Background

UNIFEM Project Office in Sarajevo is seeking to hire a consultant who will conduct a mapping study to support development of a project document entitled “Engaging Men and Boys in Ending Violence against Women and Girls”.

With this project UNIFEM aims at supporting initiatives that contribute to meeting the commitments and implementing strategies to end violence against women and girls, as formulated in relevant governmental documents (Gender Action Plan, national level Strategy on Preventing and Combating Family Violence and similar entity-level regulations). The intended project is also contributing to recently adopted UNDAF (2010-2014), in particular to its Outcome 4 on Human Security and the UNIFEM Sub-regional Strategy for (2008-2011) Outcomes 5 (Gender equality experts, advocates and their organizations or networks effectively advance the implementation of gender equality dimensions in national laws, policies and strategies) and Outcome 8 (Increased number of relevant and effective models of community-level initiatives for advancing women’s human rights and eliminating gender inequality, with focus on addressing violence). The project results should also contribute to supporting the UN Secretary-General’s campaign, UNiTE to End Violence against Women (2008-2015), which is a multi-year effort aimed at preventing and eliminating violence against women and girls in all parts of the world. The campaign calls on governments, civil society, women’s organizations, young people, men, the private sector, the media and the entire UN system to join forces in addressing the global pandemic of violence against women and girls. Through the second phase of its public awareness and advocacy initiative Say NO to Violence against Women (to be launched in September 2009), UNIFEM will also spearhead actions to meet the objectives of the Secretary General’s campaign.

Engagement of men and boys in EVAW includes at least the following issues: addressing the responsibility of men as perpetrators of gender based violence, mobilizing men’s and boy’s potential and influence to reject VAWG, partnering with men to respond to VAWG, focusing on men’s roles in the family as partners and parents, rejecting rigid stereotypes of masculinity.

 

Duties and Responsibilities

Under overall guidance of UNIFEM’s Sarajevo Project Manager and UNIFEM’s SRO Adviser/ Project Manager on EVAW the consultant is expected to conduct a study geographically covering Bosnia and Herzegovina aimed at:

a) mapping the existing commitments specific to engaging men and boys in ending violence against women and girls in terms of:

  • commitments formulated in the existing governmental policy frameworks (national, entity and cantonal level)
  • commitments translated into the existing mandates of relevant public institutions to support/ implement actions to engage men and boys in ending VAWG (national, entity and cantonal level)
  • commitments through allocation of public funds to support strategies/ actions to engage men and boys in EVAW (national, entity and cantonal level)

b) mapping civil society organizations, in particular women’s NGOs that have worked or are currently working on implementing activities to engage men and boys in ending VAWG and results they have achieved
c) mapping other relevant activities and their results conducted by other types of organizations or institutions, including those at a local/ municipal level
d) based on the information received and analyzed, summarize examples of good practice that can be up-scaled or replicated

Required Skills and Experience

  • Advanced University degree in sociology, political science or related disciplines
  • At least 5 years experience working on issues related to EVAW, preferably in research related to EVAW and/ or gender equality issues
  • Excellent English, writing and speaking and fluency in official languages of Bosnia and Herzegovina
