Background Change Management

To align the Pacific Office structure to the UNDP Strategic Plan 2014-2017 and the SDGs priorities, the design of the team will provide a single point of coordination for all country level activities for the 15 PICs, ensuring that programme, policy, TA support services, provided by the Thematic Teams and the Asia Pacific SIDS Engagement Network, are orchestrated and communicated to ensure that synergies are identified and acted upon, duplications are corrected, problematic issues are escalated, and corrective action is undertaken in time. This team will support the CD/Head (RPP) and drive integration across the office, and facilitate technical solutions related to programme portfolio management and service delivery tracking/monitoring.

Post Specific Context

The Monitoring & Evaluation and Country Coordination Officer is therefore an integral part of the Integrated Result Management Team to oversee the sound implementation of Monitoring & Evaluation under her/his purview.

Under the guidance and supervision of the Team Leader, the Monitoring and Evaluation and Country Coordination Officer (M&E Analyst) contributes to the effective implementation of the monitoring and evaluation policy, ensuring that, at the least, minimum monitoring and evaluation requirements for all Country Programmes and projects are met, and participates in the monitoring and risk management of programmes and projects and conduct of thematic and crosscutting evaluations.

This post will provide support services  and engage in close collaboration with Pacific Office country programmes and projects.

The M&E Analyst works in close collaboration with the PMSU, Programme and Operations Teams in the Pacific Office, UNDP staff in Regional Centers and Headquarters, and Government officials and other partners to ensure that thematic, programme and project monitoring activities and evaluations are carried out according to schedules and that findings and recommendations are implemented.

Summary of Key Functions:

  • Support to strategic planning, monitoring and integrated business planning for the PAO;
  • Facilitation of the reporting for UNDAF/CPD, programme/project and government reporting (ensuring alignment with partner and corporate priorities);
  • Provides guidance, negotiates and monitor partner agreements ensuring compliance with partner and corporate requirements;
  • Support to programme and project compliance (including participating in LPAC; ensuring that project document meets the corporate requirements).

 Support to strategic planning and integrated business planning for the PAO:

  • Facilitate completion of the PAO integrated work planning for the PAO;
  • Support the PAO target setting and monitors their implementation;
  • Facilitates strategic planning exercises, including with regards to development of the annual compact, strategic planning alignment and development of the new CPD and UNDAF;
  • Facilitates the strategic planning day of the PAO identifying the planning priorities;
  • Analyses the areas of the UNDP Pacific Office work, with an emphasis on indicators, targets and resources (supporting development of dashboards);
  • Provides guidance on the PAO overall resource envelope in line with UNDAF/CPD, Strategic Plan, Compact and Financial and Effectiveness Sustainability Strategy.

Facilitation of the reporting for UNDAF/CPD, regional and country programme/project and government reporting (ensuring alignment with partner and corporate priorities):

  • Collaborates with programmes and projects on successful completion of the reporting requirements for the CPD/UNDAF;
  • Collaborates with programme clusters and projects on providing quality assurance for donor reports, including ensuring alignment with the partner requirements as per contribution agreement;
  • Monitors the donor reporting calendar to ensure timely submission of the donor reports;
  • Coordinates preparation of the government quarterly reports;
  • Reviews and clears donor reports in partnership with programme finance, and programme clusters.

Support with monitor partner agreements and LOA ensuring compliance with partner and corporate requirements and monitor pipeline management:

  • Supports the PAO pipeline management, including ensuring monitoring the pipeline management in Atlas module;
  • Monitor management of partner agreements;
  • Monitors and analyses cost-sharing contributions;
  • Provides guidance to projects and programmes on the LOA/MOU formats in line with prescriptive content and in consultation with the legal office;
  • Facilitates negotiation of new partner agreements, including amendments;
  • Provides support on government cost-sharing contributions, including new modalities for implementation in Fiji.

Support to programme and project development (including participating in LPAC; ensuring that project document meets the corporate requirements):

  • Provides guidance for submission of pre-LPAC and LPAC;
  • Formulate and provides internal guidance on corporate programme quality standards in terms of compliance;
  • Monitors that new projects submit all the required documentation, including completion of the checklists (risks, issues log, submission of the environmental and social standards);
  • Provide guidance on NIM/DIM implementation and clearances;
  • Provide guidance and support on results-based budgeting for new projects;
  • Provide guidance and support on results-based budgeting for new projects;
  • Monitor and provide guidance to  field offices on monitoring and evaluation activities;
  • Provides analysis and synthesis of findings from monitoring and evaluation activities;
  • Follow up with programme unit to assess  implementation of M & E  recommendations.

Habilidades y experiencia requeridas

Education:

  • Master’s Degree in Accounting, Finance, Business, Economics or Public Administration from a reputed University; or other advanced degrees (e.g. Law).

Experience:

  • 2  years of progressively responsible Programme quality assurance, financial management or accounting system implementation/design experience is required.  Additional years of experience while not required will be deemed a comparative advantage;
  • Sound knowledge of LOA, MOU, pipeline management tools and other corporate requirements;
  • Sound knowledge of application government cost sharing and fund release procedures;
  • Experience in financial management in international and government organizations organizations/international organization in managerial level;                    
  • Experience in usage of computers and ERP/financial management application software packages and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems;
  • Strong organizational and planning skills with the ability to work independently as a team player and under pressure
  • Knowledge of IPSAS and/or IFRS is an asset;
  • Excellent interpersonal and communication skills; research, analytical and writing abilities and the ability to work in teams;
  • Effective organizational and administrative skills.

Language:

  • Fluency in English and language of the duty station.
