Background

ICT is the backbone of our business these days in term of both enhancing the office productivity and streamlining our business processes. Establishment of ICT solutions and network infrastructures using for example VSAT, VOIP & PABX requiring understanding of business processes is critical to this position.

Under the overall guidance of the DCD, the ICT Specialist is responsible for ensuring the highest efficiency of a broad range of ICT infrastructures and services, develops and implements ICT management systems, provides solutions to a wide spectrum of complex information management tools and technology infrastructure in a large Country Office, UNCT and projects. The ICT Specialist is responsible for initiating, reviewing and advising on the use of new technologies that will enhance the CO productivity. The ICT Specialist promotes a collaborative and client-oriented approach consistent with the ICT strategies.

The ICT Specialist heads the ICT Team and supervises staff in the team. The ICT Specialist works in close collaboration with the Front Office, Management Support and Business Development, UNDP Supported Projects, Programme and Operations teams in the CO, other members of the UN Country Team (UNCT), and UNDP HQs staff for resolving complex ICT-related issues, liaises with Regional Information Officer (RIO), the Regional Bureau Information Manager (RBIM), OIST staff.

Duties and Responsibilities

Ensures the development and implementation of an ICT strategy and introduction of new technologies, focusing on achievement of the following results:

  • Development and implementation of the information management and technology standards, guidelines and procedures for the CO and UNCT technology environment in line with UNDP corporate ICT business strategy;
  • Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT;
  • CO ICT business processes mapping and establishment of internal Standard Operating Procedures (SOPs) in ICT management, control of the workflows in the ICT team;
  • Conduct of market research and analysis, and introduction of new technology for country office system updating and improvement;
  • Provision of technology leadership for developing and implementing information technology initiatives that improve cost effectiveness and service quality;
  • Office business process re-engineering activities and ensure that business needs drive IT solutions related to corporate resource management;
  • Provision of advice on and management of procurement and implementation of new ICT software packages and equipments for the CO and projects, provision of technical specifications and information on best options in both local and international markets;
  • Development and update of the ICT annual plan and road map. Development and update of the business continuity plan, disaster recovery plan, ICT infrastructure and training plans. Follow up on their implementation;
  • Active participation and involvement in the business side of IT with regards to Atlas (UNDP’s implementation of PeopleSoft ERP), e-procurement and knowledge network;
  • Study, develop and coordinate implementation of the linkages between CO and Projects ICT activities with respect to cross-compatibility and use of hardware and software, networks, e-mail groups, web-site design, database design and software development, e-based public information and advocacy campaigns.

Ensures development of information and documentation management system focusing on the achievement of the following results:

  • Development and implementation of CO information and documentation management system in accordance with UNDP policy and the country office needs;
  • Management of the financial aspects of the IT department, including purchasing, budgeting, and budget review.

Manages CO hardware and software packages, focusing on the achievement of the following results:

  • CO hardware and software platforms meet the UNDP corporate standards and the CO key business processes;
  • Provision of advice on maintenance of equipment and acquisition of hardware supplies;
  • Supervision of the implementation of corporate UNDP systems;
  • Development of new software for high impact results (e.g. office management system, e- registry, intranet, etc);
  • Hands-on deployment, monitoring, maintenance, development, upgrade and support of all IT systems, including servers, PCs, operating systems, hardware, software and peripherals;
  • Oversee provisioning of end-user services, including help desk and technical support services.

Ensures efficient management of network infrastructure, focusing on achievement of the following results:

  • Management of the extra workload in the wake of integrated UN mission with extra responsibilities and duties in term of VSAT, telephone and VOIP ensuring highest level of security for the office and its staff;
  • Monitoring of the computing resources to provide a stable and responsive environment;
  • Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access;
  • Monitoring of backup and restoration procedures for both server and local drives;
  • Timely upgrade of LAN infrastructure and Internet connectivity to meet UNDP requirements;
  • Provision of technical advice on network administration to other agencies as required and monitoring preparation of bills for cost-recovery for the services provided. 

Provides web management services, focusing on achievement of the following results:

  • Identification of opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (e.g. office management systems, donor profile software, knowledge management systems);
  • Creation and technical maintenance of the CO websites and Intranet;
  • Provision of technical advice on web management to other agencies as required and monitoring preparation of bills for cost-recovery for the services provided.

Ensure facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Develop and conduct various training and instruction to assist users in maximizing use of networks and computing systems. - Plan and facilitate staff development and team building;
  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision;
  • Organization of training for the operations/projects staff on ICT issues;
  • Synthesis of lessons learned and best practices directly linked to ICT management;
  • Sound contributions to knowledge networks and communities of practice.

Impact of Results:

The key results have an impact on the overall efficiency of the Country Office and Projects including improved business results, cost effectiveness, quality, and client services. Forward-looking ICT management, infrastructure, and business solutions has an impact on the organization of office management, knowledge sharing, and information provision.  VSAT and other communications are essential for the security of the office and its staff in this Phase II security environment.

  • LDAP servers, firewalls, Email servers, Proxies, antivirus scanners, Web servers, DHCP, DNS and database servers;
  • Experience in designing, implementing and maintaining enterprise level data networks, including setting up network equipments (switches, routers, access points), troubleshooting and administration of Linux based servers, deployment of cabling infrastructures,  monitoring system (using SNMP and protocol analyzers);
  • Ability to provide input to business process re-engineering, elaboration and implementation of new systems;

Required Skills and Experience

Education:

  • Advance University Degree in computer science, telecommunications, business administration or other related fields, with strong specialization in ICT areas.

Experience:

  • At least 5 years of progressively responsible professional experience in the UN/or other international organizations, in the area of the information and communication management, ICT infrastructure programme development, implementation and coordination, including web design, database development, systems management, internet/intranet systems, and IT training;
  • Solid ICT and information management strategies knowledge; proficiency in relevant hardware and software platforms and packages.

Language Requirements:

  • Fluency in English. Tetum language skills are an asset.
