Background

The year 2009 is a decisive year for Liberia, as it prepares for its second election.  Just as Liberia once dragged its neighbours into a horrific war, it could now- with good policy and strong donor support-become an anchor for stability in Sierra Leone, Guinea and Cote d’Ivoire.
 
As the country is entering a new era and given the security challenges and possible threats against the UNDP staff and operation, UNDP Liberia CO has indicated the continuous need of a Field Security Advisor to supplement the existing UNDSS (United Nations Department of Safety and Security) capacity in the country.  Of particular importance is the continuous security support and assessment for enabling operations outside of the capital that require field visits and missions, programming and MOSS compliance in anticipation of an improved security environment, and to support development/humanitarian/NGO projects.
 
Based in Liberia and reporting to the UNDP Resident Representative for effective security support, the UNDSS Chief Security Advisor for in-country security matters and to the Security Advisor (Field) in OAS (BOM) on security policy and functional matters, the Field Security Advisor will focus on providing support and advice to UNDP Resident Representative, Country Director and managers.  Through a keen understanding of the UN and UNDP security policy, its interpretation, and the application of security best practices, s/he ensures that security enables safe UNDP programme delivery and activities. S/he will carry out the activities listed below to facilitate the safety and security of UNDP staff within the context of UNDP’s development role, while dovetailing with and respecting UNDSS’ mandate and role, working within the UN and UNDP security policy and framework.

