Background

With support from the Swedish International Development Agency (SIDA), in November 2006, the United Nations Development Fund for Women (UNIFEM) commenced the programme, “Promoting Gender Equality in National Development Policies and Plans in Moldova”. The programme aims to promote gender equality as a prerequisite for rights-based sustainable development in the context of the MDGs, the Economic Growth, Poverty and Reduction Strategy (EGPRS) and the EU-Moldova Action Plan. This will be accomplished through enhancing national capacities in Moldova, and building the government’s capacity to meet its commitments to women’s human rights, responsive good governance and poverty alleviation.

Being in the final stage of the programme implementation, as was committed in the programme document, a final evaluation will be conducted.

In this regard UNIFEM is currently looking for International Evaluation Consultant.

Duties and Responsibilities

Under overall guidance from National Programme Officer of the UNIFEM CIS Sub-regional office international evaluation consultant is expected to deliver the following products/deliverables:
  • Inception report of the evaluation team, which includes the evaluation methodology and the timing of activities and deliverables;
  • Progress Report of the Field work;
  • Power Point presentation on preliminary findings, lessons learned, and recommendations.
  • Draft full report highlighting key evaluation findings and conclusions, lessons and recommendations.
  • Final evaluation report and five-page executive summary

Competencies

Technical/Functional:
  • Extensive knowledge and experience in evaluation and application of quantitative and qualitative methods.
  • A strong record in designing and leading evaluations.
  • Experience in gender analysis and human rights.
  • Familiarity with the European gender equality norms and standards, taking into consideration Moldova’s EU aspiration and its Neighborhood policy with the EU.
  • Experience in working with multi-stakeholders essential:  governments, CSOs, and the UN/multilateral/bilateral institutions.  Experience in participatory approach is an asset. Facilitation skills and ability to manage diversity of views in different cultural contexts.
  • Experience in capacity development essential.
  • Familiarity with the country covered by the programme is an asset.
  • Ability to produce well written reports demonstrating analytical ability and communication skill. Proven ability to undertake self-directed research.
  • Ability to work with the organization commissioning the evaluation and with other evaluation stakeholders to ensure that a high quality product is delivered on a timely basis.
  • Excellent writing skills, ability to write in a structured, lucid and concise manner, without losing the depth of the substance

Required Skills and Experience

  • Master’s degree or equivalent in social science or related field.
  • 10 years of working experience in evaluation, and at least 5 in evaluation of development programmes
  • Experience in evaluation of programs with budget over USD 1million.
  • 5 years of experience and background on gender equality and economic policy with understanding of gender responsive planning, budgeting and monitoring.
  • Fluent in English, knowledge of Russian or Romanian would be an asset.
