Background

Under the overall supervision of the UNIFEM Regional Program Director (RPD) for North Africa Program, the Country Program Coordinator is responsible for program management and office administrative activities in Tunisia and participates in all aspects of UNIFEM activities from program development, management of operational projects and initiation of new projects.
The Country Program Coordinator undertakes strategic planning and identifies new program areas while ensuring consistency with UNDAF/SRS priorities and creative responses to emerging challenges and opportunities.
 
The Country Program Coordinator works in close collaboration with the  North Africa sub-regional Office Program Management Specialist and Operations & Finance team, Resident Coordinator Office and Program staff in other UN Agencies in Tunisia, UNIFEM HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNIFEM program.

Duties and Responsibilities

  • Provide strategic advice to RPD regarding national level integration of UNIFEM program into socio economic development process through monitoring policy changes, conducting regular field visits, and preparing situational analysis reports that serve as the basis for the program formulation of UNIFEM in Tunisia.
  • Provide top quality policy advice services to government, civil society and facilitate knowledge building and management
  • Manage a portfolio on on-going projects in Tunisia through technical monitoring and administrative and financial supervision.
  • Review and appraise proposals submitted to UNIFEM North Africa Office from Tunisia to ensure that they meet UNIFEM’s business plan requirements and provide capacity building support to counterparts in project formulation.
  • Establish and maintain consultation with governments implementing agencies, women’s’ organizations and multi/bilateral donors.
  • Formulation of quality project proposals in strategic area for UNIFEM’s intervention, setting models for achieving aspired results according to clear monitoring and evaluation systems.
  • Follow up on resource mobilization activities for fund raising for new projects in coordination with the Regional Program Director.
  • Prepare analytical and regular progress reports on UNIFEM’s program experiences to donors, UNIFEM NY, and the RC system.
  • Designing/implementing required research for formulating appropriate interventions, preparing TOR, identifying consultants, and giving them appropriate guidance for project identification, formulation, monitoring, and evaluation missions.
  • Liaise with executing agencies on the management of UNIFEM projects.
  • Contribute to program/project appraisal and evaluation according to results-based management requirements.
  • Take part in country level CCA/UNDAF processes and similar exercises related to the RC system ensuring that gender concerns are clearly reflected and mainstreamed in process.

The key results have an impact on the overall success of the UNIFEM program in Tunisia and reaching UNDAF/ SRS goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Education:

  • Master's Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:

  • 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization, national governments and civil society.
  • Excellent knowledge of gender and women's empowerment issues in the country.

Language Requirements:

  • Fluency in French, Arabic and English.
