Background

The overall purpose of UN reform is to harmonize and align in order to more efficiently and effectively deliver results in support of national priorities. Working and delivering as one, the UN can have a far greater impact on the development and humanitarian challenges that face the country, avoiding the fragmentation and duplication of efforts seen in the past. The objective of the ‘One UN-Delivering as One’ pilot is to improve the impact, coherence, efficiency and positioning of the UN system in to enable it to better help meet the MDGs and Vision 2020. 

As part of the reform process in , the One Programme document was developed and signed by the Government and the UN Agencies in November 2007.

In order to assist the UNCT and the UNDAF Theme Groups in setting up a Monitoring and Evaluation (M&E) framework both for the ‘One UN-Delivering as One’ process as for the M&E of the One Programme, the UNCT is seeking the services of an M&E Advisor that will be based in the Office of the Resident Coordinator.

Management mechanisms and monitoring and evaluation systems are currently based on Agency specific guidelines and rules. Within the UN reform process, there is an urgent need to develop a system to measure the added value in terms of enhanced development impact of the One Programme. It requires the UN to think out of the box and develop systems, adapted to measure the efficiency and effectiveness of the new programming modalities such as One Programme. Adequate monitoring also allows us to make adjustments when needed along the new and challenging road of UN reform ahead of us. 

Duties and Responsibilities

Under the direct supervision of the Resident Coordinator the main duties and responsibilities of the M&E Advisor would be on the one hand linked to 'Monitoring and Data management" and on the other hand ‘Evaluation’:

  • Support the RC and the UNCT in the implementation and monitoring of the UN Development Assistance Framework (UNDAF) and the One Programme;
  • Assist the RC and UNCT, in close consultation with relevant Government counterparts, in the preparatory process of the UNDAF Mid Term Review;
  • Assist the RC in the finalization of the UNDAF M&E calendar;
  • Facilitate the functioning of the M&E working group including representatives of all agencies/ theme groups to ensure common understanding and coherent implementation of the M&E system;
  • Review and finalize the UNDAF Results M&E Matrices including assisting results theme groups to refine and improve or develop performance indicators, set baselines and targets at output and outcome level;
  • Work with relevant Government Bodies in support of the national performance assessment framework, to ensure that UN system is aligned with national monitoring and reporting systems; 
  • Support capacity development of national M&E systems and assess possible ways of facilitating a transition towards the integration of national systems by UNCT;
  • Develop a monitoring and evaluation system to assess the relevance, strategic focus, and implementation progress of the One Programme, which is complementary in nature to the M&E system of the participating agencies, to track the results of working closer together – in terms of efficiency gains and enhanced development impact;
  • Assist the RCO and to collaborate with UNDP (acting as the Administrative Agent of the One Fund) as appropriate, to conceptualize and consolidate progress reports, and to support compilation and dissemination of mandatory One UN progress reports, including the Annual Reports;
  • Assist the RC and the UN Communications Group in the timely preparation and dissemination of other results-oriented reports, as well as briefing documents and other publications relating to the One Plan implementation in the country.

  • Proven ability to work in a team, develop synergies and establish effective working relations within the RCO, with persons of different UN Agencies, government counterparts, donors and NGOs;  
  • Ability to establish priorities and to plan, coordinate and monitor own work plan and those with her/him;  
  • Ability to handle effectively multiple tasks without compromising quality, team spirit and positive working relationships;  

Required Skills and Experience

Education :

  • Master’s Degree in Social Sciences or related field;

Experience :

  • At least seven years of professional development related work experience at the national or international level. Experience must primarily relate to senior levels of programme management or the management of complex national level M&E frameworks and/or strategic plans; 
  • Understanding of Results Based Management (RBM) principles; 
  • Good knowledge of UN system, procedures and operational activities for development. Previous experience in UNDAF development is considered as plus;

Language  requirements :

  • Proficiency in English and/or French with working knowledge of other language
