Antecedentes

In the 74th Meeting of the Executive Committee, project preparation funding was approved for Lebanon to conduct inventories or surveys on alternatives to ozone depleting substances (ODS) following paragraph 4 of decision XXVI/9.    The Executive Committee while approving funding also decided to request the Secretariat to provide an overall analysis of the results of the surveys for consideration of the Executive Committee by its first meeting in 2017 (Decision 74/53).

The Multilateral Fund Secretariat has submitted a document that presents the details of a format for preparation of the surveys and presentation of the resulting data in its document no. UNEP/OzL.Pro/ExCom/75/77.  This would be discussed during the 75th Meeting of the Executive Committee.  This document contains extensive background information that would be useful for conducting the survey including the list of ODS alternatives that would be covered in the survey.

The survey is proposed to be undertaken through a team consisting of a national consultant and an international expert.  The national consultant would undertake survey planning, data collection and data analysis under the technical guidance of the international expert, National Ozone Office and UNDP.  The international expert would provide technical and policy guidance to the national consultant for the survey report.

The details of the Terms of Reference (TOR) given below presents the scope of work, deliverables and timelines for the national consultant.  This TOR will form the basis for engagement of the expert.

Deberes y responsabilidades

The purpose of the consultancy is to provide technical assistance and consultancy services at the national level, for carrying out an in-country survey on ODS alternatives currently in use by sector and sub-sector and forecasts of ODS alternatives most commonly used in Lebanon.

General tasks

Under the direct supervision of the National Ozone Unit (NOU) and in close coordination with the international expert, the Ministry of Environment and the UNDP Country Office, the national consultant should undertake the following tasks:

Define a survey plan through:

  • Interactions with various chemical and equipment suppliers/importers and/or their representatives and relevant industry associations on ODS alternatives supply and use;
  • Identify all current manufacturers of ODS alternatives-based products in the Foam, Refrigeration and Air-conditioning sectors and any other related manufacturing sectors where ODS alternatives are used, to maintain continuous contact with these users and maintain an updated list of all such users;
  • Review and evaluate the availability, maturity and prices of alternatives to ODSs.

Technical inputs from relevant experts would be taken before finalizing the survey plan and the process:

  • With the prior approval of the NOU, undertake site visits to selected users and collect enterprise baseline information and other documentation as may be required by UNDP and NOU from the users, in accordance with the pro-forma/questionnaire provided by the NOU for this purpose. The data from users shall be collected for the years from 2013-2015.
  • Classify the data by sector and sub-sectors;
  • Consumption including imports and exports by origin and destination countries, respectively;
  • List of users;
  • List of users who previously received assistance under the Montreal Protocol Programme;
  • List of users who did not receive assistance under the Montreal Protocol Programme.

Collect and compile data, segregated by substance at the national level:

  • Historical import data for the years 2013-2015 and segregated by originating countries;
  •  Collect key demand drivers affecting the growth of ODS alternatives consumption in different applications and for different substances.  This should facilitate the process of demand growth projection for the next 5-10 years;
  • Provide the NOU with interim progress reports on activities as specified in the proposed workplan and a final report incorporating the expected outcomes as mentioned above, at the end of the contract period.

The survey team / consultant should work in close consultation with the international expert on the survey process for ODS alternatives.  The overall approach and outputs from the survey would be guided by decisions taken in the 74th and 75th Executive Committee meeting, relevant MOP meetings and Secretariat document no. 75/77.

Expected Outcomes:

  • Detailed workplan;
  • Progress reports;
  • Final report (National survey report on ODS alternatives (collected and compiled as requested ) in all sectors and  sub-sectors)

Habilidades y experiencia requeridas

Edcuation:

  • Bachelor degree in Environmental science , Engineering, Business administration  or related fields.

 Experience:

  • 7 year of previous experience in carrying out similar reports;
  • Wide experience in the ODS consuming sectors/Industrial sector;
  • Demonstrated experience in Montreal Protocol activities;
  • Knowledge and understanding of the Montreal Protocol programme in Lebanon and relevant policies and regulations;
  • Prior experience in working with government departments and international organizations.

Languages:

  • Good command of English and Arabic languages.
