Background

UNDP is a key partner to the Global Fund to Fight HIV and AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Zimbabwe. In its role as Principle Recipient, UNDP ensures quality financial management, timely procurement of supplies, and efficient monitoring and service delivery. UNDP‘s management role consists in implementing grants, ensuring financial accountability, and training of national and international counterparts on programme management and financial accountability.
 
For the implementation of the Global Fund program, UNDP Zimbabwe has established a Program Management Unit (PMU) that will coordinate the implementation of the projects and provide general guidance of Global Fund rules and procedures to all Sub Recipients participating in the implementation of the projects.
 
Under the direction and supervision of the Deputy Resident Representative for Programmes, the Global Fund Project Coordinator leads, supervises and coordinates the daily activities of the Global Fund projects, and provides strategic direction for the development and provision of support services in the implementation of projects, in order to assure: i) the achievement of planned targets and ii) the effective and transparent execution of the financial resources of the project.
 
The Coordinator will provide technical leadership to the implementation of the grants, in collaboration with Government, UN Agencies, donors and other partners, to ensure that the implemented projects will contribute to the broader national strategy.

Duties and Responsibilities

Implementation of Global Fund Grantsfocusing on achievement of the following results:

  • Programme planning, management, monitoring and oversight;
  • Support the project formulation of an implementation strategy. Such shall clarify define roles/responsibilities of all stakeholders (SRs, SSRs, National Programmes, CCM, health centers, Civil Society, CAG, etc).;
  • Oversee and coordinate programmatic and financial management of the Global Fund Grants in Zimbabwe;
  • Establish working procedures related to the management of GFATM project and oversee their compliance during the duration of the program;
  • In coordination with the Sub Recipients, and all partners, ensure timely execution of the project with the set operational plans of the GF; 
  • Coordinate with the Country Co-ordinating Mechanism (CCM) and other external local stakeholders including but not limited to the Ministry of Health and other Ministries, country offices of the organizations within the UN system, other country projects in the field of HIV and AIDS;
  • Assess needs of Non-Governmental Organization (NGO) partners and assist in reinforcing capacities for effective programme implementation;
  • Ensure that projects managed by NGOs are executed according to action plans and within established budgets
    Advise NGO partners on strategies to be put in place to facilitate results-based implementation of programme activities;
  • Assess the programmatic impact and oversee the appropriateness and the accuracy of methods use to verify progress and the results;
  • Ensure timely submission of financial and activity reports by the NGOs as well as adequate financial management of allocated resources;
  • Oversee timely preparation of reports for UNDP and the Local Fund Agent (LFA) ;
  • Coordinate with corporate UNDP services to ensure that expected results are delivered in a timely manner.

Support in the implementation of the capacity building plan:

  • Coordinate the design of the capacity development plan of implementing partners;
  • Provide support to the implementation of the capacity development plan and the transfer of capacity from UNDP to the MOHCW;
  • Develop and implement an NGO approach in the areas of NGO learning and coaching and NGO participation in HIV and AIDS, TB and Malaria prevention;
  • Participate in technical committees of the CCM and provide advice on Global Fund procedures to these committees, as required;
  • Conduct visits to provincial sites to supervise the governmental and non-governmental HIV and AIDS, TB and Malaria activities supported by the Global Fund;
  • Coordinate the organization of information events, and fora in the areas of HIV and AIDS, TB and Malaria.  

Ensures facilitation of knowledge building and knowledge sharing in the UNDP Global Fund Unit     focusing on achievement of the following results:

  • Organization of trainings for the National Programmes, Sub Recipients, Project staff on programme management;
  • Disseminate best practices for management of HIV and AIDS, TB and Malaria projects at the local level;
  • Share experience/ best practices on the UNDP- GFATM partnership network;
  • Synthesis of lessons learnt and best practices in project management;
  • Access global best practices, share them with other local and international stakeholders and ensure their incorporation into the health portfolio and project design process.

Partnership and resource mobilization:

  • Coordinate and build partnerships with the National Committee on HIV and AIDS, TB and Malaria, Ministry of Health, UN Agencies and other implementing partners as well as with international and local stakeholders to ensure transparent and efficient implementation of the programme, and mobilizing appropriate acceleration and scale-up efforts of the programme;
  • Maintain effective partnership with Government and Regional Institutions, implementing partners and UNDP colleagues to exchange critical and technical information and resolve programme/ project implementation issues to ensure results are achieved as planned;
  • Collaborate with internal and external partners, stakeholders and clients to advocate and promote organizational and program issues;
  • Submit recommendations for resource mobilization to encourage donor interests and increase funding. Establish dialogue with donors, partners and stakeholders to maintain effective working relationships, sustain interests and cooperation;
  • Ensure annual audits of GFATM sub-recipients.

Required Skills and Experience

Education:

  • Master’s degree in Business, Economics, Public Administration or any development related field and/or a degree in medical sciences or project management.

Experience:

  • 10 years experience in the Project Management/ Public Health in a developing country;
  • Experience in planning, programming, monitoring and evaluation of projects;
  • Previous UN or UNDP work experience will be an added advantage;
  • Experience of GFTAM Grant Management;
  • Experience in building and management of partnerships : MoH, HIV and AIDS, TB, Malaria and  donors
