Antecedentes

The Government of the State of Kuwait and United Nations Development Programme (UNDP) is keen to enhance the strategic planning function of the State in order to ensure the optimal use and best distribution of available resources to support social and economic progress therby leading to improved economic growth and enhanced quality of life of its citizen.

The General Secretariat of Supreme Council for Planning and Development (GSSCPD) is partnering with UNDP, the International Organization for Migration (IOM), and the Internatioanl Labor Organization (ILO) for implementation of “Support to the Public Authority of Manpower (PAM)” programme. The Joint Programme will address the 3rd outcome of the Country Programme Document (CPD) 2015 – 2018 “Governance and institutional management are efficient, transperent, accessible, competitive, and accountable” and its results will support the achivement of the national strategic objectives of economic growth for the State of Kuwait, supporting human and social developmnet, improving demographic policies to support development, and effective government adminstration as outlined in the latest national Mid – Range Development Plan (2015/2016 – 2019/2020) under “Achieving institutional excellence”.

II. Objectives:

This Joint Programme aims at fullfilling the folowing outputs:

  • IOM: PAM has access to resources and methodologies that build capacity in evidence- based policy and programme development
  • ILO: Improving the tripartite participation in the International Labor Standards system and promoting the application of conventions
  • ILO: Labor Inspection System modernized and effective in line with the ILS and OSH services improved and strenghtened.
  • UNDP: PAM perfomance reports produced, disseminated and used for evidence base planning

UNDP will achieve its output through 3 sub-outputs:

  • Gap analysis reports performed and disseminated between program team and PAM members
  • Indicators established and monthly reports produced
  • Tools for empowering PAM staff and capacity building to issue reports.

PAM also plans to improve the labor conditions and management system by analyzing the demographic imbalance, making sound decisions based on enhanced reporting machnisms, and upgrading its services’ quality for all economic and social actors. This programme aims to support PAM in its efforts to develop its internal capacity in reporting on its own performance, on labour movemnet, and on its compliance with international labour standards.

Within this context, UNDP and PAM are seeking to recruit an Oracle Database Developer to assist in the project implementation, in close collaboration with the project counterparts and other stakeholders.

Deberes y responsabilidades

  1. Analyze data structure requirements, relationships, and attributes, resulting in reliable data flows and outputs.
  2. Determine data to be gathered, and design and implement data gathering and mining process.
  3. Issue a report on data quality, data sources and definitions.
  4. Translate design requirements into reliable and user-friendly solutions using appropriate technologies, languages and tools within defined standards.
  5. Be involved in all aspects of the development life cycle including, architecture, analysis, design, development, testing, training, implementation and support of reporting applications to be used internally by PAM employees.
  6. Train and transfer knowledge and information to other team members to ensure the team operates efficiently.
  7. Report progress against agreed upon time and budget schedule.
  8. Develop documentation for application and code.

Deliverables/ Outputs:

  1. Audit Report on data quality, data sources and definitions; Estimated Duration to Complete: 6 weeks (From Contract Date): Payment schedule in percentage; 30 % upon signature of contract.
  2. Identification and implementation of user and system requirements related to reporting and reporting templates; Estimated Duration to Complete:16 weeks (From Contract Date): Payment schedule in percentage; 30% upon submission and endorsement of audit report and work plan.
  3. User manuals and training sessions for targeted staff; Estimated Duration to Complete:20 weeks (From Contract Date); Payment schedule in percentage: 40% upon implementation of systems /user reporting requirements and staff training.

 

Institutional Arrangements:

  1. Progress reporting will be conducted on monthly basis and should be presented on both Arabic and English to UNDP.
  2. The Contractor will be supervised by UNDP’s Project Manager, PAM Focal Point, and IT Senior Consultant to the Minister of Social Affairs and Labor.
  3. All outputs are to be accepted by PAM Focal Point and IT Senior Consultant to the Minister of Social Affairs and Labor.
  4. Project will not provide any support personnel, accommodation and transportation facilities, and equipment’s.

Duration of Work:

6 Months starting 1st of June, 2016.

Duty Station:

Kuwait – Jabriya at the Public Authority of Manpower.
Full time attendance is required.

 

Scope of price proposal Lump Sum Amount:

  1. The lump sum amount must be “all-inclusive”;
  2. The contract price is fixed regardless of changes in the cost components.

 

Evaluation:

Lowest price and technically compliant offer.

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as both:

  1. responsive/compliant/acceptable, and
  2. offering the lowest price/cost

“responsive/compliant/acceptable” can be defined as fully meeting the TOR provided.

 

Technical evaluation criteria:

  1. Minimum of 5 years of experience in Oracle Data Modeling and Relational Database Design, Oracle Database programming with PL/SQL, weight: 40%
  2. Expertise using Oracle Reports Developer 10g: Build Reports, weight: 30%
  3. IT requirements analysis skills, weight: 30%

 

Documents to be included when submitting the proposals:

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
  3. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology on how to approach and complete the assignment.

Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs.

Habilidades y experiencia requeridas

Academic Qualifications:

  • Bachelor in computer sciences or software engineering

Years of experience:

  • 5-10 years of experience in Oracle Data Modeling and Relational Database Design, Oracle Database programming with PL/SQL, Oracle Reports Developer 10g: Build Reports, and Java SE 7 Programming.
  • Substantive experience working with Government partners on the implementation of IT projects preferred.
  • Previous experience working with UNDP is an added advantage
