Antecedentes

The Lebanese Working Group on Palestinian Refugees, which became later known as the Lebanese-Palestinian Dialogue Committee (LPDC), was created in November 2005 by the Council of Ministers, in response to the goal set by the Government of Lebanon (GoL) to improve the living conditions of Palestinian Refugees in Lebanon. This project seeks to strengthen the capacity of the LPDC to implement its strategic Plan (2015-2020) that enables the GoL to set up a comprehensive policy on the Palestinian Refugees issues, on improving their living conditions.

LPDC Project’s components include:

Output 1: Institutional Capacity of the LPDC Office for Policy Reforms Enhanced;

Output 2: Support to LPDC to Establish the National Observatory for Palestinian Affairs provided;

Output 3: Capacity of line ministries mandated with Palestine Refugees strengthened;

Output 4: Capacity of LPDC to act as the focal point for national and international partners, on issues regarding Palestinian Refugees in camps and surrounding communities strengthened;

Output 5: Capacity of LPDC to facilitate multiple forums and platforms of Dialogue and consensus building enhanced.

Under the activities of Output 4, the LPDC is willing to develop a strategic plan which identifies and builds on potential field touch points for LPDC with Palestinian Refugees youth and outlines developed capacity building and empowerment action plans for effective youth participation in urban and community development within Palestinian Refugees and surrounding communities. This is a first step aiming to develop a road map for interventions that will then be enacted at a later stage.

Therefore, the LPDC is requiring the support of a Youth Engagement Coordinator for Urban and Community Development Coordinator.

Deberes y responsabilidades

Under supervision of the Project Manager and in close collaboration with project staff, project partners and stakeholders, the consultant will maintain close coordination over operational as well as strategic issues arising from the project’s implementation and will undertake the following tasks in 3 phases.

Inception and stakeholder mapping phase:

  • Submit a preliminary work plan and schedule;
  • Prepare and facilitate meeting with stakeholders and LPDC;
  • Prepare and submit a project proposal for hosting series of participatory activities and conversations with Palestinian youth;
  • Prepare the mapping of stakeholders (current agencies, organizations and donors currently involved in projects specifically targeting Palestinian Youth);
  • Submit the inception report.

Process development and implementation phase:

  • Conduct all necessary outreach, coordination, design and facilitation of project activities;
  • Liaise with third-parties to develop and endorse the revised strategy on behalf of LPDC;
  • Prepare the road map for the upcoming phase;
  • Finalize and submit the strategy and the road map of the next phase;
  • Launch field operations such as workshops.

Final phase :

  • Submit complete documentation including analysis of the project process, lessons learned, and results (in Arabic).

Competencias

Functional Competencies:

  • 5 years’ experience with Palestinian Refugees is needed;
  • 2 years’ experience in participatory community development planning is needed;
  • Experience in an international NGO is a plus;
  • 2 years’ experience in Palestinian youth empowerment is needed;
  • Strong strategic planning and facilitation skills;
  • Awareness in the Lebanese-Palestinian historical complexities is an asset.

Habilidades y experiencia requeridas

Academic Qualifications:

  • University degree in urban planning/studies, international development or other related field.

Years of experience:

  • Minimum 3 years of relevant professional experience.

Language requirements:

  • Fluency in English;
  • Fluency in Arabic is a must.
