Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. Organizational Context

The Tsunami Recovery Waste Management Programme (TRWMP) commenced operation in March 2005 and is being executed by the United Nations Development Programme (UNDP) through the Aceh Emergency Response and Transitional Recovery (ERTR) Programme in partnership with the Rehabilitation and Reconstruction Agency (Badan Rehabilitasi dan Rekonstruksi - BRR) and is currently being implemented through partnership with local government sanitation departments in thirteen districts including Kota Banda Aceh, Aceh Barat, Nagan Raya, Pidie, Aceh Jaya, Aceh Besar, Nias and Nias Selatan, Lhokseumawe, Aceh Utara, Bireuen, Sabang, and Simeulue.
 
The TRWMP for Phase III which will extend the Programme up to December 2010. The TRWMP extension has been designed to achieve the following results:

1) To provide government with financial and technical support to continue to build capacity, clear residual tsunami waste in   rural areas, complete the development of sustainable municipal waste management systems and expand the geographic coverage to other districts in Aceh.

2) To promote waste management livelihoods so that the economic benefits from recycling are derived in NAD-Nias and minimise the waste volume going to landfills.

3) The detailed evaluation, design and construction supervision of permanent district landfills, including a regional sanitary landfill facility for KBA/ Aceh Besar, with BRR to provide funds for construction.

4) Effective and efficient management, monitoring and oversight of the overall programme on behalf of the MDF donor partners.

Under the management and guidance of the Head of the Crisis Prevention and Recovery Unit, the Chief Technical Specialist  will provide advice and technical assistance to the Team Leader in leading the TRWMP Project Implementation Team (PIT), UNDP, local government sanitation departments, NGOs and partner agencies, private sector SMEs, stakeholders and the community in the recovery of earthquake and tsunami waste, clearance and restoration of tsunami impacted agricultural land, capacity building of local government sanitation departments and development of solid waste management systems, design and construction of interim and permanent sanitary landfills, public awareness campaigns and the development of private sector waste management related livelihoods activities.

Duties and Responsibilities

Summary of Key Functions:

The Chief Technical Specialist through the detailed tasks described below, will be responsible to support the Team Leader and PIT in ensuring the overall efficient and effective implementation of the UNDP Tsunami Recovery Waste Management Programme, and through this, the successful establishment of sustainable solid waste management systems and infrastructure across thirteen districts of Aceh and Nias.

Planning and Implementation

Function 1 :
Provide advice and  technical assistance to the UNDP TRWMP Project Implementation Team, comprising over 25 national staff stationed at four field offices across thirteen districts, and lead the short term international and national experts, and international and national consultancy teams to ensure the adequate provision of technical assistance for overall TRWMP components;

  • Advice and assist the PIT in staffing plans, recruitment process of staff and consultants, undertake training needs assessments, and facilitate the delivery of training programmes and facilitate staff development;

Function 2:

  • In coordination with UNDP – CPRU provide advice and assist in monitoring the project budget In conjunction with CPRU, assist the planning processand management of the Programme budget worth USD 40 million;
  • Assist UNDP-CPRU in identifying potential additional funding and support through the international donors and GoI agencies;

Function 3 :

Provide Advice and assist project operational matters related to the implementation of UNDP-TRWMP, in collaboration with the UNDP Jakarta – CPRU.

  • Provide advice and technical assistance to the PIT for the preparation of tender documents, procurement and manage contracts for goods and services. Individual contract values will be in excess of US$ 1 million;
  • Investigate and develop strategies for incorporation of Clean Development Mechanism (CDM) technologies in Programme interventions;
  • Continue to develop the framework for creation of private sector sustainable waste management livelihoods to be implemented through the third round of the WM Livelihoods project;
  • Assist the PIT in managing  the WM Livelihoods III consultants and provide technical assistance in  reports and outputs review process;
  • Advise on available landfill and disposal sites and their rehabilitation or design/ construction;
  • Advise on the location of AMDAL studies, design, and draft tender documents for 12 permanent landfills in Aceh and Nias;
  • Review and provide technical assistance on EIAs, concept studies, feasibility reports, detailed engineering designs, transport studies, and all other documentation for development of landfill infrastructure;
  • Assist in establishing the Regional Landfill management agency (Badan), and support capacity building and development of the management agency through the first year of operation;
  • Set up and assist in running workshops for local government and partner agency staff in close coordination with the PIT;
  • Advise and provide technical assistance in approach strategy development of workshop, training packages, and on-site support to local government Sanitation Departments in preparing Annual Work Plans (AWPs) and Annual Budget applications (APBD/N);
  • Other tasks as required.

Monitoring and Progress Control

  1. Provide advice for the PIT in preparing programme work plans, and manage the consultancy team in providing technical assistance to PIT in order to ensure the effective implementation activities and achievement of programme outputs;
  2. Liaise with local authorities and civil society in Banda Aceh, Aceh Province, and Nias then  provide recommendation to efficiently implement the TRWMP and identify waste management priorities;
  3. Provide guidance and advice to PIT, UNDP, implementing partners (principally government Sanitation Departments), engineering consultants and contractors (heavy equipment and construction engineer consultants) and local authorities on improving the disposal of municipal & tsunami-generated waste;
  4. Provide advice in the development of disaster waste handling procedures and operational arrangements for disaster waste re-use/re-cycling and disposal;
  5. Ensure coordination and information sharing with other national and international humanitarian and development actors undertaking waste management activities;
  6. Participate in monitoring of TRWMP activities and based on results of monitoring, where necessary provide advice and suggest corrective measures to improve Programme implementation;
  7. Provide technical assistance and advice to implementing partners / contractors as necessary to enhance project delivery;

Reporting

  1. Prepare regular quarterly and annual reports for donors. Accompany donors on review missions and audits. Prepare other ad-hoc reports as required;
  2. Prepare concept and strategy guidance plans for UNDP for agency wide response to post conflict, post disaster recovery, clean-up, and development of sustainable solid waste management systems
  3. Produce guidelines, manuals and training documents for waste management, and landfill development and operation;

Impact of Results

Project implementation in line with the objectives of the project and UNDP rules, regulations and procedures is critical to ensure the achievement of project goals and their contribution to UNDP Country Programme outcomes. A client-oriented, professional and effective management approach also has impact on the image of UNDP Country Office.

Required Skills and Experience

Education: 

  • Master's Degree in environmental management, waste management, civil engineering, other relevant field, or acceptable combination of education and experience.

Experience: 

  • A minimum of 7 years relevant professional experience, with experience in environment, infrastructure and waste management preferably in developing countries and post-crisis contexts. 

Language Requirements: 

  • Fluency in English with excellent written communication skills, and strong experience writing reports. Fluency in Bahasa Indonesia would be a considerable advantage.
