiency projects under shared savings and EPC schemes;
  • Experienced in measurement and verification of energy efficiency measures;
  • Experienced in energy audits;
  • Knowledgeable in energy policies, regulation and energy management procedures in Malaysia will be a major advantage;
  • Experience in implementing workshops for financial sector will be an advantage.

Language:

  • Proficient in English;
  • Proficiency in Bahasa Malaysia will be an added advantage.
