Antecedentes

The Disaster Management Vision of the Government of Bangladesh is to reduce the risk of people, especially the poor and the disadvantaged, from the effects of natural, environmental, climatic  and human induced hazards, to a manageable and acceptable humanitarian level, and to have in place an efficient emergency response system capable of handling large scale disasters. In line with the Disaster Management Act (DMA) of 2012, which mandates an effective disaster management system that is coordinated, objective-driven and capable of handling all kinds of disasters, the Government of Bangladesh periodically formulates  Disaster Management Plan.  . The Ministry of Disaster Management and Relief (MoDMR) of the Government of Bangladesh (GoB) acts as the nodal agency coordinating disaster management (DM) in the country, under the overall direction of the National Disaster Management Council (NDMC), headed by the Prime Minister. In order to ensure a whole-of-Government approach to disaster management integrating disaster risk reduction, climate change adaptation (CCA) and preparedness in conventional disaster response and post-disaster recovery, the GoB revised its Standing Orders on Disaster (SOD) in 2010 and simultaneously put in place a first-ever comprehensive five year plan, National Plan for Disaster Management (NPDM, 2010-2015). The key focus of the Disaster Management Plan  is to integrate both disaster and climate change risk and finally  to establish institutional accountability in preparing and implementing disaster management plans at different levels in the country.

The  Disaster Management Plan will address the key elements of disaster management as envisaged in the DMA and is founded on the following five key elements stated in the Act, 2012:

  • Reduce disaster risk of the vulnerable population arising from different hazards including climate change
  • Coordinated, objective-driven and robust disaster management practices and programmes
  • Develop an effective disaster management structure
  • Provide emergency humanitarian assistance
  • Undertake effective rehabilitation programmes.

The Plan is a reflection of the commitment of the Government of Bangladesh to addressing disasters in a comprehensive way, building on the 7th Five Year Plan of the country, the international Sendai Framework for Disaster Risk Reduction, and consultations throughout the country. The Disaster Management Plan is one of the most important deliverables in the 7th Five Year plan, as part of the “mainstreaming DRR & CCA” section. The Sendai Framework is fundamental to the vision and ambition of the Government of Bangladesh and will need to be integrated into the objectives, goals and activities of the plan.

At the request of the MoDMR, UNDP is supporting the formulation disaster management strategy as well as plan by facilitating consultations and supporting the process of writing the plan. As part of this, UNDP is now seeking an international consultant to contribute technical inputs for the writing, structuring and editing of the document in English.

Scope of work:

The international consultant will be working together with national UNDP personnel and consultants who have facilitated the consultation process and initial drafting of the Disaster Management Plan . However, the main objective of the individual consultant Writer and Editor in this assignment is to ensure that the finalized the plan   clearly and concisely communicates national priorities through a professional level of English utilizing standard disaster management and climate change vocabulary and referencing international disaster management frameworks.

Under the direct supervision of UNDP Programme Specialist , Climate Change, Environment and Disaster Cluster the Consultant will perform the following main tasks:

  • Familiarize himself/herself with the main legal and institutional disaster management and climate change frameworks, policies, rules and guidelines of MoDMR and other sectoral ministries, in order to be able to accurately reference these and use correct terms in the text of the plan.
  • Review other relevant documents at national and international level (such as the 7th Five Year Plan and Sendai Framework for Disaster Risk Reduction) in order to incorporate reference and suitable vocabulary into the text of plan.
  • Review the draft plan together with national personnel and the Draft Committee to identify areas for editing and rewriting based on either (a) quality of language or (b) new technical input from consultations and/or the MoDMR.
  • Revise the draft NPDM text developed by UNDP to improve the language and flow, include relevant references to other policy documents.
  • Finalize draft Disaster Management Plan based on comments from MoDMR, Draft Committee, Review Panel and UNDP.

Supervision and Performance Evaluation:

The International Consultant will report directly to the UNDP  Programme Specialist , Climate Change, Environment and Disaster Cluster

Timeframe and Deadline:

The assignment is for a total 15 working days from its commencement, within the time period of September 2016 to October 2016

Tentative payment schedule:

The Consultant/s will be paid in lump sum contract on the report of the supervisor it following:

  • Full draft of the Disaster Management Plan and Finalized version of the Disaster Management Plan are accepted and certified by the contract administrator (100 % amount will be paid at the end of the contract period)

Duty Station:

The duty station is Dhaka, Bangladesh.

Documents:

The international consultant will deliver finalized version of Disaster Management Plan and the document would be max. 110 pages

Inputs:

UNDP will provide office space as required but consultant needs to use own laptop.The consultant is responsible to cover all logistic/transport/communication expenses related to the implementation of his tasks throughout this contract

Competencias

  • Computer literacy (Window package) is required

  • Treats all people fairly without favoritism;
  • Fulfills all obligations to gender sensitivity and zero tolerance for sexual harassment.

Habilidades y experiencia requeridas

Academic qualifications:

  • Master’s degree in Disaster Management, Environmental Management, Social Sciences or any other relevant filed.

Experience:

  • At least 10 years of work experience in positions involving writing in a professional capacity, preferably within policy/strategy/planning genre.
  • At least 3 years’ of experience in development, humanitarian, disaster & climate change and international relations sector;
  • Sound knowledge and understanding on disaster and climate change aspect
  • Proven experience in structuring and editing (minimum 2 assignments) official documents in English;
  • Working experience (minimum 3 assignments) with ministries, departments, development partners, I/NGOs and UNDP in Bangladesh or the region.

Language:

Excellent skills in written and spoken in English.

Lump sum contracts:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).

Travel: All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Evaluation of the Candidates:

Individual consultants will be evaluated based on the following methodology.

Cumulative analysis-

The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

Technical Evaluation Criteria (Total 70 marks):

  • Educational background and overall length of working experience; (10 marks)
  • Relevant professional writing and editing experience (30 marks)
  • Experience developing documents with inputs from several sources (such as Government officials, community consultations, policy documents, etc.); (20 marks)
  • Working experience with Ministry of Disaster Management and Relief or other disaster-related government entities, I/NGOs or agencies in Bangladesh or the region; (10 marks).

Financial Evaluation (Total 30 marks):

All technical qualified proposals will be scored out 30 based on the formula provided below.

The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

p = y (µ/z)

Where:

  • p = points for the financial proposal being evaluated;
  • y = maximum number of points for the financial proposal;
  • µ = price of the lowest priced proposal;
  • z = price of the proposal being evaluated.
