Background

The Millennium Development Goals were derived from the Millennium Declaration adopted by the Heads of State at the United Nations Millennium Summit, held in September 2000, representing 189 countries. The UN Millennium Campaign is an inter-agency initiative hosted by UNDP, which encourages and supports citizens' efforts to hold their governments to account for the achievement of the Millennium Development Goals (MDGs). The Campaign’s Asia regional team works with citizens across six key constituencies - civil society organizations, parliamentarians, local authorities, youth, media and the private sector. The Campaign focuses it work on MDGs 1-7 primarily in India, Philippines, Pakistan, Bangladesh, Nepal and India with possible extension to Cambodia, Pacific island country and region of China.

Based in UN Millennium Campaign, Asia Regional Office in Bangkok, the Programme Officer will report to the Deputy Director / Head of Asia.

Duties and Responsibilities

Under the overall guidance and supervision of Deputy Director/Head of Asia, the Asia Programme Officer will ensure delivery of the overall programmatic & campaigning strategy and media & communication work in consistent with the operational plan of the UN Millennium Campaign Asia in 2009. The Programme Officer will also work in close collaboration with the National Campaign and Advocacy Specialists in terms of media communications related to the programmatic work of the Campaign, global communication team, national coordinators as well as the partnership with key constituencies of the Campaign with broad key areas as follows:

Contribute to and ensure timely implementation of the Local Authority strategy, Parliamentarian and civil society strategy

  • Contribute to the Local Authorities, civil society and parliamentarian strategy;
  • Coordinate all Asian efforts (regional and national) with Local Authorities, civil society and parliamentarian constituencies;
  • Prepare briefing and strategy papers on the various actors, events to ensure outreach at the regional and national level and maximum MDGs visibility;
  • Ensure key partnership are established with relevant actors;
  • Participate in meetings and mission as requested.

Contribute to and ensure timely implementation of the fund raising strategy, draft proposals and reports of national and regional activities for the different donors.

Expanding the Campaign’s strategic communications’ partnerships

  • Develops Regional specific Communications and Media strategies (including media analysis) to guide the national and regional partners in developing their communications strategy via policy oriented campaigns for the achievement of the MDGs in Asia Pacific;
  • Tracks key opportunistic media related events and methodologies for influencing policy change for the achievement of the MDGs in Asia Pacific;
  • Oversees dissemination of existing communications products;
  • Explores and broker partner opportunities to collaborate on producing effective, creative and relevant communications products for dissemination to a regional and global audience;
  • Brokers long-term partnerships with traditional and non-traditional media for ongoing dissemination of Campaign messaging and actions;
  • Outreach to celebrity and high-profile partners as support for Campaigns communications and advocacy initiatives;
  • Support the Campaigns Press and media function and outreach.

Uses his or her extensive regional press and media contacts and sound PR judgment to secure coverage of MDG related stories and Millennium Campaign specific initiatives and key personnel.

  • Strategic placement of Op-Eds and story pitches to coincide with International Development/MDG related meetings, events, mobilizations and other initiatives;
  • Create and maintain a comprehensive regional press and media database;
  • Draft press releases when relevant;
  • Develop a sustainable system for measuring and tracking the effectiveness of these communications efforts;
  • Contribute to development of communications strategy.

Substantive input to strategic communication approaches relevant to scope of work

  • Consistent feedback on efficiency of strategy relevant to scope of work;
  • Create promotional and communication materials to support specific events, actions and initiatives;
  • Develop and create promotional and communication materials as and when needed, overseen by Deputy Director/ Head of Asia;
  • Write draft copy;
  • Liaise with designers;
  • Oversee print and production process.

Required Skills and Experience

Education:

  • Masters degree required, degree in international development studies or related discipline

Experience:

  • Minimum 5 years related experience in a reputable multilateral or non-governmental development organisation in Asia
  • Some relevant experience in strategic Communications and media relations
  • Good understanding of the MDGs and their progress in the region

Language:

  • Fluency in English, knowledge of other UN language is an asset.
