Background

UND/Development Assistance Group (DAG) Would like to recruit one International Education Specialist who will prepare a completion reports for physical and financial progress on Teachers Development Programme (TDP1) which provide a full evaluation of the programme throughout its implementation (1997-2001 EFY) and identify learning to be applied to the implementation of TDP2.

The consultancy aims to provide a fuller understanding of the strengths and weaknesses of TDP design and implementation, assessing measured results and perceived outcomes against the aims and targets of the Educational Sector Development Programme.

Major Tasks and Responsibilities the Consultants

The Education Specialist (International consultant) will undertake the following tasks with the technical support of one national consultant, Finance Specialist.

  • Task 1: Conduct a review of the annual TDP1/TDP2 reports, relevant policy documents, impact studies and background information
  • Task 2: Conduct a field study on TDP1/TDP2 issues and implementing entities to gather information
  • Task 3: Prepare the TDP1 Completion Report which aggregates all the achievements of TDP1 and includes recommendations for the implementation of TDP2
  • Task 4: Input into the review of TDP 2 progress for the GEQIP Reviewthat will take place in the first two weeks of December. The consultant will present a review of TDP 2 progress and contribute to the Aide Memoirs

Specifically The education specialist will have overall responsibility in  the implementation of the consultancy, including the design, collection and analysis of qualitative and quantitative data, providing guidance and supervision of the other team member, writing the technical evaluation report and presenting the findings and recommendations to the TDP CC. They will also have overall responsibility for the quality and timely submission of the financial component of the report.

Implementations Schedule and Estimated Inputs

The assignment is planned for November and December 2009. It is estimated that about 50 staff days of professional services: five days for desk review , twenty days for field study, ten days for draft report preparation, five days for final report preparation and ten days for GEQIP Review. But the consultant should make his/her own assessment of time inputs required.
 
List of Reports and Deliverables

The following reports shall be submitted to the TDP CC in hard and soft copy. The schedule for submission of these reports shall be as proposed by the consultants in the Inception Report and agreed by the Client according to the provisions of the TOR. All reports will be submitted in English.

Inception report. This report should be submitted at the end of the first week of implementation of the consultant services. The report will include the following:

  • work plan and time schedule describing tasks and sub-tasks to be implemented;
  • documents related to the procedures indicated in “Tasks and responsibilities” section; and
  • any issues related to the TOR.

Draft completion report. The draft report will be submitted for comments. The TDP CC will provide comments separately but within 15 days.

Final completion report. The consultants will revise the draft comprehensive report based on the comments and will submit the final comprehensive report by the expiry date of the contract.

Competencies

  • demonstrable knowledge and work experience in educational research (especially in analysis of qualitative and quantitative data);
  • proven knowledge and a minimum of six years’ work experience in the field of education, including substantial experience in teacher education;
  • proven experience of progress reporting of complex programmes;
  • highly developed, demonstrable report writing skills;
  • computer skills (word processing, spreadsheets, statistical analysis software applications, etc);
  • Fluent English language

Required Skills and Experience

  • advanced degree from an internationally recognized university in education or other related field;
