Background

The GFATM has two grants for Angola  where UNDP acts as Principal Recipient, being the  HIV/AIDS and TB components. The total amount for Phase II of the said grants,  amounts to USD 71.6 million, being now on the fourth year of the Grants life and where 44% of the entire grant is used for procurement of goods and drugs.  The majority of the procurement is performed directly through UNDP Global Fund Unit. Under the overall supervision of the Senior Global Fund Manager and direct supervision of the Procurement Specialist, the Logistics Consultant will provide support to the procurement section of the Global Fund Unit of UNDP Angola.

Duties and Responsibilities

Under the overall supervision of the Global Fund Manager and direct supervision of the Procurement Specialist, the Logistic/Procurement Consultant will perform the following duties:

  • Assist in developing and implementing a new logistic system for the management of goods purchased and administered by UNDP under HIV and TB grants. For this purpose, the Logistics Consultant shall evaluate the supply chain (particularly the existing warehousing facilities), being proactive in proposing measures in order to diminish operational costs and risks, rationalize the use of resources.
  • Review the existing distribution plans with the goal of reducing the overall stocks levels to then have increased compliance with Grant indicators whilst having smaller operational costs and risks. For this purpose, the Logistics Consultant will liaise with Program Officer, Procurement Specialist, partners and suppliers as needed.
  • Review the distribution system in place for Antiretroviral, opportunistic infections and sexually transmitted diseases.
  • The Logistics Consultant will assist in having all inventories under control and clearly identified at warehouses. For this purpose, the Logistics Consultant will have all stocks inventoried, providing prompt advice to management on situations posing risk to UNDP Assets.
  • The Logistic consultant will review -an update when needed- an existing data base on goods which have already been handed over to partners. Updated records should be the result of this activity. Will maintain and update the GF unit equipment inventory records.
  • Identify vendors and source the market for goods and services as required.  The logistic consultant will provide an updated Supplier database for the Unit.
  • Will cooperate in the set up changes to be implemented within the project’s Transport Unit (Monthly Operational Planning) aiming to reduce operational costs and protect UNDP assets.
  • Prepares correspondence, reports, presentations and other written materials from oral instructions and written communication and assists in translations of documents when needed.
  • Assists in the supervision of Custom Clearances processes derived from GFATM procurement, pursue to ensure rapid disposal and delivery to GFATM’s  warehouses of imported goods.
  • Processes PO’s, Requisitions and submission of invoices for payment as needed.
  • May be called to participates in the procurement process from the preparations of the tender documents to the issuance of contract.
  • Provides administrative support to the GF unit as needed
  • Perform other functions and duties as required by the work or requested by supervisors.

Required Skills and Experience

Education:

  • University degree in logiscitcs, procurement or another management-related area. Master’s degree would be an asset.

Experience:

  • 7 years of proven experience in Logistics domain.
  • Solid background in operations planning and field implementation.
  • Proven experience in the following procurement activities: sourcing vendors, market analysis, custom clearance process, inventory management. 
  • Previous experience with the UN system and UN procedures is an important asset.
  • Ability to operate keyboard equipment and good command of software applications such as Microsoft Office products (good command of MS. Excel and Word are required).
