Antecedentes

Government of Madhya Pradesh declared its Industrial Promotion Policy 2010 with the objective to ensure faster economic development employment generation by sustainable use of the resources available in the State. The objective of the Industrial Promotion Policy are to make Madhya Pradesh a leading industrial State by accelerating the pace of Industrialization, maximize employment opportunities, provide jobs to local people in the upcoming industrial units in the State and make administration industry friendly.

The corporate groups are interested in investing in Madhya Pradesh in various sectors i.e. Cement, Power Generation, Iron and Steel, Food Processing, Bio-Fuel and Jetropha Plantation, Real Estate, SEZ, Air Strip, Golf Course, Aircraft, Technical Institute, Infrastructure, Aluminium and Alumina, Petroleum Refinery, Power Equipment Manufacturing Hub, Delhi Mumbai Industrial Corridor, I.T. and ITES Industries, IT SEZ and Allied Sector (Refractory, Transformer, Light and Heavy Engineering, Non-Conventional Energy, Cotton and Textile, Plastic, Waste Processing, Stone Industries etc.)

The Industries Department is responsible for all round industrial development of the State. The department attracts domestic as well as foreign investment to uplift the industrial and social economy of the State. It acts as a catalyst to modernize & strengthen the industrial units of the State to make them globally competent. The State has industrial friendly atmosphere and suitable policies for development of the industries. Mobilize establishment of Micro, Small & Medium Industries to achieve employment generation and utilization of local resource. It also provides a forum for entrepreneurs & industrialist through their association to represent their needs to the Government, which envisages to make industrial friendly policies.           

Madhya Pradesh (MP) has emerged as one of the fastest growing states of the country with a double digit growth rate recorded in 2014-15. The state is natural resource rich with minerals like limestone, coal, bauxite, iron ore, diamond, copper, manganese, rock Sulphate, silica, etc. and cash crops like oilseeds, pulses, soya, cotton, etc. It has a strong presence in sectors like textile, cement, steel, food processing, automobile and auto components, pharmaceuticals, optical fibres, services like tourism, etc. besides various handicrafts and handlooms. However, despite availability of such abundant natural resources economic contribution of the industrial sector has huge scope for development, particularly through creation of new enterprises (MSEs) and strengthening of existing enterprises (MSEs).

Evidence suggests that, development of a state depends on its industrial development which in turn depends on the entrepreneurial competencies of people. Entrepreneurs are distinguished set of people who have the capacity to undertake innovations, organize finance and bring forth business acumen to transform ideas into economic goods and create employment for others. Some key attributes that make a successful entrepreneur include vision, passion, creativity and innovation, organizing capacity, business intelligence and most importantly the risk taking capacity.

Lack of attribute in one or multiple areas blunt the potential entrepreneurship among the people, more so in the rural and semi urban areas where people have relatively less exposure to global competitiveness. Thus many potential entrepreneurs fail to create visibility and confidence in the market, especially among investors and bankers. However, with enabled support system, such entrepreneurial attributes can be fostered and successful enterprise development can be geared up.

It requires adoption of a comprehensive approach to assist the existing and new enterprises (MSEs) to become competitive. To successfully achieve this, there is a need for a sustained business enabling environment that meets the changing needs of enterprises. This requires continuous and coordinated efforts by the policy stakeholders, industry and other key players in the ecosystem. It also requires strategic thinking and designing of appropriate model and also support system for industrial development of a state.

In this regard, the District Industries & Trade Centre (DTICs) were created with the objective of providing a focal point for promoting MSEs in a district and to make them available all necessary services at one place and create linkages with other key stakeholders in the ecosystem that can support the industrial development. DTICs have been entrusted with most of the administrative and financial powers to support the industry directly. Various schemes on MSE development, entrepreneurship development, skill up gradation and so on are implemented through the DTICs.

There are three prime self-employment schemes of Government of MP which are in force:

  • Mukhyamantra Yuva Udhyami Yojana;
  • Mukhyamantri Swarojgar Yojana;
  • Mukhyamantri Arthik Kalyan Yojana.

