Antecedentes

UN Women is the UN Entity for Gender Equality and the Empowerment of Women. UN Women is dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide.

All human development and human rights issues have gender dimensions. UN Women focuses on priority areas that are fundamental to women’s equality, and that can unlock progress across the board. Five focus areas include ending violence against women, economic empowerment, leadership and participation, peace and security and national planning and budgeting.

UN Women’s Multi Country Office, based in New Delhi, India, covers four countries of the region, i.e., Bhutan, India, Maldives, and Sri Lanka.

UN Women works on several fronts towards ending violence against women and girls. This includes tackling its main root: gender inequality. Efforts are multiplied through advocacy campaigns and partnerships with governments, civil society and the UN system. Initiatives range from working to establish legal frameworks and specific national actions, to supporting prevention at the grassroots level, including in conflict and post-conflict situations. UN Women has also supported data collection on violence against women, facilitating new learning on the issue.

UN-Women has signed an MOU with the Government of Madhya Pradesh for enhancing gender equality and women empowerment in the State. UN Women collaborates with the Directorate of Women Empowerment, Department of Women & Child Development (DWCD), Government of Madhya Pradesh in providing technical assistance to DWCD’s initiative of “Shaurya Dal” and the Safe Cities Program launched in Bhopal in collaboration with the DWCD. Safe City Program in Bhopal works with the government, civil society and other stakeholders to create safe public spaces for women and girls. UN Women is closely working with the government to provide technical support in this effort. UN Women seeks to hire a Programme Consultant for the above.

Under the guidance and supervision of the Commissioner, Directorate of Women Empowerment & Programme Specialist – EVAW, UN WOMEN, the Programme Consultant will undertake the following key tasks and other responsibilities as may be assigned.

Deberes y responsabilidades

Summary of Key Functions:

  • Support to the Safe Cities Program;
  • Strengthening Coordination and implementation of DWCD initiatives to promote gender equality;
  • Research and analysis;
  • Any other duties assigned by Supervisor from time to time.

Support to the Safe Cities Program:

  • Provide support to the program specifically liaising with the Department of Women and Child Development (DWCD) to facilitate implementation of the Safe City program in Bhopal;
  • Ensure effective partnership between UN Women and the core group of key stakeholder departments to facilitate a multi-stakeholder coordinated response to reduce violence against women in public spaces;
  • Support the project activities as outlined in the Project Design document, including facilitating interactions between the key stakeholders in the Madhya Pradesh Government and the project partners;
  • Document ongoing project activities, maintain files and records relevant to the project;
  • Work closely with UN Women and civil society partners of the project in knowledge management and documentation, as per project requirements;
  • Compile and prepare briefing and presentation materials, background information and documentation for meetings for the DWCD;
  • Draft routine correspondence, interoffice circulars, general briefing notes, documents, reports, and minutes of meetings when requested, translations when required.

Strengthening Coordination and implementation of DWCD initiatives to promote gender equality:

  • Provide technical expertise to support effective implementation, monitoring and evaluation of Safe Cities program in MP;
  • Facilitate and strengthen coordination with other nodal departments of Government of Madhya Pradesh;
  • Work with other nodal departments towards an action plan for mainstreaming gender in their existing programmes and policies;
  • Facilitate sharing of information between UN Women and the Department of Women and Child;
  • Schedule regular meetings between UN Women, DWCD and other nodal departments of Madhya Pradesh government;
  • Mapping of existing Guidelines, checklists on responsiveness of service providers to women’s safety concerns in public places;
  • Support coordination of UN Women’s work with DWCD, MP;
  • Organize and facilitate regular meetings of the Core Group on Women’s safety.

Research and analysis:

  • Analysis of documents/references from different Departments from a gender perspective;
  • Prepare briefing notes and updates on the status of women in Madhya Pradesh;
  • Prepare periodic progress reports of the work undertaken by the Department for women’s safety in public spaces;
  • Document evidence on achievements and challenges with respect to the Safe Cities programme;
  • Document and disseminate resources for initiatives under the department, such as case studies and best practices;
  • Assist in preparatory work for review meetings with Secretary and Ministers, including, preparation of resource materials, agenda papers, minutes etc.

Any other duties assigned by Supervisor from time to time:

Reporting Obligations

  • Monthly detailed and comprehensive narrative report of all activities undertaken (as part of the report  include templates &  plans developed, anecdotes that capture the process, partnerships, best practices and lessons learnt, photographs, press coverage, questionnaires, human interest stories, lists of participants, key strategies and recommendations) in hard and soft copy will be submitted to UNW.

Deliverables:

  • Supported implementation of action plan of the Safe City Nodal Departments;
  • Organised quarterly inter-departmental meetings for Safe City Nodal Departments. Successfully implemented the Safe City program in Bhopal as per the Annual Work Plan;
  • Submitted Quarterly progress reports of Safe City programmes to the Department of Women & Child Development and UN Women.

Habilidades y experiencia requeridas

Education:

  • Master’s degree in Women’s studies, Social Sciences, Public Policy, or a related field.

Experience:

  • 5 years of professional experience of working on gender issues;
  • Working knowledge and experience of working with State Government desirable, though not mandatory;
  • Excellent analytical writing, presentation and documentation skills required. Should be well versed with the use of computers and its programmes / applications;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spread sheet and database packages.

Language:

  • Fluency in written and spoken English and language of the duty station.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
