Background

GAP RDA is implementing the “Utilization of Renewable Energy Resources and increasing Energy Efficiency in Southeast Anatolia Region Project (PHASE 1)” (hereinafter the “Project”) with the technical assistance of UNDP. The Project is funded by the Government of Turkey.

The overall objective, towards which the Project will contribute, is to improve the competitiveness of the Southeast Anatolia Region in a sustainable and socially equitable manner. This overall objective reflects the vision of the Competitiveness Agenda for Southeast Anatolia Region, and serves as a reference point for all initiatives (i.e. projects and programmes) to be implemented within the scope of the Agenda. In line with the said overall objective, the Project at hand, aims at improving the capacity for better utilization of renewable energy resources and increasing the energy efficiency in the Southeast Anatolia Region.

The first phase of the project will be implemented between August 2009 and August 2010 (indicatively). Implementation of the second phase of the project is contingent upon approval of the Government of the outputs (i.e. feasibility studies) of the first phase. This decision will be made latest by October 2009, so that the budget for the second phase can be reflected in the Government’s investment programme.

The Project is expected to generate the following outputs:

Output 1: Renewable energy (RE) and energy efficiency (EE) investment and business potentials of the Region assessed and promoted nationally and internationally.
Output 2: Regional Renewable Energy (RE) and Energy Efficiency (EE) Strategy developed.
Output 3: International Networks for RE& EE Research accessed
Output 4: RE and EE Centre(s) Established (or improved).
Output 5: Pilot (Demonstrative) Investments on RE.
Output 6: Institutional Capacities strengthened.  

Duration and Place of Work
The services under these Terms of Reference is expected to start in September 2009 and delivered until August 2010 (12 months). The first service contract will cover the first 12 months. Although the present Project is expected to be completed by August 2010, the service contract may be extended until the end of 2012, depending on the progress and status of the present project and the projects, with which the project is associated. 
The incumbent will work on a part-time basis (50%). Place of work is Sanliurfa, Turkey.

Reporting
The incumbent will work under the supervision of the Programme Specialist, reporting on a daily basis. The Programme Specialist, GAP RDA Focal Point (to be assigned and seconded by the GAP RDA) and the incumbent will agree on an annual work plan, which will be updated on a revolving basis every month to correspond to the emerging needs of the Project. The incumbent will provide monthly progress reports, which will be the basis of the monthly payments and annual performance evaluations.

Duties and Responsibilities

Summary of Key Functions

  • Implementation of project-level strategies.
  • Consultancy to the GAP RDA management on emergent issues regarding the implementation of the Project.
  • Ensures implementation of project-level strategies, focusing on achievement of the following results
  • Analysis of the national RE and EE strategies and policies and preparation of substantive inputs for incorporation of such strategies and policies into the project plans, reports, and other documents, as required,
  • In collaboration with the GAP RDA and UNDP, identification short-term consultancy needs for realization of the specific assignments within the Project, 
  • Oversight on the short-term consultants and teams of consultants to be mobilized within the scope of the Project with a view to ensure that the deliverables meet the quality criteria,
  • Analytical review of all project outputs (i.e. technical reports of specific assignments within the CASAR) and provision of inputs for the finalization of these reports,
  • Development of certain project outputs, as per the approved Project work plan, and as required.
  • Consultancy, and technical and administrative support to the GAP RDA management on emergent issues regarding the implementation of the Project, focusing on achievement of the following results
  • Support to development and execution of strategies and/or solutions for the emergent needs of the GAP RDA and UNDP, ensuring smooth continuation of project activities,
  • Provision of substantive inputs for and/or preparation of background reports, presentations to be used by GAP RDA and/or UNDP during business brokerage activities, seminars, conferences, study visits etc. 

Impact of Results

  • The key results have an impact on the overall success of the Project. In particular, the key results have an impact on the design, operation and programming of activities within the Project.

Required Skills and Experience

Education

  • Master’s Degree or equivalent in Engineering.
  • Asset: advanced degrees

Professional Experience

  • Preferably 15 years of professional experience, a minimum of 9 years of general professional experience is a must (internships, paid internships, and obligatory military service are not considered professional experience) 
  • Asset: Minimum 5 years of international and/or national civil and/or academic service

Specific Experience

  • Preferably 10 years (minimum 5 years) of specific professional experience in renewable energy sector, (asset: specific experience in at least two international projects)
  • Preferably 5 years (minimum 3 years) of professional experience in management of multi-disciplinary teams, and relevant experience at the national or international level in providing management and advisory services 
  • Preferably strong academic experience (i.e. fundamental and/or applied RE/EE Research).
  • Preferably experience in Southeast Anatolia Region

Other Requirements

  • Fluency in English and Turkish
  • Advanced computer skills (i.e. word processors and spreadsheets)

  • Prince 2 or equivalent project management certification
