Background

A Stabilization Support Unit was established in Goma within the framework of the MONUC Integrated Office and the Eastern Coordination in June 2008 to coordinate and support the implementation of the UN Security and Stabilization Support Strategy (UNSSSS) for Eastern DRC. The development of the GoDRC Stabilization and Reconstruction Plan (STAREC), which has led both to the expansion of the scope of stabilization efforts as well as increased momentum and support from the international community, underscores the importance of ensuring adequate capacity to support the coordination, implementation and monitoring of international assistance in this context. The primary objective of the SSU is to ensure strategic, programmatic and financial coherence and coordination of international support within the framework of the GoDRC Plan, and to serve as a resource for national and international actors.

Duties and Responsibilities

Summary of key functions:
Under the supervision of the Stabilization Team Leader and the MONUC Head of Office in North Kivu, the Provincial Coordination Officer will be responsible for the following duties:

  • Support the Stabilization Team Leader and MONUC Head of Office in coordinating and supervising the implementation of  UNSSSS interventions in North Kivu;
  • Collaborating closely with relevant national, UN and international partners on the development of provincial work plans, programmes and strategies related to stabilization at provincial level;
  • Help coordinate, organize and participate in assessments and field missions related to stabilization, including with MONUC Military and Administration and national partners (STAREC and provincial authorities);
  • Participate in awareness-raising on stabilization issues in close collaboration with the Public Information Division (PID);
  • Prepare planning, analytical and other documentation related to the stabilization strategy as requested;
  • Support the management and organization of coordination meetings; provide programmatic advice and support to mission, UNCT and national partners, and help identify and resolve problems as they arise;
  • Support the management and organization of coordination meetings, and in particular Stabilization Joint Technical Committees;
  • Track progress and delivery in project implementation;
  • Help identify and resolve problems as they arise;
  • The incumbent will be required to maintain a regularly updated database of information, both substantive and financial, on the operational activities of the UN System and other international partners in order to provide rapidly ad hoc reports whenever it is necessary;
  • Within the scope of above responsibilities, the incumbent may be requested to undertake special assignments as requested.

  • The UN is able to accurately assess the impact of stabilization efforts, and focus its capacities and resources accordingly;
  • UN and other international actors support stabilization efforts in an integrated, coherent and efficient manner;
  • The sustainability of stabilization efforts is ensured and serves as a platform for longer-term recovery and development;

Required Skills and Experience

Education:

  • Advanced university degree (Master's degree or equivalent) in social sciences, political science, law, international relations, development studies, or related fields.

Experience:

  • At least 7 years of progressively responsible experience at national and international levels in programmatic or coordination positions (preferably in inter-agency coordination). Experience working within a UN integrated peacekeeping operation or UN agency, post-conflict zones or a hardship non-family duty station would be an advantage.
  • Work experience in post-conflict settings.
  • UN experience and experience in the region would be a major asset.
