China has become a major emerging player in global governance, able to share its valuable experience with the international community. China takes a proactive role in shaping new initiatives which complement existing global governance mechanisms. For instance, the Belt and Road Initiative (BRI) has been growing steadily; the Asian Infrastructure Investment Bank (AIIB) started operation in January 2016 and the BRICS New Development Bank (NDB) approved its first loans in 2015.

Since the launch of UNDP China Global Governance Initiative in 2012, UNDP China has become a key partner of the Government of China in international development cooperation and the implementation of the 2030 Agenda for Sustainable Development. UNDP is recognized as a bridge between China and the world –in terms of promoting the sustainable development context, as a channel for international development assistance, and as a partner in South-South cooperation. Moreover, the Chinese government counterparts have chosen UNDP as a partner for advising on development cooperation and integrated development approaches in line with the SDGs. 

On the margins of the 71st UN General Assembly session in September 2016, UNDP and the government of China signed a Memorandum of Understanding (MoU) on cooperation on the BRI. This was followed by an Action Plan signed in May 2017 during the first Belt and Road Forum. In the meantime, the China Development Bank (CDB) was designated as an implementing partner of the Action Plan and a Joint Statement from May 2017 formalized this cooperation. This strategic partnership highlights UNDP’s firm commitment to facilitating sustainable development across BRI partner countries and putting the 2030 Agenda into action. In the list of deliverables of the 2nd BRI forum, the China Development Bank was authorized to create a Belt and Road Innovation and Development Center, which UNDP China will suggest.  

To support the work under this portfolio, the office is looking for a Senior Analyst on Renewable Energy to help the UNDP China CO’s conducting evidence-based research under the global governance initiative and the Belt and Road programme.

Deberes y responsabilidades

Under the guidance of the Team Leader and the Senior Policy Advisor of the BRI for Sustainable Development Team, the Senior Analyst is responsible for supporting the team in drafting and producing innovative research and analysis on Renewable Energy and Power Grids - with focus on the BRI and Agenda 2030 and low carbon development. He/she is expected to:

 

Provide evidence-based analysis on Renewable Energy and Power Grids for low carbon development and provide concrete suggestions for policy support on the synergies between BRI and Agenda 2030 in this area.

  • Provide a draft a section on this topic in the flagship UNDP – CCIEE 2019 Global Governance Report, relying on analysis of quantitative and qualitative data in China and globally. Help strengthen the overall analysis of the 2019 Global Governance Report focus on low-carbon development in the context of the BRI linking the renewable energies and power grid connection analysis to the implementation of Agenda 2030 and human development progress.
  • Analysis of renewable energies’ efficiency in terms of energy production and supply as well as potential in terms of long-term costs and benefits; notably, rate of energy conversion, impact on environment including low-carbon footprint, losses in transportation, energy conversion and storage, efficiency in energy storage, variability and intermittency of supply.
  • Analyze the costs and benefits of connecting national and regional electricity grids and markets in terms of infrastructure, trading and the need to strengthen the pricing and governance mechanisms in the connected electricity market.
    • Link the analysis to the context of China and the BRI partner countries energy infrastructure needs.
  • Provide innovative insights and thinking on the potential of the BRI as an engine for low-carbon development globally in the energy sector and power grid connection, noting the key challenges.
  • Highlight the key gaps in terms of capacity, both human and regulatory, in renewable energies and power grid connection in the context of the BRI, and provide recommendations on how the BRI could overcome the challenges and address the gaps identified.

  • Excellent skills in research and both qualitative and quantitative methodologies;
  • Excellent writing and communication skills, with an ability to synthesize relevant data and findings to prepare high quality analysis;
  • Ability to work under tight deadlines, openness to receive/incorporate feedback.

Habilidades y experiencia requeridas

Education

  • Master’s Degree or preferably Doctor’s Degree in Environmental Science, Engineer Science or related disciplines.

Experience

  • At least 8-10 years of relevant experience at the international level in providing policy support and hands-on experience in policy making, research and high-level analysis. 
  • Strong knowledge of energy infrastructure issues, including renewables and low-carbon technology.
  • Thorough understanding of the electricity market and power grid-related issues.
  • Strong knowledge of low-carbon development challenges in the context of developing countries with focus on technology transfer, finance, trade, investments and capacity building
  • Knowledge of China, politically and economically as well as the Belt and Road Initiative;
  • carbon trading schemes, technology transfer and capacity building.

Language

  • Excellent skills in both written and spoken English required; understanding in written Chinese would be an asset

Evaluation Criteria

  • The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions.  Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

  • Technical evaluation - 70%; (includes 20% of Job Related Technical Expertise; 25% of Relevant working experience; 25% of Methodology & Approach to Assignment)
  • Financial Evaluation - 30%.
