Antecedentes

UNDP Bangkok Regional Hub (BRH) supports countries in Asia-Pacific in many development agenda including Governance of Climate Change Finance. The Governance of Climate Change Finance (GCCF) team successfully implemented the Strengthening the Governance of Climate Change Finance to Benefit the Poor and Vulnerable in Asia Pacific (2012-16) regional programme which was supported by Swedish SIDA alongside the Strengthening the Governance of Climate Change Finance to Benefit the Poor and Vulnerable in South Asia (2013-2019) funded by UK AID or DFID. This programme is part of a larger UNDP regional programme on Governance of Climate Change Finance and Development Effectiveness under the umbrella of the BRH’s Regional Policy and Programme Support (RPPS) team’s “Advancing Inclusive and Sustainable Human Development in Asia and the Pacific (2014-2017)”. The project’s overall objective aims to improve the governance of international and domestic climate change finance, particularly for the poor and vulnerable in Asia & the Pacific by integrating and mainstreaming climate change into national planning and budgeting process.

Building on success of the 1st phase, the 2nd phase of the Swedish-funded  programme, the Strengthening the Governance of Climate Change Finance to Enhance Gender Equality programme, expands its scope in various dimensions including substantively mainstreaming Gender Equality and Human rights into the Governance of Climate Change Finance in particular into national planning and budgeting process in Asia-Pacific countries, increasing implementing countries from 4 to 6 countries, increasing project budget from US$4.5 million to be approximately US$ 10 million and increasing project duration from 3 years to 5 years.

With more complex nature and the context of Sustainable Development Goals (SDGs), the programme requires Technical Assistance in both Governance and programme management areas to ensure that this flagship regional project is strategically planned, implemented and monitored to deliver expected results as identified in the programme document. A Governance of Climate Change Advisor (Consultant) will support the Programme Manager to ensure that the programme inception phase produces good-quality, and practical workplans that capture objectives and theory of change of the programme which will then lead to achievement of the programme.

Deberes y responsabilidades

  • Strengthen the inception phase implementation of the Swedish-funded 2nd phase programme by providing technical assistance and strategic advice in conducting countries assessment, developing the programme’s 6-month and annual workplans in close collaboration with the GCCF team members
  • Ensure the regional and country level workplans are well aligned with each other and strategically link to the programme’s theory of change and its expected results and goal.
  • Build strategic synergies between the Swedish-funded and UKAID or DFID funded parts of the programme to enable maximum results and impact of this regional programme as well as Increase the programme’s relevance to the SDGs at both country and regional levels.

The Programme Management Advisor or the consultant will work under the supervision of the Governance, Climate Change Finance and Development Effectiveness Advisor with close collaboration with the UNDP Governance of Climate Change Finance team members both in UNDP BRH and in UNDP Country offices.

Duration: 1 February – 31 July 2017

Duration of Assignment: This assignment is anticipated to take place between 1 February 2017 and 31 July 2017 (full day for 6 months).

Duty Station: Bangkok, Thailand

Duty Station and expected place of Travel: The consultant will be Based in UNDP Bangkok Regional Hub. No travel required.

Habilidades y experiencia requeridas

Academic Qualifications:

  • Master’s Degree in Development, International Relations, Social Science, Economics or other related field.

Years of experience:

  • At least 10 years of proven experience in Governance or Climate Change Finance or programme management;
  • Experience is Climate Change Finance work area is a distinct advantage;
  • Experience working in Asia-Pacific region is an asset;
  • Experience working with UNDP or other UN family is an asset.

Language:

  • Excellent spoken and written English language skills required;
  • Knowledge of languages of the program countries an asset, but not required.

  1. Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  2. Personal CV or P11, indicating all past experience from similar projects, as well as the contact details email and telephone number) of the Candidate and at least three (3) professional references;
  3. Brief description of why the individual considers him/herself as the most suitable for the assignment
  4. Financial Proposal that indicates the all-inclusive fixed total contract price supported by a breakdown of costs, as per template provided.  If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

* Technical Criteria weight; 70%

* Financial Criteria weight; 30%

Only candidates obtaining a minimum of 350 technical points would be considered for the Financial Evaluation

  • At least 10 years of proven experience in Governance or Climate Change Finance or programme management.
  • Experience is Climate Change Finance work area is a distinct advantage.
  • Experience working in Asia-Pacific region is an asset.
  • Experience working with UNDP or other UN family is an asset.
