Antecedentes

The Government of India has delegated the coordination of Green Climate Fund (GCF) in India to the Ministry of Environment, Forests and Climate Change (MoEFCC). The MoEFCC acts as a National Designated Agency (NDA) and is working in close cooperation with other sectoral ministries in order to integrate the climate change considerations in the country’s development strategy. India has recently concluded the selection process of NIEs and has nominated 5 development agencies for implementation of the projects under GCF.

To effectively utilise emerging opportunities under Green Climate Fund involving several stakeholders at national and sub-national level the MoEFCC and UNDP (“the Partner”) are implementing a GCF Readiness Programme. The Programme is expected to offer needs-oriented support to India for accessing and using the GCF.

The readiness programme is supporting two key aspects 1) Establishing and strengthening National Designated Authorities (NDAs) or Focal Points and 2) Strategic frameworks for engagement with the Fund, including the preparation of country programmes.

The readiness programme will support the first aspect through human resource development, raise the awareness level of the financial sector and provide technical assistance for the NDA to strengthen its capacity to effectively engage with the GCF through stakeholder coordination and engagement, and provide overall monitoring and oversight of the GCF related activities at the country level.

The readiness programme is also supporting the second aspect through development of a country programme by identifying strategic investment priorities for GCF funding through a consultative process. The country program will reflect the priorities identified in the national climate policy, the NAPCC, SAPCCs, the NAMAs (developed to date for the forestry and waste sectors), and the adaptation priorities supported under the NAPCC.

Deberes y responsabilidades

  • The consultant will support in identifying priority project/programme ideas aligned with national priorities, the NAPCC and the State Action Plans on Climate Change (SAPCCs).
  • S/he will support MoEF&CC in developing project concept notes in line with the GCF investment criteria.
  • S/he will support in designing, developing and delivering training modules to support and respond to trainers needs like on developing, managing, monitoring and evaluation of the GCF projects.
  • S/he will undertake need assessment to identify training and capacity building needs of the personnel involved in managing GCF.
  • S/he will assist Senior Consultant Coordinator in designing, implementing and monitoring various capacity building activities under the GCF readiness programme.

Habilidades y experiencia requeridas

Education:

  • An advanced degree (Masters or equivalent) in economics, management or a related international development-related discipline with focus on capacity development.

Experience:

  • At least 3 years of relevant experience in project development & formulation, training, management of development projects on environment, climate change. 

Desirable:

  • Experience on capacity development highly desired;
  • Knowledge of relevant country context in the backdrop of emerging opportunities globally on climate financing;
  • Practical experience in capacity development of government officials.

Language:

  • An excellent command of English is required. 

Cumulative analysis:

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:

Responsive and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation:

Evaluation Criteria:

Technical Criteria weight - 70 Marks;

  • Relevant Experience:50 Marks;
  • Qualification: 20 Marks.

Financial Criteria weight - 30 Marks.

Notes:

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
  • Payment will be based on number days worked at the established daily rate. The total amount will not exceed the value of the contract unless amended;
  • The assignment is expected to commence within a week after the signing of the contract to the successful bidder;
  • Type of assignment and number of working days will be decided every month with the supervisor in advance;
  • Individuals working with institutions may also apply, contract shall be issued in the name of institution for the specific services of individual;
  • Please note proposals without financial proposal will not be considered;

  • The consultants must bring his/her own computing equipment.
