Antecedentes

The United Nations Office on Drugs and Crime (UNODC) is the UN lead agency in the fight against illicit drugs, international crime and terrorism in virtue of the UN conventions and universal instruments. In this regard, the UNODC’s Global eLearning programme delivers a modern form of capacity building targeting governmental officials from Member States through its online and offline platforms. To further augment this platform and fast track production to meet the needs of end users, UNODC's Information Technology Service unit is planning to recruit a Senior Technical Advisor as part of the eLearning development team at its New Delhi office.

The incumbent drives UNODC eLearning programme’s reinforced and reinvigorated strategic and programme, focused on assessing progress and identifying programmatic gaps with a vision towards programme expansion especially in new areas linked with UNODC mandates. Under the direct supervision of the Head, eLearning Production Team, and in close coordination with relevant substantive units and experts in UNODC, the incumbent plays a pivotal role in developing new programmes, supporting the eLearning team in strategic planning and fast tracking the production of eLearning tools for timely implementation in global field locations of UNODC and/or the Member States. This is done by conducting periodic needs assessment exercises to address key gaps linked with eLearning implementation, to measure the impacts of past efforts and by charting the way forward on eLearning implementation and expansion. The incumbent will be responsible for replicating eLearning in new and relevant thematic areas and field locations. The incumbent also periodically analyses and suggests programmatic actions that will be shared with the eLearning team and management to enrich the aggregated picture at country, regional and global levels.

Description of Responsibilities

  • Provide strategic advice and vision in new areas linked with eLearning; 
  • Work with members of the eLearning production team to review and provide technical inputs during the entire eLearning production and implementation phase;
  • Provide analytical inputs on beneficiary needs and feasibility aspects during key phases of eLearning programme development i.e., while conceptualising innovative graphic designs, multimedia interactive activities/simulations and exercises to provide practice and / or performance measures to help learners achieve desired outcomes;
  • Develop innovative ideas for e-Learning resources;
  • Liaise, network and identify opportunities with UN, government and other development partners for the exploration of joint eLearning opportunities and activities;
  • Supervise intermediate and junior designer(s) in creating concepts, layouts and final art;
  • Communicate effectively with the development team;
  • Maintain detailed documentation and course folders during the project lifecycle.

Competencias

Functional Competencies:

  • Sound understanding of UN/UNODC eLearning programme;
  • Experience on course and content development for offering successful online instructional and development experience; specializing in international development and/or humanitarian relief related areas to promote successful eLearning based teaching, learning and programme implementation;
  • Experience in conducting eLearning based training of specific cadres linked with UN/UNODC mandate areas;
  • Experience in directly overseeing the implementation of IT based programmes, including specially surveys and project activities;
  • Creative, independent, and ability to see a creative project from idea conceptualization through to final execution;
  • Experience in the development, implementation, management, monitoring of technical assistance projects;
  • Good presentation skills and experience in advocacy and fund-raising at national and international level;
  • Work experience in operational research, policy analysis and implementation in key UNODC mandate areas will be an asset;
  • Knowledge of respective UN policies and standards and experience of working with senior government and development partner counterparts will be an asset.

Habilidades y experiencia requeridas

Academic Qualification:

  • Bachelor's degree in Arts, Public Administration, Economics, Social Science or related field would be desirable;
  • Postgraduate degree would be desirable.

Professional Experience:

  • At least 10 years of UN work experience preferably in key UNODC mandate areas with a focus capacity building and programme development.

Language:

  • Fluent in English and Hindi.

Payment Schedule

  • Payment will be made on monthly basis for the number of day worked on submission of progress report.

Documents to be submitted:

  • Financial Proposal specifying all-inclusive per day consultancy fee. All travel expenses will be reimbursed as per actuals in line with UNODC rules or arrangements would be done by UNODC;
  • Detailed CV with contact details of three references;

?Evaluation Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Technical Criteria weight - 70%.
  • Financial Criteria weight - 30%.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.

Criteria for Technical Evaluation:

  • Qualification – 10 marks;
  • Relevant Work Experience in logistics and support functions – 50 marks;
  • Experience of working with UN agencies, diplomatic missions or International NGOs – 10 marks.

Notes:

  • Any kind of miscellaneous charges i.e. internet, phone etc. would not be reimbursed; Tickets will be issued considering the most direct and economical option and Consultants are not eligible for DSA;
  • Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual;
