Antecedentes

Food safety is a growing concern in Chinese agriculture. The Chinese government oversees agricultural production as well as the manufacture of food packaging, containers, chemical additives, drug production, and business regulation. In recent years, the Chinese government attempted to consolidate food regulation with the creation of the State Food and Drug Administration in 2003, and officials have also been under increasing public and international pressure to solve food safety problems. However, it appears that regulations are not well known by the trade. Labels used for "green" food, "organic" food and "pollution-free" food are not well recognized by traders and many are unclear about their meaning. A survey by the World Bank found that supermarket managers had difficulty in obtaining produce that met safety requirements and found that a high percentage of produce did not comply with established standards.

Traditional marketing systems, whether in China or the rest of Asia, presently provide little motivation or incentive for individual farmers to make improvements to either quality or safety as their produce tends to get grouped together with standard products as it progresses through the marketing channel. Direct linkages between farmer groups and traders or ultimate buyers, such as supermarkets, can help avoid this problem. Governments need to improve the condition of many markets through upgrading management and reinvesting market fees in physical infrastructure. Wholesale markets need to investigate the feasibility of developing separate sections to handle fruits and vegetables that meet defined safety and quality standards.

The position falls under the “Food Safety Project” based in UNDP China Office. The project aims to improve food safety environment in China as well as to increase farmers’ income and promote sustainable development in local communities. Under the guidance and direct supervision of the team leader of Disaster Management Team, the project manager is responsible for management of Food Safety Project. Based in UNDP China Office in Beijing, the project manager supervises and leads project support staff, coordinates with relevant partners as well as related technical advisors and experts, to ensure successful project implementation.

Deberes y responsabilidades

  • Responsible for  operational and financial management of the food safety projects, including reviewing and monitoring project progress and outcomes, and reviewing and commenting on Annual Project Reports, complete any relevant action in Atlas and other reports as required;
  • Signal emerging problems in project implementation, and contribute to resolving any operational or financial problems, coordinate evaluation of results/outcomes with advisory support provided;
  • Keep abreast of global best practice and national policy and changes related to food safety as well as big data management system;
  • Work closely with team leader and provide substantive support in maintaining communication and partnership with internal and external partners domestically and internationally, and expand and strengthen partnerships with appropriate governmental organizations, donor agencies, academic institutes, public service units, private sector, and international and local NGOs in the field;
  • Establish and participate in UNDP and other relevant knowledge networks at the national and international levels to liaise and consult with national and international experts, academic institutes, other UNDP Country Offices and sub-regional facilities such as the regional centers and to regularly share/update relevant information and data on best practices, lessons learned, and specific expertise;
  • Undertake any other duties assigned by the Supervisor.

Supervision:

  • The incumbent will work under the supervision of team leader of Disaster Management Team.
  • Supervision will take place on continuous basis as work requires. Furthermore, the contract holder will be evaluated on performance against the expectations by the supervisor every year.

  • Application of theoretical knowledge in the design, management and evaluation of complex, multi-disciplinary capacity building projects involving national and local governments, civil society and international organizations;
  • Strong coordination skills and ability to organize diverse tasks and to handle complex situations;

  • Demonstrated capacity for being an active team player.

Habilidades y experiencia requeridas

Education:

  • Master degree or equivalent related to social sciences, food safety or discipline relevant to risk management.

Experience:

  • A minimum of 5 years project management experiences in the field of food security;
  • Good Knowledge of the risk management, community resilience and development context for food safety in both China and globally is highly required;
  • Experience with UN system is an advantage;
  • Experience in usage computers and office software, relevant database package.

Language:

  • Excellent written and spoken English is a must.
