Background

The Chernobyl/ICRIN regional project will have a profound impact on the people living in Chernobyl-affected territories in Belarus, the Russian Federation and Ukraine through meeting the priority information needs of affected communities. This goal will be achieved through the introduction of a sustainable response mechanism that will link the information needs (in health, environment and socio-economic spheres) of Chernobyl-affected populations with corresponding internationally-recognized, objective scientific knowledge, adapted to be understandable to information consumers. The capacity of regional authorities, media and community leaders to deliver information to local people will be built. The capacity of local population to effectively search for information they need, including through the use of ICT, will be developed. Improved access to information will help people live safely and productively in the affected territories and enable them to take action to implement community-driven recovery initiatives that will tackle their priority needs.

Duties and Responsibilities

The incumbent will be based in Minsk, Belarus. He/she will work remotely and will be responsible for proper provision of information, communication and web-management services, including maintaining www.chernobyl.info and further developing its contents.
The incumbent will cooperate with communication specialists of UNDP, the Chernobyl/ICRIN Project in Russia and Ukraine, the local communities, media. 
 
The selected National consultant shall:
  • Promote and explain the Chernobyl/ICRIN Project information on local, regional, national and international levels;
  • Perform writing and editing of information materials on the Chernobyl/ICRIN Project subjects;
  • Prepare Project press-releases, reports on PR, media and communication activities;
  • Closely cooperate with communication specialists of UNDP and the Chernobyl/ICRIN Project in Russia and Ukraine, communicate with partners of the project web-site and organizations involved in managing the Chernobyl disaster for proper and timely coverage of the Chernobyl-related issues;
  • Maintain regular contacts with communities, the local, regional, national and international media;
  • Arrange and cover press-conferences and presentations for issuing backgrounders for the distribution to interested media;
  • Visit regularly the project territories and sites to keep abreast of activities;
  • Maintain and develop contents for interactive website www. chernobyl.info, including writing, reviewing, updating, generation, analyzing, collating, editing and dissemination of information and knowledge-based resources.
  • Ensure immediate posting of all urgent materials: media advisory, messages/statements, press releases, digests, newsletters, tenders, and vacancies.
  • Prepare all posting documents in html format, selects pictures and prepare them in Photoshop;
  • Post publications in PDF format and photos in JPG;
  • Work on further development of accessible design for the website. This includes maintaining and further developing an appealing and user-friendly visual design for static and dynamic parts of the website, as well as collection and selection of images; 
  • Promote a diverse dialogue on the Chernobyl disaster using the web tools, including the forum, photos, videos, and news feeds;
  • Prepares and posts banners (in JPG);
  • Analyze web traffic statistics for purposes of developing strategy for increasing traffic to the website;
  • Maintain regular contacts with communities, the local, regional, national and international media;
  • Maintain contacts with a corresponding web designing/hosting company.
The National Consultant will report to Assistant Resident Representative (Programme).

Competencies

  • Knowledge and demonstrated proficiency of computer systems and their applications including in MS Office applications, multimedia content, digital photography, web-based technologies;
  • Outstanding editing and writing skills;
  • Excellent communication skills;
  • Ability to use Flash, Photoshop and Dreamweaver;
  • Capacity to plan, prioritize and deliver tasks on time.

Required Skills and Experience

  • University degree in Journalism or Computer/web Technology is an asset;
  • At least 2-3 years of experience in content editing of websites or portals and websites or portals maintaining and management with proved professional records;
  • Experience and/or knowledge in the field of minimizing consequences of the Chernobyl disaster and/or related fields is desirable;
  • Fluency in English and Russian is a must;
  • Fluency in German is an asset.
