Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women plays an innovative and catalytic role in the State of Palestine since its inception in 1997 (as UNIFEM). UN Women Palestine focuses its activities on one overarching goal, namely to support the implementation at the national level of existing international commitments to advance gender equality in line with the national priorities. In support of this goal and thoroughly taking into consideration the specificities of the Palestinian context, UN Women concentrates its efforts and interventions toward the realisation of following strategic goals: Engendering governance, peace and security; Supporting women's economic security and rights; and Promoting women’s rights and protection against violence.

UN Women, as part of its approach and methodology within the unique political and social context and situation of the State of Palestine, and in order to advance the recognition and enjoyment of women's rights, developed and implemented a programme aimed at creating and institutionalizing systems, policies, procedures and mechanisms related to the protection and empowerment of women victims of violence, as well as to women’s access to equitable justice. Through the UN Women/UNDP Joint Programme "Strengthening the Rule of Law in Palestine: Justice and Security for the Palestinian People" (2014-2017), UN Women is currently supporting the process of the establishment of specialised services that address SGBV and capacity development of the justice and security sectors in Palestine.

In February 2016, the Attorney General issued a resolution establishing a Specialised Prosecution on Family Violence Unit. This decision institutionalised and upgraded the work and responsibilities of prosecutors specialised on SGBV cases. The resolution will be accompanied with rule and regulations that will determine inter alia the scope of work, geographical distribution, training and education requirements for the Specialised Prosecutors.  Within this framework, UN Women under the joint UNDP/ UN Women programme “Strengthening the Rule of Law in the oPt” is seeking to recruit a Gender and Prosecution Expert to be based at the Attorney General Office.

Under the overall supervision of UN Women Special Representative , and the direct supervision of the  UN Project Specialist,  the AGO Gender and Prosecution Expert will work in close collaboration with the Women’s  Justice Analyst,  to support the implementation of the workplan agreed between the Attorney General’s Office with a specific focus on the support to the institutionalization of  the Specialized Prosecution on Domestic Violence and  the capacity building  and institutionalization of the Gender Unit.  

Deberes y responsabilidades

Gender and Prosecution Expert will be based at the Attorney General’s Office and is expected to be present in the office for 22 days per months. The Expert will undertake the following tasks, duties and responsibilities:

Support the institutionalization and the capacity building of the Specialised Public Prosecution on Family Violence. 

  • Provide day-by-day technical assistance to the Specialised Chief Prosecutor and the Specialised Prosecutors through secondment;
  • Support the establishment of a gender responsive monitoring and service quality assurance system/ mechanisms to ensure that women and domestic violence victims are provided withappropriate and due diligent services;
  • Support the establishment of a data base for SGBV cases (including Family Violence) based on international human rights standards and with ensured confidentiality;
  • Assist in the preparation and implementation of initiatives and activities related to the RoL programme plans such as trainings, mentoring sessions, communication related activities etc;
  • Provide technical input to the development of a standardised training/ education program for the Specialised Prosecutors; and
  • Co-develop outreach and communication material through cooperation with the OAG media department and UN Women communication specialist to enhance the visibility of the Specialized Prosecution on VAW and domestic violence.

Support the institutionalization and the capacity building of the Gender Unit at  the Attorney General’s Office.

  • Support the development of institutional capacities throughout AGO to ensure gender responsiveness and develop gender expertise through mentoring counterpart permanent institutional staff; while identifying measureable handover milestones to ensure sustainability;
  • Support the preparation of an organisational structure for the Gender Unit;
  • Support the Gender Unit in developing and implementing a gender strategy and gender action plans;
  • Through cooperation with the Gender Unit, sensitize AGO and PP districts offices on the gender aspects of their work and on the gender needs of their target groups; and
  • Advice AGO and PP districts offices on possible strategies, processes for increasing institutional gender responsiveness.

Contribute to coordination efforts between programme partners and provide technical input to RoL programme strategies and reports.

  • Ensure synergies, as well as constant communication and cooperation with RoL Gender Experts (including those recruited by UNDP) and respective partner institutions, including through knowledge exchange, activation of coordination mechanisms, as well as regular and inclusive circulation of relevant information among partner institutions;
  • Provide monthly report to Women’s Protection Advisor and share with the programme team results, challenges and lessons learnt arising from the work within partner institutions; document as well significant processes which lead to actual change;
  • Contribute to the development of information materials, knowledge products, programme strategies and reports;
  • Develop a network between the OAG/PP and civil society organizations, universities and other institutions working in the field of gender and human rights. In doing so, ensure that target OAG officials become the key liaison point between these institutions and the OAG/PP; and
  • Facilitate regular communication between the Specialized Public Prosecutors and the Women’s Access to Justice Observatory team at the ICHR and the specialized PBA lawyer team supported the RoL programme.

Impact of Results:

  • The capacities and structure of the Specialized Prosecution on Domestic Violence are progressively enhanced and monitored;
  • A data base for SGBV including Family Violence cases is established based on international best practice;
  • The capacities and structure of the Gender Unit at the AGO are enhanced, strengthened and well suited within the AGO;
  • A gender strategy for AGO is developed to ensure gender mainstreaming within all prosecution work; and
  • Networks and communication between government partners, ICHR, PBA and CSO established/ maintained.

Time frame:

The assignment is expected to start in May 2016 and to be accomplished by March 2017. 

Key deliverables:

Monthly progress reports on the implementation of the duties and responsibilities as listed above and based on an approved individual workplan.

  • Previous experience in developing organizational structures and Standard Operating Procedures related to the justice sector; and
  • Previous work experience with the United Nations is considered a strong asset.

Language Requirements:

  • Fluency (both oral and written) in English and Arabic.

Evaluation of applicants:

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications mentioned above; and financial proposal. A contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 50 points in the technical evaluation will be considered for financial evaluation.

Technical Evaluation (70%) – max. 70 points:

  • Relevant education: max. 10 points;
  • Minimum 5 years’ experience in the Palestinian justice sector: Max. 15 Points;
  • At least 4 years work experience within the Palestinian Justice Sector with focus on gender and violence against women and girls: Max 20 Points;
  • At least 2 years proven experience in gender mainstreaming and gender responsive mechanisms to deal with victims of violence: Max 10 points;
  • Previous experience in developing organizational structures and Standard Operating Procedures related to the justice sector: Max 10 points;
  • Previous work experience with the United Nations is considered a strong asset: Max 5 points

Financial Evaluation (30%) – max. 30 points:

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows:

p = 30 (µ/z)

  • z = price of the proposal being evaluated
