Background

The UNDP Somalia Rule of Law and Security Programme (ROLS) is comprised of 5 components that are programmatically and operationally linked. The project components are: judiciary, law enforcement, human rights and gender, Demobilization, Disarmament & reintegration (DDR) / Armed Violence Reduction (AVR) and mine action.

The DDR/AVR project in Somalia evolved from the DDR and small arms control project. It builds on lessons learned from countries such as Haiti, Colombia and El Salvador which demonstrated the interest of relying on communities and local authorities to address armed conflicts and reduce violence. The project intends to build confidence, stability and security through the involvement of State actors in a partnership with the community in order to reduce and prevent armed violence, creating favourable conditions for recovery and development. This is supporting the outcome 3 of the UNTP: “Improved security and protection under the law for all in Somalia”.

With the dual purpose to establish a knowledge management mechanism amongst a community of practitioner for Somalia and, establishing and maintain a specialised network of local organisation in community safety, to support the implementation of the UNDP Armed Violence Project, UNDP seek to recruit an information/liaison officer.

Duties and Responsibilities

Under the supervision of the DDR/AVR Project Manager, the information/liaison officer will undertake the following responsibilities:

  • Development and execution of the of the knowledge management strategy for the project, in view of building up the capacity of the community safety working group.
  • Develop and maintain the network of partners. Assess capacity and develop a capacity building work-plan.
  • Increase information sharing among CS practitioners through the monitoring of a an interactive web-based platform;
  • Improve communication and collaboration between project partners through web- based discussions;

Key Outputs:

  • Six monthly updates on UNDP project activities,
  • Two quarterly updates on community safety work-group;
  • Two quarterly reports on UNDP project growth;
  • Finalisation of two project specific articles per month to be posted on the UNDP Somalia website;
  • Knowledge Management Strategy
  • Expression of interest for UNDP ROLS programme
  • Development of Community Safety Work Group website structure and function in collaboration with UNDP communication
  • UNDP DDR/AVRP brochure
  • Information and reporting training modules for UNDP staff and counterpart
  • Mapping of community safety initiatives in Somalia and maintaining updates
  • DDR/AVR Project technical document
  • Mapping of AVR business process (i.e. establishment of the committee, by-laws, ect)
  • Organise two two-days partners meetings and prepare meeting report
  • Organise two quarterly workshops with Community Safety workgroup workshop report

Required Skills and Experience

  • International experience in post-conflict settings
  • Travel to Somalia and other locations outside of Kenya
  • Facility with Microsoft Office, Publisher, Outlook, audio and visual editing tools, and web based information sharing.
