Background

Under the overall guidance of the Director and the direct supervision of the Deputy Director of UNDP Tokyo Office, the Programme Management Specialist leads Programme Unit in strategic planning process and activities for Tokyo office. The main roles are to develop and maintain network with Japanese strategic partners including the government and aid agencies, and identify resource mobilization opportunities with Japan. The Programme Management Specialist, also as the focal point of MDGs, promotes the MDGs in Japan.

S/he heads and supervises Programme Unit and works in close collaboration with PR and Operations Units in the Tokyo Office in producing successful results.

Duties and Responsibilities

As a head of Programme Unit, ensures the strategic direction of UNDP – Japan partnership by focusing on achievement of the following :

  • Analyzes and reports on Japan’s ODA policy and programmes to identify possible linkages with UNDP’s priorities and strategies.
  • Prepares briefings, presentation materials, and other necessary information for the Director in terms of positioning UNDP as strategic partner for Japan’s ODA.
  • Arranges programmes and provides strategic information for UNDP senior officials missions, based on the latest analysis of Japan’s ODA as well as UNDP’s policy and strategy.
  • Documents UNDP/Japan partnership to strengthen the support of Japanese ODA policy makers and partners.
  • Develops and maintains network with Japanese strategic partners, particularly the government and aid agencies.
  • Participates in external meetings and conferences organized by UNDP, UN agencies, the government, CSOs and other organizations as required by the Director.
  • Engages proactively in the TICAD follow-up process and promotes the formulation of concrete collaborative projects. 
  • Promotes and monitors collaborations between UNDP and Japan International Cooperation Agency (JICA) as focal point of the MOU between the two organizations.

Ensures strategic resource mobilization support by focusing on achievement of the following :

  • Facilitates partnership development processes with the Government of Japan (GoJ), in accordance with UNDP priority areas of activities. Serves as liaison between GoJ and COs in coordination with the relevant HQs offices to identify and develop resource mobilization opportunities.
  • Advises the COs and the HQs on resource mobilization opportunities with Japan.
  • Arranges programmes and provides support to UNDP missions from HQs and COs.
  • Organizes briefing sessions for Japanese ODA partners.

Promotes MDGs in Japan in coordination with PR Units by achieving the following: 

  • As focal point of MDGs, promotes the MDGs in Japan. Produces and disseminates promotional materials and makes presentations to relevant and strategic partners.
  • Develops strategic partnerships with ODA agencies as well as any other relevant organizations in Japan.
  • Keeps abreast of global developments of the MDGs to provide relevant and timely knowledge services to Japanese ODA partners. Reports on MDGs-related situation in Japan.

Ensures strategic planning and efficient management by achieving the following:

  • Leads a strategic planning process for Tokyo Office. Organizes office retreats and formulates/updates Office’s Business Plan.
  • Promotes knowledge management and strengthens Office’s capacity of providing knowledge services.
  • Supervises one Programme Associate.

Impact of Results

The key results have an impact on the overall success of Tokyo Office’s programmes and reaching its goals. In particular, the key results have an impact on the development of strategic partnership as well as the identification of resource mobilization opportunities with Japan.

UNDP Certification Programmes PRINCE2 and PRM is an asset

Required Skills and Experience

Education: 

  • Master’s Degree in Development-related studies (e.g economics, sociology, political science, public administration or other relevant fields)

Experience: 

  • At least 7 years of working experience in a country office of UNDP or any other UN agency with a mix of core and non-core funding and programming modalities

Language Requirements: 

  • Full working knowledge of English and Japanese, including excellent writing skills