Duties and Responsibilities

Security Risk Assessment:
  • Conduct a security risk assessment of operations in the districts and regions where UNDP projects are implemented;
  • identify and implement appropriate risk mitigation measures;
  • Assist/provide inputs with the UNDSS FSCO, in preparing a comprehensive threat and risk assessment of the country to include all locations where UNDP staffs, dependants and equipment are present.
Formulation of the Security Plan:
  • Formulate a security plan for UNDP Liberia;
  • Provide inputs and assist the FSCO establishing, maintaining and updating the country specific security plan and contingency plans in accordance with the UN Field Security Handbook (FSH).
Programming:
  • Advising, in collaboration with the UNDSS FSCO, inputs to the country planning process including the CCA, UNDAF and Country Programme;
  • Advising the DRR (P) regarding the inclusion of security as a factor in the Country Programme Document and country Programme Action Plan;
  • Advising the DRR (P), programme managers and CTS’s to mainstream security in project planning, budgeting, implementation, monitoring and evaluation;
  • To review the impact of security factors on UNDP programme designs and delivery, as well as the potential impact that programmes might have on stability and security (both positive and negative), making recommendations, including to the UNDP HQ Bureaus regarding possible UNDP support needs and improvements;
  • Development proposals on how to deal with existing, improved or new security challenges in the context of UNDP’s ongoing assistance to Government projects, national and sub-national consistently with UNMIL deployment;
  • Assess when appropriate or on request, country and design needs associated with other UNDP thematic areas such as small arms, security sector reform, peace-building, reintegration, effective rule of law and governance, etc as it impacts on security, both positive and negative.  Make recommendations on findings or consideration by UNDP, and ensure project budgets capture the security cost of delivering these projects.
Security Plan and Minimum Operating Security Standards:
  • Work closely with UNDSS FSCO, to ensure that UNDP procedures conform to the UN security framework;
  • See to it that all UNDP personnel are included in the Security Plan of the respective duty stations, being prepared by the UNDSS FSCO;
  • Take necessary action to secure security clearances for all UNDP staff traveling in security phase areas;
  • Provide advisory and support to management to ensure that UNDP personnel and equipment are MOSS compliant;
  • Conduct routine inspections to ensure that staff members are knowledgeable on the use of, safety equipment, including communications equipment, vehicle emergency equipment and personal security safeguards required for work in the field;
  • Establish internal communication systems and ensure UNDP communications are integrated into the appropriate UN Security Communications System;
  • Provide advice on selection and procurement of appropriate equipment for security (vehicles, telecommunications equipment, etc);
  • Provide orientation and training to international and national staff members on security guidelines, communication procedures, travel precautions, emergency procedures and existing restrictions in movement, such as curfews, restricted and dangerous areas;
  • Coordinate with UNDSS FSCO 24-hour response to all security related incidents involving UNDP staff and eligible dependents;
  • In coordination with UNDSS FSCO, ensure appropriate professional liaison with local authorities responsible for security, law and order, counterparts in diplomatic missions and municipal/civic/traditional leaders.
Information and Training:
  • Familiarize her/himself with security factors/situation and all UNDP operations in Liberia and with the existing Security Plan (including MOSS and MORSS), its implementation and UNDP obligations;
  • Monitor the Country events and keep abreast of security-related developments affecting UNDP Offices in order to advise proactively on Security Unit (SU) involvement and responses;
  • Review security situation, its impact (both positive and negative) on UNDP staff, premises, program design and delivery, making recommendations regarding possible UNDP security risks, mitigation measures, resulting needs and improvements, other precautionary measures and budgetary requirements including for MOSS/MORSS compliance, responsibilities for the safety and security of UNDP staff associated with the mission in Liberia;
  • Undertake regular missions to the Counties to become familiar with specific situations, address specific security issues, perform security assessments, etc.;
  • Provide timely and accurate security advice to the UNDP Liberia Management, CTA’s, project managers and visiting consultants;
  • Immediately report all security-related incidents involving UNDP staff and eligible dependents to the Country Director, DRR (O) and FSCO;
  • Ensure that UNDP programme staff members are provided with situation reports and other appropriate security related information generated by UNDSS;
  • Maintain updated UNDP staff lists, including details of visiting missions and consultants;
  • In coordination with UNDSS FSCO, establish good relationships with national law enforcement, military and civil intelligence authorities, counterparts in the Diplomatic Missions and municipal/civic/traditional leaders;
  • Encourage an exchange of information relative to risk management for UNDP programme implementation;
  • In coordination with the FSCO, conduct investigations of security related incidents where UNDP was involved, including the death of a staff/family member under suspicious and unclear circumstances.  Participate in inter-agency security coordination efforts;
  • In collaboration with FSCO, conduct appropriate awareness and other training to staff;
  • Regular reporting as required by the RR or HQ;
  • Serve as first responder for medical emergency involving staff members at the direction of the Country Director with the guidance of the UN Dispensary Doctor in providing support to the UN Dispensary Medical Team, such as rendering first aid and transporting of patients to hospital;
  • Provide risk management advisory and support to Senior Management and Programme Managers to ensure that programme activities are planned and implemented in full compliance with all security requirements.
Office and Residential Security:
  • Conduct periodic appropriate security assessments of UNDP premises and equipment and advice on shortfalls in security preparedness with recommended improvements and solutions;
  • Assist UNDP in developing and implementing office security requirements for regional offices and offices of UNDP-implemented projects;
  • Establish and implement access control mechanisms (visitor/vehicle screening) as necessary for UNDP regional and project offices bases on the security phase;
  • Represent UNDP security interests in any common premises that UNDP occupies ensuring that staff safety and security are primary considerations;
  • Ensure that UNDP premises and international staff residences are MOSS compliant;
  • Coordinate the establishment of the UN House system in all duty stations and project locations in Liberia, from a security point of view. 
Resource Mobilisation:
  • Ensure that the security cost of doing business is included in all appeals and project descriptions;
  • Participate in the drafting of CAP, to be presented to donors for the continuation of security support;
  • Coordinate with programme staff, to inter-act with donors in their programme development activities;
  • Provide inputs for “mid-term” reviews;
  • Provide inputs to donor reports. 

General:

  • The FSA will, in consultation with the Country Director, respond to all requests from the DO/FSCO, to perform UN system related security tasks;
  • Any other security related tasks assigned by the Country Director UNDP Liberia;
  • Percentage of travel: 10%.

Required Skills and Experience

Education:
  • Formal training in security management and risk management, such as military and or Police College, and senior military command and staff courses with development-related qualifications such as MBA or its equivalent.
Experience: 
Technical expertise:
  • In-depth knowledge of security management and risk management;
  • Knowledge of UNDP business, operations and programming cycle;
  • Knowledge of UNDP Country Office and Regional Bureau structure, roles and responsibilities of Country Director, Resident Coordinators, Resident Representatives and Designated Officials (DO), Security Management Team and UNDSS;
  • Familiarity with up-to-date ICT connectivity and communications technology;
  • Operations or project management skills will be an asset.
Relevant work experience:   
  • A minimum of 7 to 10 years of appropriate security and development-related experience, of  which a minimum of 5 years security management experience at a middle management level.
Language Requirements: 
  • Excellent command of English, including writing and oral skills.
