Background

The Resident Coordinator System (RCS) encompasses all organizations of the UN System (UNS) dealing with operational activities for development, regardless of their formal presence in the country. As the designated Representative of the UN Secretary-General and team leader of the UN Country Team (UNCT), the UN Resident Coordinator (RC) assumes overall responsibility for and coordination of the developmental and humanitarian activities of the UNS carried out in Yemen. This is done in conformity with the objectives and priorities of the National Government and in accordance with the mandate and objectives of the UNS organizations.  Currently the UNCT is composed of representatives of UNICEF, UNFPA, WHO, UNHCR, WFP, FAO as resident agencies.
 
To enhance progress towards key UN reform areas of harmonization and simplification of programming and coherence among UN agencies in Yemen, the UNCT re-constituted the UN Core Group. The Core Group is a senior level technical and advisory that is mandated to design and manage the overall implementation strategy for the UN Development Assistance Framework (2007-2011), as well as promote collaborative action and harmonization of programming and operations among UN agencies in line with their mandates and areas of comparative advantage.
 
In Yemen, the broader aid coordination process is strengthened by an active Donor Forum Group, which is co-chaired by the UNRC and the World Bank Country Manager. The Donor Forum is established to further strengthen the harmonization of developmental planning, practices and activities through sustained information sharing, joint review and analysis of major development issues and active communication among national partners.
 
Under the guidance and direct supervision of the UNRC, the UN Coordination Officer acts as the manager of the UNRC Office and reinforces the capacity of the RC and the UN Country Team (UNCT) towards effective coordination of UN operational activities and implementation of the UNDAF (2007-2011). The UN Coordination Officer works in close collaboration with UNCT members, programme and operations teams of the Agencies, UNDOCO staff and the Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful and transparent coordination of UNCT activities.

Duties and Responsibilities

  • Support the UN Core Group to oversee the establishment and management of effective mechanisms for strategic planning, monitoring and evaluation of UNDAF implementation based on the UNDAF Results Matrix and the UNDAF Monitoring and Evaluation Plan in consultation with UN Agencies, Government, civil society, multilateral and bilateral institutions. Support implementation of monitoring activities stipulated in the Monitoring and Evaluation Plan and any other agreed by the UNCT;
  • Participation in the work of UN teams, task forces, and thematic groups organized around the UNDAF outcomes and UNS workplan priorities, including support for monitoring and evaluation within the context of the UNDAF Results Matrix, the UNDAF M&P Plan. Preparation of high quality documents summarizing the developments in the UNDAF areas of cooperation;
  • Support the UNCT in the identification of strengths and weaknesses in UN Agencies programmes in the context of UNDAF, UN System reform and MDGs. Provision of advice on adjusting strategies and implementation modalities, cost-effective and efficient implementation of joint UN programmes;
  • Support the UN Core Group in identifying national policies and institutions that require strengthening to ensure effective UNDAF implementation and provision of advice in close consultation with UNCT;
  • Coordination of the preparation of proposals for funding and drafting of the RC Work Plan and reports;
  • Coordination of substantive preparations and support provided for UNCT retreat to review the annual workplan and other UNCT meetings;
  • Administring the Support to the Resident Coordinator (SRC) fund and other funds dedicated to UNCT activities;
  • Reporting on the use of the funds to the UN RC and UNCT, preparing proposal of budget revisions, approving expenditures reports;
  • Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals. Sharing lessons learned and best practices with the RC and the UNCT when necessary;
  • Regular contributions to knowledge networks and communities of practice;
  • Support the implementation of the outreach strategy for partners of the UN system including arrangement of regular forums and events on issues related to UN activities with media, NGOs, communities, etc.;
  • Support the management of media and communication strategies of the UNCT;
  • Preparation of speakers notes, talking points, speeches for the RC for major UN events of the RC system;
  • Development of partnerships with government institutions, bi-lateral and multi-lateral donors, private sector, civil society;
  • Analysis and research of information on donors, preparation of reports on donor strategies;
  • Preparation, in close collaboration with the policy staff of relevant UN Agencies, a series of strategic topical meetings with development partners, mixing representatives from Government, UN, NGOs, Academia, business and the donor community – thus visibly enhancing the strategic role of the UN as a convener;
  • Coordination of the substantive preparations of the UNCT for meetings, roundtables and other key events in close consultation with appropriate counterparts in government, bilateral and multilateral partners;
  • Identification of sources of information related to coordination. Identification and synthesis of best practices and lessons learnt directly linked to country policy goals;
  • Provision of referral services for non-resident agencies to access national institutions and processes and for national partners to access the expertise of non-resident agencies;
  • Sound contributions to knowledge networks and communities of practice.
  • Reporting on UNS contributions towards the aims of the Declaration.
  • Alignment of bilateral donors with the requirements of the Declaration especially in view of the Government’s own priorities;
  • Provision of technical and substantive support to the UN/WB Donor Forum.

Required Skills and Experience

Education:

  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field.

Experience: 

  • 5 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Knowledge about the UN and RC systems would be an advantage;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.

Language Requirements: 

  • Fluency in the English essential. Knowledge of Arabic would be considered an asset.
