Background

Over the past few years, the United Nations Development Fund for Women has been supporting government and non-governmental organizations in Macedonia in advancing women’s rights and promoting gender equality. One of UNIFEM priority areas of work in the country is to support the incorporation of gender equality considerations in policy-making and budgetary processes at both national and local level. Work in this area has taken place in the framework of a sub-regional programme on Gender Responsive Budgeting in South East Europe, initiated in late 2006. The Programme in FYR Macedonia aims at establishing understanding, capacity and commitment for integration of gender in budgetary processes and improving civil society capacity to monitor government budget from a gender perspective.
 
UNIFEM work on gender responsive budgeting at the local level has been initiated in December 2008, and is implemented with financial support by the Embassy of the Kingdom of the Netherlands. Two municipalities, Tetovo and Bitola, are beingsupported in pilot initiatives, focused on identification of gender-related priorities and citizen needs, and reflecting them in local strategies and budgets, as well as developing mechanisms for tracking implementation from gender perspective. The two initiatives aim at development of local authorities’ capacities in planning and implementing policies and budgets that take into account gender issues and women’s particular needs. As a first step, a representative survey has been carried out to identify citizen’s needs in areas within the competencies of local government, and on citizens’ satisfaction with local government provided services, with emphasis on services that affect women. The survey has been carried out by local non-governmental organizations and covered 2,200 respondents in each municipality.
 
The survey has been completed in the period May-July 2009, using direct interviews (face to face) technique. The questionnaire was divided in 3 parts assessing: 1) are citizens satisfied with the services provided by the municipality; 2) are citizens’ aware of the possibilities to participate in and influence local decision-making 3) what is citizens’ vision for the future development of their municipality and their key priorities. The questionnaire also included a general component, where data on respondents’ sex, age, education, employment status, etc. has been collected. Initial analysis of the findings has been carried out by the local NGOs who implemented the survey. 
 
In order to conduct a more comprehensive and detailed analysis, UNIFEM is recruiting a local consultant/consultancy company. The analysis should serve as basis for advocating for more gender-sensitive formulation and implementation of local policies.

Duties and Responsibilities

Working under the overall supervision of the UNIFEM Project Manager in Skopje, the contractor will be responsible for the following:
 
a) Review and analyze the data obtained from the two surveys carried out in the municipalities of Tetovo and Bitola, on the basis of various cross-tabulations and frequencies which the contractor should produce. The analysis should provide in-depth insight about the responses of citizens according to their sex, location, age and other variables. The analysis should specifically aim at drawing out the gender differences and the particular needs, priorities and status of women and men, and women and men from different groups. To carry out the analysis, the contractor will have access to statistical database where survey data has been entered (separate data bases for each municipality)
 
b) Lead one-day training for selected non-governmental organizations on research methods and empirical analysis, utilizing the experiences and results of the above analysis.
 
Deliverables:
 
1) Outline of analytical report which would include all key questions to be analyzed (to be developed in close consultation with UNIFEM)
2) Two analytical reports (one per municipality) which includes visual (graphs and charts) as well as narrative description and interpretation of the survey results. The reports should be prepared in English language.
3) Agenda and training materials for the training.

Required Skills and Experience

  • Minimum 5 years of relevant professional experience
  • Recognized expertise and specialized knowledge in analyzing quantitative and qualitative research and public opinion polls
  • University degree in a relevant field (i.e. economics, management, social science) or Organizational capability and qualifications of staff
  • Experience in delivering trainings and adult learning methodologies
  • Familiarity with Macedonian policy making systems and processes
  • Excellent oral and written communication skills in English
  • Familiarity with gender mainstreaming concepts and issues is an asset
