Background

International migration is a topic that has moved to the center of national, regional and international development agendas. In 2005, the number of international migrants reached almost 191 million which was 3% of the world's population. Women and girls constituted 50% of the international migrants . Female migrants outnumbered male migrants in Europe, North America, Oceania, Latin America and the Caribbean.
Although there has been increasing interest and attention given to the migration of women over the last decade or so, gender issues are still generally not part of the mainstream in understanding the migration process or discussing their implications for migration policy. Consequently, there continues to be a need to explore ways to incorporate a gender perspective in the formulation of migration policy, the development of legislation and to discuss the gender implications of migration-related policies, laws and programs. There is also need to analyze current migration challenges and opportunities from a gender perspective.

Building on lessons learned from its    Regional Program on Empowering Migrant Women Workers in Asia-Pacific and Arab States  which has been operational since 2001,   UNIFEM will be  expanding its work on the rights of women migrant workers to other regions. It is recruiting a Global Migration Program Adviser to provide technical support to this effort.

Duties and Responsibilities

The Global Migration Advisor will report to the Deputy Director for Programme and will be responsible for the overall policy direction for advocacy and support in relation to women migrant workers rights with a particular focus on: 
Global Program Development and Implementation.

  • Provide strong and substantive leadership in conceptualizing and designing a rights-based global program on gender and migration based on key developments, innovative analysis and approaches within the context of the global economic and financial crisis.
  • Provide overall policy direction and technical guidance for UNIFEM including for global and regional programmes which can integrate migration.
  • Prepare a resource mobilization strategy to secure resources for UNIFEM's work in support of women migrant workers.
  •  Work in close consultation with other thematic advisors to develop cross thematic initiatives that ensure that analysis from a migration perspective informs UNIFEM's other areas of work.

Strategic Partnerships

  • Establish collaborative  partnerships with the UN Agencies, IFI's, government institutions, bi-lateral and multi-lateral donors, private sector, civil society based on strategic goals of UNIFEM  particularly in relation to gender and migration
  • Represent UNIFEM in migration in UN inter-agency and other high level international fora, as well as participation in specialist networks, and collaboration with research and academic institutions.
    Technical leadership and Knowledge Sharing
  • Monitor global and regional trends in policies, legal frameworks, and development agenda and frameworks concerning migration to assist in the identification and promotion of effective, gender-responsive strategies and interventions.
  • Assess  the need for and oversee development of resource materials that build skills and knowledge on advocating for and monitoring a gender equality and women's rights perspective in migration policies and programme.
  • Document trends, achievements and learning from programs and projects on gender and migration including those of UNIFEM and its partners.

Required Skills and Experience

Education:

  • Advanced university degree (masters or above), with a focus on Gender and Development  or other related fields.

Experience:

  • At least 10 years of experience within the UN system and/or comparable international or regional organizations
  • At least 7 years of direct experience in programmes on gender equality and women's rights in developing countries' contexts with evidence of a focus on migration and women migrant workers' rights.
  • Successful track record in programme management and evaluation related to economic security and rights
  • Proven advocacy, analytical and writing skills
  • Highly developed communication skills

Language Requirements:

  • Fluency in English required and preferably in at least one other UN language.
