The UN Development Operations Coordination Office (UN DOCO) brings together the UN development system to promote change and innovation to deliver together on sustainable development with the aim for the greatest impact while drawing on the best from each part of the United Nations. The recent adoption of Agenda 2030 has accelerated the need for the strategic advisory and uniting role that UN DOCO undertakes within the UN Development System (UNDS), and particularly the UNDG.  The need to strengthen and enhance engagement within the UNDS, and support the advancement of the integrated agenda across the three pillars of the UN charter (peace and security, development, and human rights) is more crucial than ever before. 

UN DOCO works under the leadership of the UNDG Chair and guidance of the UNDG.  The UN DOCO team provides field evidence to inform policy, facilitates the achievement of shared results, and promotes excellence in UN leadership and coordination.

UN DOCO works in close collaboration with the development, peacebuilding, humanitarian, human rights and administrative arms of the UN and its partners, to ensure joint efforts and results through the following:

  • Provide solutions, analyses, and advocacy on the UN’s common normative and operational agenda, including on integrated development policy;
  • Enhance through a technical advisory role the UNDG programme and operations instruments and methodologies to enable the UN to strengthen its work together for development;
  • Undertake a quality assurance role for all UNDG products and services;
  • Support substantively and administratively, the UN development system coordination mechanisms at the country and regional levels, including for Delivering as One;
  • Foster best practices, especially at the country and regional levels, that result in improved efficiencies and impact;
  • Manage and oversee the UNDG cost sharing mechanism for the RC System at the country, regional and global levels, ensuring that the RC System is provided the core capacity it needs to deliver;
  • Design and deliver capacity building in strategic areas which enhance collaboration and knowledge transfer, while also supporting knowledge networks and peer to peer engagement;
  • Manage, facilitate, and provide technical advisory expertise to inter-agency networks of expertise and knowledge sharing;
  • And support the UNDG Chair, Regional UNDG Chairs, ASG Advisory Group, UNDG Working Group Co-Chairs, and UN Resident Coordinators, in the discharge of their leadership and coordination responsibilities.

The Business Service Centre (BSC) is responsible for the effective and efficient delivery of essential business functions, to support organizational effectiveness. These functions include Finance, Procurement, ICT, Fund Management, Donor Liaison and Reporting and General Administration. The BSC is responsible for the management of the UN Country Coordination Fund (UNCCF) and resources to support UN Resident Coordinators (SRC funds).  As the service provider of these functions in DOCO, the BSC works in support the DOCO units.

The Programme Finance Associate reports to the Team Leader of BSC for guidance and supervision and is responsible for managing the financials of the Cost sharing, management of agencies funds, reporting, revenue plan, donor agreements and the contract module. Is responsible to oversee the Atlas matching and the implementation of effective internal controls.

The key results have an impact on the overall UNDOCO efficiency in programme financial resources management and success in implementation of programme/operations strategies.  Accurate analysis and presentation of financial information enhances UNDOCO position as a strong development partner.  The information provided facilitates decision making of the management.

Deberes y responsabilidades

Summary of key functions:

  • Administration of the financials of the UNDG Cost Sharing (outside Atlas) and ensures implementation of management strategies;
  • Financial and administrative support to the Directorate and relevant units;
  • Accounting, finance and administrative support;
  • Facilitation of knowledge building and knowledge sharing.

Administration of the financials of the UNDG Cost Sharing (outside Atlas) and ensures implementation of management strategies focusing on achievement of the following results:

  • Development and follow up on UNDG Cost Sharing pipeline
  • Preparation of cost sharing agreements with the UN agencies and obtaining of clearances from UNDP Legal and UNDP BERA if necessary.
  • Support the BSC Team Leader with the preparation of the communication to be sent to the UN agencies regarding their contribution.
  • Preparation of UNDG cost sharing reports (contributions, allocation and expenditures)
  • Management of UN agencies funds and maintain relevant documentation
  • Regular monitoring of the UNDG Cost Sharing delivery & preparation of reports.
  • Provision of advice on reporting
  • Periodic monitoring of dashboards and exceptions, identification of the remedial actions in coordination with the supervisor.

Provides accounting and administrative support to Finance functions in the BSC focusing on achievement of the following results:

  • Vendors approval in Atlas;
  • Tracking and reporting of mobilized resources;
  • Review signed cost-sharing contribution agreements and trust fund agreements and obtaining clearances from UNDP legal and BERA where necessary;
  • Enter Agreement information into Contracts Module;
  • Attach copy of the signed agreement in Atlas;
  • Create Billing Plan in Contracts Module;
  • Create Revenue Plan and establish Milestones in Contracts Module;
  • Bill a donor through Contracts Module;
  • Maintain contributions/receivables documentation;
  • Apply cash receipt to the proper revenue source / fund or project;
  • Timely corrective actions on erroneous data in Atlas;
  • Preparation of financial reports as required;
  • Advice to the chief of the BSC and Deputy of DOCO on different donor reporting requirements; monitoring of financial reports to be submitted to donors;
  • Perform as a back up for preparation of non-PO vouchers.

Ensures facilitation of knowledge building and knowledge sharing in DOCO focusing on achievement of the following results:

  • Guidance to staff on routine implementation of projects, tracking use of financial resources;
  • Organization & delivery of training for DOCO staff on operations related issues;
  • Synthesis of lessons learned and best practices in programme finance;
  • Sound contributions to knowledge networks and communities of practice.

Habilidades y experiencia requeridas

Education:

  • Secondary Education, with specialized certification in Accounting and Finance;
  • University Degree in Finance, Business or Public Administration desirable, but it is not a requirement;
  • Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.

Experience:

  • 6 years of progressively responsible financial management experience is required, with knowledge of programme or project finance desirable;
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • Knowledge of IPSAS and/or IFRS required.

Language:

  • Fluency in English is required;
  • Proficiency in another UN working language is desirable.

Other:

  • UNDP Accountancy & Finance Test required.
