Background

The Support to Civil Service Reform in Ukraine Project’s (SCSR) overall objective is to contribute to the Ukrainian Government reform programme towards a more transparent and efficient public administration, operating on the basis of EU oriented principles, as described in the Civil Service Development Programme adopted in June 2004. More specifically, it will contribute to the adoption of legislation and administrative regulations supporting these new policy developments and to building the capacity of the Main Department of the Civil Service in fulfilling its mandate, in particular in its training and development activities.

To support the adoption of the new progressive legislation in the sphere of civil service the project will organize a roundtable aimed at discussing the senior civil service in Ukraine. It will expose Ukrainian MPs and top civil servants to the reality of the European civil service as well as to systemic problems that exist inside Ukrainian system of civil service. SCSR project seeks two speakers that will present the European practices of civil service management and actively participate in the roundtable. The special attention should be paid to the European experience of the establishment of the senior civil service.

According to approved agenda of the event, it will be divided into two sessions. The first session will discuss the issues of institutional and normative aspects of ensuring of political neutrality of civil servants in Ukraine. The second session will concentrate on issue of the establishment of senior civil service in Ukraine and relevant European experiences, specifically implementation of legal instruments and political strategies, capacity of the senior civil service to become a key public governance issue, successfully implement coherent, efficient and appropriate government activities. Contractors are expected to deliver their inputs during the second session of the roundtable. The round table (venue, equipment, invitations) will be organized by the inviting party (the project SCSR). Contractors are only required to bring PPT presentation.

Duties and Responsibilities

Objective

The main objective of this assignment is to develop and make presentation on one of the following topics:

  • Comparative analysis of the Senior Civil Service in the European Union (1st speaker); the presentation should focus on comparative analysis of special arrangements that exist in managing senior civil service in OECD countries: how is senior civil service organized in these countries, whether there are a special bodies responsible for promotion, training and recruitment of senior civil service etc.
  • Management and Working Conditions of the Senior Civil Servants in European Union Member States (2nd speaker). This presentation should concentrate on issue of status, appointment, management and remuneration of civil servants in EU countries (except for the countries, covered in the presentation of the 1st speaker).

Description of responsibilities

Under the supervision of the Project Manager and National Project Director, the contractors will:

  • discuss and approve the final titles of their presentation with the UNDP and Main Department of Civil Service in Ukraine;
  • prepare oral 30-minutes presentations on the abovementioned topics, supplemented by the PowerPoint presentations;
  • deliver their presentations during the roundtable and participate in the follow-up discussions;
  • participate in other discussions during the assignment (interviews, dinners, formal meeting etc)

Competencies

  • Excellent communication, writing and presentation skills;
  • Extensive research background;
  • Strong listening skills, observation, feedback skills;
  • Experience of delivering trainings and presentations in the area of public administration reform and civil service reform at a high level international conferences;
  • Solid understanding of issues of the Senior civil service;
  • Fluency in English. Some knowledge of Ukrainian or Russian is an asset;
  • Microsoft Office proficiency.

Required Skills and Experience

  • At least a Master’s degree in public administration or related field, PhD is preferred;
  • 5 years working experience as an expert on issues of public administration reform and civil service reform, with particular emphasis on issues of senior civil service management and political neutrality of civil service;
  • Proven experience of participation in international roundtables and conferences on abovementioned topics;
  • List of publications on the issues of senior civil service and/or political neutrality.

Payment

The contractors will be paid through a lumpsum according to successful completion of the assignment.

Additionally the International Contractor will be compensated for the following:

  • Travel (round ticket: home country/country of stay – Ukraine – home country/ country of stay (the ticket must be purchased by the International Speaker, economy class only).
  • Daily Subsistence Allowance (DSA) in Ukraine.
  • Terminals for trip to Ukraine.

Selection Procedure

UNDP will utilize a two-stage procedure for evaluating applications, with evaluation of the technical proposal being completed prior to any price proposal being compared.

A) The technical part is evaluated on the basis of its responsiveness to the Terms of Reference (TOR). Namely:

Educational background (10 – PhD in public administration or related field; 5-Master degree) – 10 points;
Relevance of the experience and technical expertise (40 – 5 years and more; 20 – 2-3 years) – 40 points;
Experience of delivering trainings and presentations in the area of public administration reform and civil service reform (20 – available; 0 – n/a) – 20 points;
Language Skills (10-both English and Russian/Ukrainian; 8– only English;) – 10 points;
List of publications (10 – presented publications correspond to topics; 10 – publications published by known edition) - 20 points.
Total Score 100 points.

UNDP will consider the price proposals only from the candidates that passed the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals.

Technical evaluation will be represented though the desk-review of applications and further desk review of short-listed candidates.

The offer with highest scores obtained will receive a technically weighted score which will equal to 70. All other submissions that passed the 70% threshold will be evaluated as per below formula:

A = T/T high*(0.7), where:
T = The total technical score awarded to the bid,
T high = The Technical Score achieved by the bid that was scored highest among all responsive bids.

B) Financial evaluation:

UNDP will contact the successful candidates (those, who obtained 70% out of the 100 points during the technical evaluation) subject of providing the financial offer for proposed specific vacancy.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

B = C low /C*(0.3), where:
C = Evaluated bid price,
C low= The lowest of all evaluated bid prices among responsive bids.

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal (A+B) will be considered as the most compliant offer and will be awarded a contract.
