Antecedentes

Climate variability and change impacts (including climate-related disasters) and their inherent complexity are likely to pose considerable risks to important economic drivers, human welfare and the environment in Kazakhstan as well as Central Asia. Climate change itself, adaptation to it and efforts to halt it by implementing agricultural best practices have far-reaching benefits for the economic and social development of a country. In the long term for countries liable to the adverse effects of climate, development of measures to avoid the negative impact of climate change should be an additional element in decision-making mechanism to ensure food security in the region.

The Water Transformed: Sustainable Water Solutions for Climate Change Adaptation and DRR” Programme of UNDP in Kazakhstan is implemented under the overall aegis of the Energy and Environment Unit within the context of the CPAP and UNDAF. It is the first year of the CPAP 2016-2020 implementation and it covers a broad range of interventions. The current portfolio of projects seeks to improve the resilience of the multilateral environmental sector, including the recommendation to the different legal and policy documents and the support to mainstream the concept of DRR into the legal normative and regulatory document. Besides, it acts as focal point for the national and Central Asian projects to pursue the concept of sustainable development, applied research, training, and advocacy in government reinvention. Its activities includes the production of applied research publications on emerging governance issues; knowledge management; electronic library maintenance; network formation with international partners to facilitate the exchange of practical experiences between governments at the central, regional, provincial, and local levels, as well as with civil society organizations and the private sector; public relations materials to advocate for good environmental resource governance and improved public administration over the natural resources; and the organization of capacity development workshops for senior government officials and representatives of civil society and the private sector. Its functions will be oriented toward addressing disaster risks and climate change as part of informed worlds. The portfolio also includes fruit and forest tree plantations as well as the establishment of tree nurseries in target communities to achieve environmentally sustainable livelihoods in productive landscapes as well as transboundary river basin management and resilience development. Recently, this programme also supported the establishment of a national extension centers based at the three target grain research institutes of the Northern Kazakhstan regions and one extension center at the bases of the Rice Research Institute of Kyzylorda region aiming at enhancing the resources for environmental education. Within the newly launched Agro-incentive project, it is planned to deliver a huge amount of the resources and hence the utmost support from the administrative and finance assistant would be required to provide support to the projects manager in implementation broad array of tasks to perform day to day project activities as well as ensure all the financial transactions are processed in time with no delay and stipulation over the high pressure or workload.  

Within the foresaid, priorities and strategic direction of the portfolio, the main objective of the work is providing administrative and financial support to the portfolio manager to go through official UNDP’s financial and transaction regulations to provide and maintain project delivery at the ATLAS system. In essence, the responsibility of the administrative and finance assistant is to ensure that the overall administrative and financial processes are maintained and flexibly updated to ensure availability of on line reporting system during implementation, planning, quality management, monitoring and evaluation.

Deberes y responsabilidades

The Project administrative and finance assistant will provide support to the projects manager in implementation broad array of tasks to perform day to day project activities. The administrative and finance assistant will be responsible for all administrative, finance and organizational (logistics) issues and the issues related to financial operations payments, accounting, cash management and others).

The duties and responsibility of the administrative and finance assistant will include:

Financial management of the project:

  • Providing control and management of the overall project funds, including monitoring of project expenditures in accordance with the workplans and UNDP/ECHO procedures.
  • Controlling the compliance with the teams on the financial management, etc: deadlines, formats, purchasing procedures, audits, transmission of documentary evidence, spending eligibility periods, etc.
  • Ensure full compliance of financial processes and financial records with UNDP rules, regulations, policies and strategies (Standard Operating Procedures, SOP), as well as with the Programme specific requirements (as communicated with the PM).
  • Preparation of payment requests: e-requisitions, receipts and PO based vouchers.
  • Verify all payment requests, disbursement vouchers, cash receipt vouchers and other financial documents, when required.
  • Maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas.
  • Ensure timely corrective actions on unposted vouchers, including vouchers with budget check errors, match exceptions and unapproved vouchers.
  • Preparation of budget revisions of the project, minimum once a year.
  • Monitoring of project expenditures in accordance with the workplan and UNDP procedures.
  • As necessary,  preparation of cash advance requests and securing of reporting in accordance with UNDP procedures.

Administrative and logistic support:

  • Preparation of travel requests for Project staff, Implementing Partner, and UNDP in accordance with UNDP format, rules and procedures.
  • Logistical support for travel (tickets and hotel reservations).
  • Organization and logistical support of the workshops, task meetings, delegations, field visits etc.
  • Preparation of handouts for workshops, briefings and meetings.
  • Assistance to the PM in recording of incoming and outgoing correspondence, drafting letters and organization of meetings.
  • Assistance to the PM in project monitoring activities by revising the existing materials, correspondence, reports, project activities, project inputs, budgets and financial expenditures in accordance with UNDP requirements; preparation and archiving the above correspondence and materials.
  • Equipment inventory, preparation of reports on equipment condition.
  • Collection and distribution of incoming mail, dispatching outgoing mail; locating files etc.
  • Recording of the data related to the office car use.
  • Preparation unofficial translation and acting as a translator where necessary.
  • Assistance in annual quarterly reports preparation for enter to UNDP software in Atlas, under project expert’s proposals and NPC approvals.
  • Systematical analyzing of financial situation in Project, which reflect in Atlas and if it’s necessary - to prepare NPC suggestions for corrections.

Other duties required for the administrative and financial support of the project.

The project administrative and finance assistant reports to the Projects manager and works under his/her direct supervision. The project administrative and finance assistant may not be employed somewhere aside from the two UNDP projects for the whole period of their implementation

Habilidades y experiencia requeridas

Education: Bachelor degree in the field of accounting, finance, economics, management or business administration.

Work Experience:

  • At least 5 years of work experience in administrative, logistic and financial support of office operating.
  • Experience in working in international companies/organizations is an advantage.
  • Excellent computer skills.

Language requirements:

  • Fluent spoken and written English and Russian.
  • Knowledge of Kazakh would be an asset.