Deberes y responsabilidades

Objectives:

  • The overall objective of the assignment is to prepare a report  based on the study to estimate the gap in ‘skill sets’ of the workers/employees engaged in micro, small and medium industries in Madhya Pradesh.

The consultant would work under the guidance of the State Head, UNDP, Bhopal as well as officials of the Department of Industries, and other government departments including SPC. Specific tasks to be undertaken are given below:

  • Undertake study to estimate the gap in ‘skill sets’ of the workers/employees engaged in micro, small and medium industries in Madhya Pradesh with Special reference to employment of women and their terms of engagement with industry;
  • The review of relevant laws, Acts, legal and statutory provisions would also have to be studied and recommendation for improvement/modification in the same will also have to be addressed;
  • Collect data/information for the study which includes interaction with various stake holders- government, industry, workers/employees, trade unions, industry associations, NGO, etc.;
  • Collect relevant information/data from NSDC, other skill agencies and stake holders, etc. for the study;
  • Shortlist 5 important sectors of MSME in terms of ‘manpower engaged’ and ‘turnover in financial terms’, by carrying out detailed analysis and field visits;
  • Prepare/draft the schedule(s) as required for collection of data. The schedules to be finalized in consultation with UNDP.

Prepare a report which broadly addresses:

  • The situation analysis of MSME industries in Madhya Pradesh;
  • The prevailing status of skill sets and qualifications of the employees in the identified sectors under study, with specific reference to women;
  • The status of women employed in the selected sectors and their skill sets, gaps;
  • The gaps in skill sets and qualifications as per required national standards of NCVET, concerned skill mission, NSDC, etc.
  • The good practices adopted and innovations if any in other states;
  • The potential contribution of CSR to fulfil the gaps;
  • Recommend specific action points required to address the identified skill gaps and the related issues;
  • Recommend policy modifications required, if any, to overcome the constraints/limitations.

Competencias

Functional Competencies:

  • Good understanding of rural development issues pertaining to MSME, governance, capacity building, planning, monitoring & evaluation, gender, social audit, etc. is required;
  • Knowledge/experience about the project management, including work plans and budgets;
  • Knowledge/experience about implementation, analysis and monitoring of government programs on skill building particularly in the industrial sector would be an added qualification;
  • Adequate knowledge/experience about Madhya Pradesh;
  • Sound analytical writing and presentation skills.

Corporate Competencies:

  • Good interpersonal and presentation skills, with an ability to work in a multi-cultural environment.

Academic Qualification:

  • Master’s Degree in Rural Development, Agriculture, Social Science, Management, Engineering degree or related fields from a reputed academic institution.

Professional Experience:

  • Minimum 10 years of relevant professional experience in the field of rural development/ livelihood sector/social sector/industries is required at the state or national level;
  • Experience in documentation, report preparation, communication and advocacy materials;
  • Previous work experience on similar assignments is desirable;
  • Experience in canvassing of schedules and collection of primary data through field surveys.

Language:

  • Proficiency in spoken and written English with good command over Hindi.

Payment Schedule

  • 20% on submission of detailed Work Plan including approach and methodology- within one week on commencement of Assignment;
  • 20% on submission of Interim draft report 1– Report on Detailed analysis of existing data , information and reports available and interaction with stakeholders- Within 15 days on signing of contract;
  • 30% on submission of Interim draft report 2:  Shortlist 5 important sectors of MSME based on the detailed analysis and field visits- Within 40 Days on signing of contract;
  • 20% On submission of Final draft report- Within 50 days on signing of contract;
  • 10% on Final report submision and acceptance  based  on the feedback from UNDP and consultations- On Submission of final Invoice

Documents to be submitted:

  • Detailed CV with three references;
  • Proposed methodology and work plan  for undertaking the task;
  • Financial proposal specifying per day consultancy fee. Prior approved travel expenses will be reimbursed as per actuals.

Individual consultants will be evaluated based on the following methodology:

Cumulative analysis

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight  70%

Financial Criteria weight; 30%

Only candidates obtaining a minimum of 70 % points would be considered for the Financial Evaluation.

  • Proposed methodology and work plan  for undertaking the task-20
