Antecedentes

India will host the 1st Asian Ministerial Conference on Disaster Risk Reduction (AMCDRR) with respect to the post-2015 framework for Disaster Risk Reduction. The conference in 2016 will be organized in collaboration with the United Nations office for Disaster Risk Reduction (UNISDR). The Ministerial conference is set to endorse a regional implementation plan of the new post-2015 framework for disaster risk reduction. This will form a key element of the initial global effort to implement the new framework.

Deberes y responsabilidades

The Communications Support Officer would be a part of AMCDRR Secretariat in the Ministry of Home Affairs and undertake the following: 

  • Coordinate with Ministry staff and provide support for communication related activities for the AMCDRR;
  • Support the Ministry in formulating messages in connection with India’s role as Regional DRR Champion;
  • Facilitate in the planning and design of internal and external communication strategies for outreach around the conference;
  • Content development for the AMCDRR website and Social Media Channels for the conference; interaction with the users and get involved in community engagement on social media for the conference;
  • Assist MHA & AMCDRR secretariat to disseminate messages and information material to ensure success of main event as well as side events organised in line with the conference objectives;
  • Facilitate in preparation of and supervising the production of publicity brochures, handouts, direct mail leaflets, promotional videos, photographs, films and multimedia programmes;
  • Coordinates translation of communication& publicity materials;
  • Support media relations ahead of the conference in organizing Press Conferences, drafting press release; developing key messages for the media and finalizing the media package for the events;
  • Any other task as assigned by NPD/Dy. NPD.

Habilidades y experiencia requeridas

Education:

  • Post-Graduation in communications, journalism, media relations, social science or similar discipline.

Experience:

  • Should have at least 5 years of experience in content and website management for online platforms preferably in the area of disaster management;
  • Knowledge of digital outreach strategies and previous experience in managing social media accounts including Twitter, Facebook and Flickr;
  • Proven experience in public relations, communications and/or advocacy;
  • Demonstrated ability to produce high quality, creative communication collaterals;
  • Computer literacy and ability to effectively use MS office;
  • Experience of working with the Government and UN Organizations is desirable.

Language:              

  • Fluency in English and Hindi orally and in writing.

Travel:

  • All prior approved travel expenses will be reimbursed as per actuals in line with UNDP rules and regulations upon submission of supporting documents or will be arranged by UNDP. This should not be included in the financial quote.

Payment terms:

  • Payments will be made on successful completion of the work assigned on monthly basis for the actual numbers of days worked and on receipt of duly signed and verified timesheet from the reporting officer in the Ministry. 

Note: Please note that there will not be any fee payable for holidays and leaves taken, if any.

Evaluation Criteria:

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight – 70 marks:

  • Educational Qualification: 30% Marks;
  • Relevant Experience: 50% Marks;
  • Suitability for the assignment: 20% Marks.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Financial Criteria weight – 30 marks.

  • Financial quote indicating all-inclusive per day consultancy fee.

  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
