Antecedentes

The 21 March 2008 agreement reached between Greek Cypriots and Turkish Cypriots paved the way, among other, for the establishment of the Technical Committee on Cultural Heritage (TCCH) and has given an important mandate as well as impetus for the protection of the rich and varied cultural heritage of the island. The Technical Committee on Cultural Heritage (TCCH) is composed of an equal number of Greek Cypriot and Turkish Cypriot members, experts on cultural heritage. The work of the TCCH is an important tool for building confidence between the Turkish Cypriots and the Greek Cypriots.  The TCCH is dedicated to recognise and protect the rich cultural heritage in Cyprus and it works to provide mutually acceptable mechanism for the implementation of practical measures for the proper maintenance, preservation, physical protection and restoration of the immovable cultural heritage of all Cyprus. The Committee is operating under the UN auspices.

In 2012, UNDP PFF started implementation of support to cultural heritage, a new EU funded activity started Support to Cultural Heritage Monuments of Great Importance for the communities in Cyprus – Phase 1 and since then it has continued with the successful implementation of the EU funded activity started Support to Cultural Heritage Monuments of Great Importance in Cyprus – Phases 2 and 3.  In December 2015, UNDP PFF started the implementation of support to cultural heritage, a new EU funded activity started “Support to Cultural Heritage Monuments of Great Importance in Cyprus – Phase 4”.

Deberes y responsabilidades

Ensures effective and efficient provision of support to the TCCH related operations of the UNDP-PFF focusing on carrying out  the following under the overall guidance of the Programme Manager and the TCCH:

Main support to the TCCH related activities:

  • Supporting the planning, implementation and promotion of community involvement activities in regard to the new or ongoing projects of the TCCH;
  • Supporting community involvement activities in regard to evaluating the impact of already completed projects of the TCCH. The above tasks require travel to the sites;
  • Supporting the implementation of the ‘caretaking, maintenance and use of cultural heritage projects’ activities;
  • Providing assistance for the management of the engineers’ reports received from the active building sites (review, dissemination where necessary, archiving and follow-up).

Logistical Support to the TCCH related activities:

  • Logistical support for the preparation of the above tasks and projects;
  • Supporting the preparation of other TCCH events (invitations, catering, sound system, photographer etc) when and if required.

Support other TCCH related activities:

  • Attending weekly meetings between UNDP / TCCH and Advisory Board;
  • Promote awareness and dissemination in regard to the TCCH projects and related activities;
  • Translations of documents, newspaper articles, and other items;
  • Support in preparation of monthly TCCH newsletter in coordination with UNDP;
  • Drafting of letters, correspondence and reports;
  • Providing administrative support when needed.

Performs any other tasks and duties the Programme Manager may reasonably request in relation to its mandate.

Habilidades y experiencia requeridas

Education:     

  • Completion of university education;
  • Education in Humanities, Social and Political Sciences, Economics, Urban Planning, Architecture or other relevant disciplines are considered preferable.  

Experience:     

  • Minimum two years of post- graduation experience;
  • Prior experience in community involvement projects is considered an asset;
  • Prior experience with UNDP is considered an asset.

Technical Skills:

  • Experience in the usage of computers and office software packages (MS Word, PowerPoint, Excel etc.).

Language:

  • Fluency in written and spoken English and Turkish is a requirement;
  • A good knowledge/fluency in written and spoken Greek is considered an asset.

Other requirements:

  • Nationals or other legally authorized to work in Cyprus;
  • Valid driving license.

  • Financial Proposal: applicants are requested to submit a financial proposal, detailed as follows:daily fee for working days:  The financial proposal will specify the daily fee in EUR per working day (a day will be calculated as 8 hours) and shall cover all expenditures including fees, health insurance, vaccination, international (all travel to join duty station/repatriation travel) or local travel (place of residence to office and office to place of residence), cost of living and any other relevant expenses related to the performance of services.  Leave benefits (annual, sick, paternity, maternity) are not applicable to Individual Contractor and absent days including weekends and office holidays are not payable.

Evaluation/Selection Process

All applicants will be screened against qualifications and the competencies set above. Candidates fully meeting the requirements will be further evaluated based on the criteria below.

Technical Criteria (CV review, interview and technical test) – 70 % of total evaluation– max. 70 points:

CV review: 30 points:

  • Educational qualifications as defined in the ToR (15 points);
  • Experience as defined in the ToR (15 points).

Only candidates who obtained at least 70% of points from the CV desk review (who will score at least 21 points out of 30) will be invited for an interview and written test.

Written Test: 20 points

Interview: 20 points

Only those individual consultants who obtained at least 70% of points from the  written test and interview, (28 out of 40) will be considered for financial proposal evaluation.

Financial Criteria – 30 % of total evaluation – max. 30 points.
Financial scores will be calculated using the formula [lowest offer / financial offer of the candidate x 30].
UNDP applies the “Best value for money approach” – the final selection will be based on the combination of the applicants’ qualification and financial proposal.

Payment Term
Monthly lump-sum payable upon monthly submission of the certification of payment form, time-sheet, monthly report certified by the UNDP.
