Antecedentes

Currently, United National Development Programme (UNDP) with GEF assistance as a donor fund has been implementing a regional Full-sized Project (FSP) in four non-Article 5 countries with economies in transition (CEITs) in Europe and Central Asia. The project was intended to assist these countries (Belarus, Tajikistan, Ukraine and Uzbekistan) in maintaining or, where applicable, attaining compliance, with their Montreal Protocol obligations for HCFC phase out under GEF-4 Strategic HCFC phase-out Programmes to reach 2015 HCFC phase-out targets, particularly noting the accelerated HCFC phase out requirements adopted by MOP 19.

Resulting from this FSP “Initial Implementation of Accelerated HCFC Phase-out in the CEIT Region project”, UNDP/GEF assisted Belarus, Tajikistan, Uzbekistan and Ukraine in implementation of adopted HCFC phase-out strategies, including improvement of national ODS Phase-out legislations, addressed capacity development and investment assistance for ODS users, as well as demonstration of an alternative and energy efficient technologies using natural ODS-free and Low GWP refrigerants. Started establishment of ODS re-use systems in order to reduce dependence on imported ODS during the transition to non-ODS technologies, and ODS waste management systems, which provided implementation of country specific measures and activities needed for the partner countries to stay in compliance with the Montreal Protocol’s obligations.

As a follow-up stage, and in order to help Uzbekistan reach 2020 phase-out targets and complete its HCFC phase-out strategy, UNDP is initiating formulation of a Project Identification Form (PIF) to formulate packages of technical assistance and strengthening achievements for Uzbekistan. The new PIF should include technical assistance for strengthening national capacity in the process of total phase-out of ozone-depleting substances, and transition to non-ODS and low GWP technologies, institutional regulatory components and, further improvement of the national capacity on ODS re-use and ODS waste management. Then, the PIF and associated GEF CEO Endorsement Request will be submitted for the consideration of the GEF.

The objective of this consultancy contract will be developing the Project Identification Form (PIF) for a Medium-sized Project funded under the GEF, with focus on ozone depleting substances phase-out in Uzbekistan.

Uzbekistan acceded to the Vienna Convention and Montreal Protocol in 1993 shortly after independence and followed with accession to the London and Copenhagen Amendments in 1998 and with ratification of the Montreal and Beijing Amendments in 2006 making it up to date on assumption of all current obligations under the MP. Targeted action on the issue began in 1997 with the development of the Country Program, which was completed and adopted in 2000. This also allowed the country to qualify for international assistance for CFC phase out and accelerated HCFC phase out as a non-Article 5 CEIT, eligible to receive support from GEF.

In the past, Uzbekistan has demonstrated that is can meet the highest levels of global control measures under the MP applied to developed countries even though its economic status is much more comparable to developing countries operating under Article 5 of the MP. The effectiveness of relatively small amounts of international assistance mobilized by the GEF initially was highly effective in supporting this and shows that even in such circumstances, the institutional capacity to continue ODS phase out efforts can be sustained with this initial stimulation. This is evidenced by the continued phase-out compliance over the last years largely supported by the country on its own, although modest institutional strengthening funding has been important.

This Terms of Reference applies to an international consultant, who will be contracted specifically for formulation of the described project concept (PIF) for eventual submission to the GEF Secretariat.

Deberes y responsabilidades

Under the supervision of the UNDP Country Office in Uzbekistan and the UNDP Regional Technical Advisor, the International Consultant for the formulation of the GEF MSP PIF will be responsible for building on the work already undertaken in order to finalize the PIF. Specific tasks include:

  • Review of available documents including, but not limited to, adopted ODS Phase-out National Strategy and Action Plan of the Republic of Uzbekistan, base of national legislation on atmosphere air protection, import/export control of ODS and goods containing ODS, and methodological approaches, national policies related to ODS phase-out, climate change and greenhouse gas emissions;
  • Identification of processes, programs and projects complementary to the PIF object, gathering information and preparing a database of contacts;
  • Conduct a survey of primary information through meetings, workshops, interviews, surveys and other means that are identified as ideal for collection of information for the PIF;
  • Initial advice on potential methodologies for data collection and analysis, with special attention to the focus of introducing zero-ODS and low-GWP energy efficient and low-carbon technologies in production and servicing of refrigerated equipment, national capacity building and institutionalization of the accelerated ODS Phase-out, ODS re-use and ODS waste management;
  • Preparation of GEF format PIF for a future MSP project entitled “Promoting zero-ODS and low-GWP energy efficient and low-carbon technologies to accelerate HCFC Phase-out in Uzbekistan” in English language;
  • Preparation of presentations on the process of generating the PIF and its methodological components and an executive presentation during the final PIF;
  • Assess possibilities for co-financing in line with GEF requirements;
  • Hold a set of meetings with relevant institutions in Uzbekistan (a four working-day visit) to define future project’s component, including on low GWP transition technologies and domestic refrigerant-grade hydrocarbon purification potential;
  • Lead at least one consultation workshop to present the PIF before submission to the GEF;
  • Respond to any comments and/or inquiries from the assigned Regional technical Advisor and GEF Secretariat on the PIF design;
  • Amend/update the PIF according to stakeholder feedback and, later, possible comments from GEF Secretariat for PIF finalization and according to possible changes to the PIF template in GEF;

Complete the PIF for approx. USD 2 million GEF project focused on HCFC phase-out, incorporating – where relevant – introduction of zero-ODS and low-GWP energy efficient and low-carbon technologies in production and servicing of refrigerated equipment, national capacity building and institutionalization of the accelerated ODS Phase-out, ODS re-use and ODS waste management.

Habilidades y experiencia requeridas

Education:

  • Graduate degree in refrigeration engineering, thermodynamics, chemical or related engineering disciplines, environmental sciences or equivalent experience in programs related to the Montreal Protocol.

Experience:

  • 10 years of experience related to the formulation and implementation of CFC and specifically HCFC phase-out strategies, programs and projects.

Language Requirements:

  • Proficiency in the English language.

Competencies:

  • Excellent knowledge of GEF and Multilateral Fund policies and procedures, and demonstrated experience with UNDP/GEF document preparation;
  • Experience of working in the Central Asia preferred;
  • Strong data collection, communication, analytical, research, and writing skills;
  • Client-orientation and excellent interpersonal and cross cultural communication skills;
  • Ability to use information and communication technology as a tool and resource;

Financial Proposal:

Lump sum contracts:

  • This is a lump sum contract. The financial proposal shall specify a total lump sum amount. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days);
  • The payment will be made in one installment to be issued upon completion and submission of Performance Evaluation Form (PEF) on the works performed as indicated in the terms of reference.

Travel:

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP does not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation:

The individual consultants will be evaluated based on the Cumulative analysis methodology.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable;
  • Having received the highest score out of the set of weighted technical and financial criteria specific to the solicitation;
  • Technical Criteria weight – 70%;
  • Financial Criteria weight – 30%.

Only candidates obtaining a minimum of 49 points for the Technical Criteria will be considered for the Financial Evaluation.
