Background

The joint EC-UNDP project Preventing, Fighting and Addressing the Social Consequences of Trafficking in Human Beings in the Republic of Belarus” launches in June 2009. It will address Trafficking in Human Beings (THB) in an integrated manner, covering prevention of THB, prosecution of those who facilitate or commit the crime and protection of victims. To be effective in preventing THB, the project focuses on socio-economic differences that drive people to move to other countries in search of a better future.  
 
The project aims to enhance national capacities in fighting THB with preventive measures and better protection and rehabilitation of victims of trafficking. In particular, the project aims to improve coordination and information-sharing among responsible agencies and NGOs; to scale-up advocacy, training and awareness-raising campaigns geared at various target groups; to develop victim protection and reintegration programmes based on best international experience, and to enhance the capacity of rehabilitation centers, NGOs and local centers for social assistance to provide prevention services. The project will also contribute to generating part-time and long-term employment for women and young people.

Duties and Responsibilities

In close coordination with, and under the supervision of, the Project Manager, he/she is responsible for liaison with the UNDP and donors, as well as project reporting, financial and administrative matters. The Administrative and Finance Assistant will fulfil the following duties:
  • Prepare project progress reports, as well as any other reports requested by UNDP and the National Implementing Partner;
  • Provide financial monitoring over project commitments and expenditures, assist in assuring proper project delivery;
  • Prepare payment documents, compose financial reports, maintain project’s disbursement log;
  • Draft project budget revisions;
  • Organize and coordinate the procurement of services and goods under the project;
  • Liaise with UNDP, international project partners, and donors to provide timely updates on project development and ensure that donors’ co-financing contributions are provided within the agreed terms;
  • Prepare necessary documents to ensure proper operational and financial completion of the project;
  • Provide general administrative support to ensure the smooth running of the project management unit;
  • Assist the Project Manager and local consultants in conducting different activities within the project (training, seminars, procurement of tickets, rent of premises, arrangements of study tours, etc.);
  • Keep files with project documents and expert reports;
  • Control the usage of non expendable equipment (record keeping, drawing up regular inventories);
  • Draft correspondence and documents; finalize correspondence of administrative nature; edit reports and other documents for correctness of form and content;
  • Take part in the preparation of the mid-year and final project report according to the established procedure for evaluation of international technical assistance projects as approved by the Cabinet of Ministers of Belarus as well as progress reports requested by the UNDP;
  • Undertake any other duties in connection with project activities to ensure effective implementation of the project, within his/her competence as Project Assistant.

Competencies

  • Specialisation in legislation activities is desirable;
  • Knowledge of international HR principles would be an asset.

Required Skills and Experience

  • University degree in economics, management, or related area;
  • At least 2 years experience of administrative and financial work, preferably in international projects;
  • Proficiency in English and Russian;
  • Excellent computer literacy;
  • Outstanding time-management, organizational and inter-personal skills.
