Antecedentes

Malaysia’s HCFC Phase-out Management Plan Stage II project (HPMP Stage-II) comprises of a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training, awareness and communications and management, coordination and monitoring in various HCFC consuming sectors, to be implemented from 2017 to 2021. This plan builds on activities completed in HPMP Stage-I project.

Upon successful completion, the plan will result in net sustainable reductions of minimum 146.24 ODP tonnes (2,049.54 MT) in the national HCFC consumption by 1 January 2022, contributing to Malaysia’s compliance with the post-2015 control targets for HCFCs. 

The objectives of Malaysia’s HCFC Phase-out Management Plan (HPMP Stage-II) are as below:

  • To facilitate Malaysia’s compliance with the control targets for HCFC consumption with minimal impacts on the national economy, on environment and on occupational health;
  • To implement a combination of interventions such as technology transfer investments, policies and regulations, technical assistance, training and capacity-building, awareness and education and monitoring and management in the selected HCFC consuming sectors, contributing to achieve sustainable reductions and phase-out of HCFC consumption.

The objective of this verification is to confirm Malaysia’s achievement in reducing the consumption of Hydrochlorofluorocarbons (HCFCs) as per the targets specified in the agreement between the Government of Malaysia and the Executive Committee  (Ex-Com) of the Multilateral Fund (MLF) for implementation of the Montreal Protocol.

Scope of Verification:

  1. Confirm HCFC consumption for the year 2016, 2017 & 2018 based on processes followed for monitoring and reporting for HCFC import and exports in Malaysia. This will include HCFCs and HCFC blends. For this purpose, the standard procedures followed for calculating consumption under Montreal Protocol need to be followed i.e., Consumption = Production + Imports – Exports.
  2. Confirm satisfactory implementation of licensing and quota system in accordance with the with the national regulations at national level to ensure compliance with HPMP II targets. This shall include documentation of process and institutions involved, including procedures associated with collecting data from importers, and mechanisms for monitoring and controlling overall HCFC consumption limits to stay within national compliance targets. The consultant should also confirm the process of reconciliation of import data with actual imports for a sample of importers.

Expected Outputs:

  1. Detailed work plan to be submitted by 15 April 2019.
  2. First draft of verification report for the year 2016, 2017 and 2018 to be submitted by 30 April  2019.
  3. Final draft of verification report for the year 2016, 2017 and 2018 to be submitted by 15 June 2019.

 

Institutional Arrangement:

The Technical Expert will report to and seek approval and/or acceptance of outputs/deliverables from the Head of Sustainable and Resilient Development of UNDP Country Office in Malaysia.

The Technical Expert is expected to liaise/interact/collaborate/meet with National Ozone Unit (NOU), Department of Environment Malaysia, Royal Custom Malaysia, etc.

 

Duration of the work:

The assignment will require 20 working days starting from 1 April to 31 July 2019.

 

Duty Station:

The technical expert will be home-based with meetings with NOU, Royal Custom Malaysia, etc. in Kuala Lumpur and Putrajaya. Any travel outside Kuala Lumpur, if any, will be paid separately as per UNDP rules, upon approval of official travel by UNDP.

  • Good understanding of Montreal Protocol policies and procedures particularly, as relates to HPMP verification, monitoring and reporting of HCFC consumption  required for sectoral projects;
  • At least 5 years of experience in monitoring and verification activities of sectoral projects, preferably UN funded projects;
  • Good understanding of national regulations and procedures relating to import-export of Ozone Depleting Substances (ODS), industrial policies particularly relating to RAC and foam industries and SMEs.

  • Completed Letter of Confirmation of Interest and Availability (Annex 1) provided by UNDP;
  • Technical Proposal on how your qualifications, experience and list of track records can lead to successful deliverables of this assignment within the required timeframe, and provide a methodology and approach on how you will approach and conduct the assignments;
  • Financial Proposal (Annex 2) should specify unit price (daily professional fee in USD), travel and relevant costs using the financial proposal template in Annex II.
  • Personal CV including areas of expertise and past experiences in similar projects and at least three (3) references.

 

Criteria for selection of the best offer:

The award of the contract will be made to the Individual Expert who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  1. The technical proposal including educational background and experience on similar assignments will be weighted a max. of 70%; and
  2. The financial proposal will weigh as 30% of the total scoring.
