Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women has responded to the continuing need to promote and protect the rights of women migrant workers through its Regional Project “Preventing Exploitation for Women Migrant Workers in ASEAN” supported by Australian Government Department of Foreign Affairs and Trade (DFAT) and “Empowerment of Women Migrant Workers in South Asia through Implementation of Standard Terms of Employment (STOE)” supported by Swiss Agency for Development and Cooperation (SDC).   Through these regional projects, UN Women builds on its existing work to cover safe migration, ending all forms of violence against women, social protection and increasing women’s voice and participation in decision-making by working in partnership, at both the regional and national levels, towards strengthening protections to counter and prevent the abuse, violence, and exploitation of women migrant workers in South and Southeast Asia Regions.

UN Women aims to raise awareness of public audience, policy makers and women migrant workers themselves on ethical recruitment, standard terms of employment contracts, importance of bilateral agreements and role of missions abroad in protecting the rights of women migrant workers. 

Recently, UN Women in partnership with IOM X Campaign Program launched three short videos through various social media channels including website, twitter and Facebook that aim to encourage best practices to be adopted by the employers to prevent and reduce the exploitation of domestic workers in the ASEAN region by highlighting the benefits of a positive working relationship between the employer and employees.  Further to that, UN Women actively conducts social media campaigns on women’s rights protection to raise general awareness and also contribute to social mobilization efforts in changing the normative behavior around gender equality and women empowerment.
 

Deberes y responsabilidades

The UN Women Regional Programme on Migration wants to capture experiences of women migrant domestic workers through feature stories which will then be disseminated through mainstream and online media. The prime objective is to increase awareness amongst general public on the rights of women migrant workers, highlight the challenges faced by migrant women but also demonstrate the positive experiences of women migrant workers and the contributions a migration journey can make on her life and that of her family. 

This assignment requires the services of a consultant to write feature stories to capture voices of different stakeholders including women migrant workers, employers, recruitment and/or placement agencies, UN Women, etc. in understanding their attitudes to the migration process, the results and impact of migration.

The consultant will work under the immediate supervision of National Programme Officer – Migration and under the overall guidance of the Regional Migration Manager. 

Specific tasks of the consultant include the following:

Writing feature stories of cross-border migrant women who are domestic workers that reflect on:

  • The challenges faced by women migrant workers during their migration cycle touching upon aspects of recruitment, transit, contracts, role of missions/embassies and their return and reintegration;
  • Positive impact (if any) towards migrant worker’s families and communities), and;
  • The missing or available resources and /or opportunities during their journey which would aid in promoting and protecting their rights. 

The stories can center on diverse ideas such as violence and challenges faced by women migrant workers, reflect on migrant workers as change makers for their communities, celebrate women migrant workers and highlight their victories.

The consultant is expected to identify and interview beneficiaries including women migrant workers and other stakeholders like employers, recruitment and/or placement agencies, UN Women, as well as identify appropriate photos to illustrate the stories.

The stories will include quotes from different stakeholders including women migrant workers, employers, recruitment and/or placement agencies, UN Women, etc.

Placing the approved stories in at least 2 leading international publications, and/or leading dailies in ASEAN.

Expected Deliverables:

  1. Submission of one final article to UN Women, at length of 1,500 words maximum. (Delivery date: 14th November 2016);
  2. Dissemination and publication of the stories in 2 leading international publications, and/or leading dailies in ASEAN. (Delivery date: 30th November 2016)

Habilidades y experiencia requeridas

Education and experience:

  • Diploma or bachelor degree in Communications, Journalism, or any other related fields or an equivalent with minimum of 15 years of progressive professional experience in print or online journalism;
  • Internationally acknowledged writer with at least 10 published feature articles with bylines in leading international/regional publications/online magazines;
  • Knowledge of gender and development preferred.

Language:

  • English speaker preferred.

Submission of Application:

  • CV;
  • Technical proposal: the proposal should contain, at a minimum, title of an article with outline and preliminary content.  Each proposal may propose at least one article and maximum of five articles but article must be at length of 1,500 words;
  • Financial proposal: the financial proposal shall specify a total amount of each article.

All applicants must include (as an attachment) the CV, technical proposal and the financial proposal.  Applications without financial proposal will be treated as incomplete and will not be considered for further assessment.
