Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

I. Organizational Context

Under the guidance and direct supervision of the Poverty Reduction Unit Head, the Programme Manager is responsible for the management of UNDP programme focusing on the achievement of MDG Goal 6 to combat HIV/AIDS, Malaria and other diseases by 2015. The programme Manager analyzes the political, social and economic trends and leads formulation, management and evaluation of programme activities within his/her portfolio, provides policy advices and services.

The Programme Manager works in close collaboration with the programme and operations teams, coordinates activities if the projects’ staff and working in close cooperation with national stakeholders from government and non government, bilateral and multilateral organizations, UNDP regional and headquarters to ensure the successful implementation of the programme.

 

Duties and Responsibilities

  • Implementation of programme strategies
  • Management of the CO programme
  • Creation of strategic partnerships and implementation of the resource mobilization strategy 
  • Provision of top quality policy advice services to the Government and  facilitation of knowledge building and management

1. Ensures implementation of  programme strategies focusing on achievement of the following results:

  • Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to UNDAF, CPD, CPAP and other documents.
  • Leads in the development of the Programme Documents providing details on the implementation of UNDP strategies.
  • Identification of areas for support and interventions within the health and HIV cluster with a view to link with the activities under the poverty reduction unit and the achievement of the MDGs.
  • Support in the country office business processes using results based management (RBM), ensures programme planning and finances are running smoothly, provides financial and budgetary analysis, undertakes results based monitoring and evaluation.
  • Support in fund management including the monitoring of cost-recovery preparation in Atlas for the services provided, implementation of the income tracking system and reporting, as well as participation in the projects’ audit, control on the follow up
  • Support capacity development of programme staff through training in programme oversight, quality assurance, implementation, monitoring and evaluation, performance assessments and informal performance reviews.

2. Ensures effective management of the CO programme within the health and HIV cluster areas focusing on quality control from formulation to implementation of the country programme to achieve the following results:

  • Effective application of RBM tools, establishment of management targets from the balanced scorecard (BSC) and monitoring the achievement of results.
  • Design and formulation of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.
  • Coordination of programme implementation with the executing agencies, performance indicators/ success criteria, targets and milestones.
  • Support in the project Initiation phase, presents to the appraisal committees, enters project into Atlas ERP system, finalization of contribution agreements; budget processes, closure of projects, approving POs and vouchers, participates in recruitment and evaluation processes for projects.
  • Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions, participation in audit of nationally implemented projects.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.

3. Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Development of partnerships with the UN Agencies, government institutions, bilateral and multilateral organizations, donors, private sector, civil society in the health and HIV field based on strategic goals of UNDP and in particular country needs and priorities.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects.
  • Providing external and internal analysis for assessing CO opportunities for resource mobilization including partner-specific intelligence and the competitive landscape; identification where the CO competency strengths overlap with partner/client needs
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies
  •  Development of a detailed Partnership and Resource Mobilization (PRM) strategy with planning tools to implement the strategy.
  • Negotiation, drafting and revision of agreements with donors. Monitoring of overall implementation of agreements.
  •  Development and implementation of a donor intelligence strategy (partners, needs and priorities, perception of UNDP by its current and potential future partners, and projection of UNDP’ added value and potential role) and opportunities for cost sharing.
  • Mobilize and network with the experts of international development partners, build and maintain excellent relations with partners to support the achievement of programme outcomes.

4.  Ensures provision of top quality advisory services and facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Production of knowledge-based products capturing knowledge of national, regional and global know-how in the health and HIV area.
  • Support to development of policies and institutions that will address the country problems and needs in collaboration with the Government and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme issues.
  • Lead the country office team for capacity enhancement and development effectiveness of country office staff covering corporate programming requirements, ATLAS skills, and other key management and assurance skills.
  • Act, within UNDP and outside knowledge sharing events, as resource person on UNDP programming, harmonization and alignment, financial management issues

Required Skills and Experience

V. Recruitment Qualifications

Education: 

  • Master’s Degree or equivalent in Public Health, Social Sciences, International Relations or related area.

Experience: 

  • At least 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects.
  • Relevant experience in Health, HIV, TB, Malaria and/or other communicable diseases;
  • Experience in collaborating with development partners and civil society;
  • Measurable experience in developing resource mobilizations strategies, proposals and experience in grants and/or fund management;
  • Proved collaborative, principled person, able to work in a team context;
  • Solid negotiation and diplomatic skills, cross-cultural, interpersonal and communication skills, ethics and confidentiality;
  • Good analytical skills and ability to interpret complex socio-cultural backgrounds as well as quickly obtain an overview of a variety of activities and approaches;
  • Knowledge of UN/UNDP policies, programming frameworks and procedures;
  • Knowledge of English, including excellent writing skills; and
  • Excellent command of MS Office applications (including Word, Excel, PowerPoint and MS Project) and handling web based management systems.
