Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women (previously as UNIFEM) has been operating in Bangladesh since 2006. UN Women started a program with the support of Embassy of Sweden in Bangladesh under the program of BCPVAW to prevent violence against women in tertiary education and creating more focus on prevention of VAW among civil society activists.  

This proposition is under the programmatic outline identified in the UN Women Bangladesh Country Office’s Strategic Note 2014-16; which says  (output 3.1.2) Universities have strengthened capacity (skills, access to evidence and knowledge, technical support) to develop, implement and monitor mechanisms to respond to complaints of sexual harassment and contribute to prevention (as per the High Court Directive on Sexual Harassment) and also (output 3.1.3) Diverse stakeholders including women, men, decision-makers and others responsible for managing public space are actively engaged in campaigns to make their communities safer for women and girls in all four levels.
   
The expected outcomes to which the project contributes are-

Outcome 1:

  • Number of stakeholders in four project communities implementing prevention initiatives following technical support provided by UN Women with specific focus on addressing underlying causes and facilitating factors of violence;
  • Increase in % of women and men in four project communities that report that violence against women is not acceptable;
  • Increase in support for civil society groups working to prevent violence against women measured through positive media coverage, numbers of people reached and new stakeholders involved.

Outcome 2:

  • Increase in number of mechanisms, services and programs implemented at the selected universities in compliance with the High Court Directive on Sexual Harassment (Baseline from situational analysis in first months);
  • Increase in % of female and male college students who are aware of high court directives on sexual harassment and  willing to participate in actions to make the campus safer for women (Baseline from situational analysis in first months).

This project has aimed to increase capacity of selected tertiary educational institutions and student communities to prevent violence against women following the High Court Directive 2009 in 4 universities with closest support and guidance of the University Grants Commission. Approximate 28000 students (both boy and girls) of above mention universities, teachers and staff will be directly covered by the project. Indirectly the project would also address campuses adjacent community people.  

This project also aimed to work with 3 selected communities with diverse stakeholders including women, men, decision-makers and others responsible for managing public space are actively engaged in campaigns to make their communities safer for women and girls.

Objectives of studies

UN Women seeks quotations from appropriate service providers to:

  • Component 1: Carry out baseline study and endline evaluation in three selected communities; and
  • Component 2: Conduct an evaluation of the impact of the project that has been ongoing in four universities in Bangladeshi since June 2015.

The baseline study will focus on a set of indicators outlined in the project M&E plan. The baseline study report will be used as a measurement to monitor the project progress against the set indicators over the course of the project implementation.

The purpose of the evaluations is to demonstrate results achieved by the project and contributes important lessons learned in the area of ending violence against women. The evaluation is also expected to feed learnings into UN Women’s efforts to contribute to the prevention of violence against women and girls in Bangladesh.

The evaluation will cover all aspects of the Project’s work both at a policy and institutional level and in the field since the beginning of it. The main objective of this final evaluation is to provide an independent assessment of whether the project is being implemented in line with the commitments given in the approved project document.   The Evaluation also identifies/documents lessons learned and makes recommendations that project partners and stakeholders might use to improve the design and implementation of other related projects and programs.

Scope of Work
Selected consultant will be expected to deliver following activities:

  • Preparatory meeting with the EVAW team prior to the baseline and end line surveys;
  • Consultant reviews and analyses the existing data, information and documentation;
  • Consultant develops a brief inception report includes their initial understanding of the task, methodology and tools for both components; prepare questionnaire to elicit opinions and information from key informants including a work plan;
  • Consultant conducts interviews, KIIs, desk reviews etc.;
  • Consultant gathers information from project beneficiaries;
  • Consultant drafts and presents draft baseline and end line reports;
  • The consultant will facilitate a learning workshop with selected participant from universities and from the communities (workshop will be organized by UN Women and its partner agencies);
  • Consultant revises and finalizes report.

For Component 1, the baseline study and endline evaluation will be conducted within the sampling target area of 3 selected communities. For Component 2, the evaluation will be conducted in four universities, including stakeholders engaged in the project like (University Grand Commission (UGC) and members of the local government institutions. The study shall be conducted in forms of survey, key informant interview and focus group discussions if needed.

Methodology

The study will follow a transparent and participatory process involving key relevant stakeholders of UN Women Bangladesh. It will employ mixed methods (qualitative & quantitative) for data collection, comparing results against baselines and also collecting qualitative inputs;

This evaluation is taking place at the end of 1.5 years implementation of project activities. The methodology will cover three areas:

Component 1

  • Review of key documents;
  • Interviews with key stakeholders including UGC, Universities, implementing partners, Experts, beneficiaries, Donors and other relevant informants (teacher, student, staff);
  • Survey at communities;
  • Field based observations, including visits all relevant committees evolved within the process.

Component 2

  •  Review of key documents;
  •  Interviews with key stakeholders including Communities, implementing partners, Donors and other relevant informants (community people, UP chairman/member);
  • Survey at universities;
  • Field based observations, including visits all relevant committees evolved within the process.

Outputs/ Deliverables for Component 1 and 2

The Consultant will deliver the following products

  • Brief Inception report — Before going into the full-fledged survey exercise; it details the Consultant’s understanding of what is being surveyed/evaluated and why, showing how each assessment question  will be answered; it may include a proposed work plan which illustrate schedule of tasks, activities and deliverables;
  • Draft report—the draft Baseline for the community intervention and 2 endline/evaluation reports of university and community interventions will be submitted to UN Women EVAW team;
  •  Final report - a comprehensive analytical report in English. The length of the each report shall not exceed 40 pages (excluding annexes);
  • Brief documentation of project learning- a brief document highlighting the learning of the project and  on effectiveness of Play Seven as tool of gender equality communication;
  • Case studies- 8-10 case studies of community participants and students/teachers/initiatives of the university.

Duration of the work
The assignment will commence upon signing the contract and baseline is expected to be accomplished by 31 March and 2 End line by 31 May 2016. All final documents must be submitted to UN Women by 15 June 2016.  

Baseline and end line Ethics

The confidentiality of respondents should be respected throughout, in the field this implies interviews take place in the absence of implementing partner’s staff.

No documents, researches, raw data collection or analyses (or parts thereof) will be shared outside the UN Women Office and all documents provided to the evaluation team need to be treated as confidential unless otherwise indicated.

Habilidades y experiencia requeridas

Education:

  • Advanced university degree in Development Studies, or Social Sciences any other relevant field.

Experiecnes:

  •  At least 10 years’ experience in the design, development and evaluation of projects/programs in developing country settings, with experience in providing strategic direction;
  • Experience in baseline/evaluation of similar projects;
  • Minimum 6 years’ of relevant national and international experience, in gender equality, women empowerment within a development context;
  • Strong facilitation skills.

Language:

  • Excellent command of English (written and oral) is required;
  • Excellent spoken Bangla required;
  • Proficiency in the use of the computer.
