Antecedentes

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women work in Ukraine focuses on supporting the government and civil society in advancing gender equality and the implementation of national and international gender equality and women’s rights commitments. UN Women Ukraine’s Strategic Plan (2018-2022) is guided by these key international norms and standards and is aligned with Ukraine’s gender equality priorities. Continuing to build upon the office’s expertise and leadership developed in Ukraine since 2015, the new Strategic Plan is designed to ensure that: women, particularly those facing multiple forms of discrimination, increasingly participate in and benefit from gender-responsive reforms and justice; transformative changes in social norms, attitudes and behaviors are achieved at community and individual levels to prevent gender-based violence; and that more commitments on Women, Peace and Security are implemented by national and local institutions and more gender equality advocates influence security processes.

UN Women relies heavily on communications and advocacy to raise awareness of issues of gender equality and women’s empowerment in Ukraine. UN Women will implement campaigns, such as HeForShe, to increase outreach to target audiences to mobilize game-changing actions and commitments by high-level decision-makers and influential community and business leaders and to increase engagement with women’s groups, civil society and marginalized groups of women. UN Women will also continue to implement the UN Secretary General’s UNiTE campaign jointly with the UN Country Team and Gender Theme Group. The Office of the Vice-Prime Minister on European and Euro-Atlantic Integration will also be supported to develop a national advocacy and communications strategy on gender equality as part of UN Women’s project “Enhancing accountability for gender equality and women’s empowerment in national reforms, peace and security”, funded by the Government of Sweden.

UN Women, in partnership with UNDP, also implements the Joint Project on “Restoration of Governance and Reconciliation in Crisis-Affected Communities of Ukraine” funded by the European Union (EU) from June 2016–May 2018. The Project is being implemented in 20 communities in government-controlled areas of Donetsk and Luhansk oblasts and supports the implementation of gender-responsive decentralization reform. The project applies a human-rights based approach and the Sustainable Development Goal (SDG) principle “leave no one behind” to address inequalities and discrimination; meaningfully involving beneficiaries, including women’s groups, and responding to the needs of the most excluded women, including those facing multiple and intersecting forms of discrimination.

The project aims to: improve regional and local government capacity in inclusive and gender-responsive recovery and development planning and service delivery; enhance community security for women and men in conflict-affected areas and enhance the capacity of gender equality advocates and women affected by conflict through community mobilization for empowerment to demand accountability and transparency in local decision-making processes.

UN Women seeks to hire a Communications Assistant to support the communications and advocacy activities of the “Restoration of Governance and Reconciliation in Crisis-Affected Communities of Ukraine” programme, as well as to support UN Women advocacy campaigns, special events, outreach, resource mobilization and donor relations initiatives.

Deberes y responsabilidades

Under the overall guidance of the UN Women Country Programme Manager/Head of Office, and direct supervision by UN Women Programme Specialist of “Restoration of Governance and Reconciliation in Crisis-Affected Communities of Ukraine” project, UN Women Programme Specialist of “Enhancing accountability for gender equality and women’s empowerment in national reforms, peace and security” project and technical guidance of the Communications and Advocacy Specialist, the Communications Assistant will be responsible for the following tasks:

  • Provide support to UN Women special events and campaigns, including but not limited to the UNiTE campaign, HeforShe and 16 Days of Activism;
  • Provide support to UN Women communications team with drafting information materials and knowledge products for public outreach;
  • In coordination with UN Women communications team, assist the EU-funded Joint Project to continue implementation of the “Violence Has no Excuse” information campaign with a focus on men’s engagement. This will require conducting field trips of up to a maximum of 10 days in Donetsk and Luhansk oblasts;
  • Compose brochures, fact sheets, speeches, stories from the field and disseminate them to relevant target audiences;
  • Work with vendors to ensure high quality of produced publications, visibility materials and other collateral products;
  • Assist in UN Women digital activities, presence in social media and multimedia.

Assignment Deliverables:

1.      Monthly time-sheets and brief progress reports about implemented activities and achieved results with supporting documents (information materials produced, event reports, etc.) submitted  – by the 5th of the following month.

2.      Final progress report submitted – by 10 December 2018.

TOTAL – 200 days

  • The progress reports should be submitted in English language (supporting documents can be submitted in Ukrainian language or language in which they were originally drafted). 
  • The Consultant is expected to work in the UN Women office during the assignment, using his/her own computer. 

Performance evaluation:

Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager, which will also be the basis for payment on a delivery-by-delivery basis to the consultant.

Financial arrangements:  

Payment will be disbursed on monthly basis upon receipt of the deliverables described above and their certification by a respective UN Women Programme Specialist/s that the services have been satisfactorily performed.

Habilidades y experiencia requeridas

Qualifications Education:

BA/BSc degree (or equivalent) in communications, journalism, public relations, social sciences, international relations, or a related field

Experience:        

  • A minimum of two (2) years of experience in communications, journalism, public relations or related field at the national or international level, including experience in media relations;

  • Experience in event management, online outreach and multimedia would be an asset;

  • Working experience with large development agency would be an advantage;

  • Experience in usage of computers, including databases and office software packages;

  • Understanding of gender equality and women’s human rights;

  • Familiarity with UN Women and UN system would be an asset;

    Language and other skills:

  • Fluency in oral and written English, Ukrainian and Russian languages.

  • Outstanding oral and written communications and editing skills, with proven ability to meet tight deadlines;

    Evaluation of Applicants:

    Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria 70% of total evaluation – max 70 points for technical criteria. Total max 70 points:

  • The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on a desk review and the following technical qualification evaluation criteria:

Criterion A – Relevant education:

  • BA/BSc degree (or equivalent) in communications, journalism, public relations, social sciences, international relations, or a related field (10 pts- Master’s degree; 9 pts- Bachelor’s degree)

Criterion B – Language skills:

  • Fluent in Ukrainian, Russian, and English - 10 pts;

Criterion C – Relevant Experience with total for all of the following criterion (50 pts) including:

  • 2 years of experience in communications, journalism, public relations or related field at the national or international level, including experience in media relations. – 20 pts;

  • Experience in event management, online outreach and multimedia – 10 pts;

  • Working experience with large development agency – 10 pts;

  • Understanding of gender equality and women’s human rights – 10 pts.

Total Obtainable Score – 70 points.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.

  • The total number of points allocated for the financial/price component is 30.

  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30

(S - score received on financial evaluation; Fmin - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
